1. This message will expire no later than (NLT) 20 September 2025 and supersedes all previous MILPERs pertaining to the subject to include 23-210, 23-055, and 23-367.
2. The Army Selection Board System version 2.0 (ASBS 2.0) combines Eligibility, Voting and My Board File (MBF) Review for Army Selection Boards into one technical solution. ASBS 2.0 creates the solution to interactively set the board’s eligibility requirements, automates the retrieval of candidates’ Military Personnel Records from iPERMS and creates the ability to conduct voting for a selection board.
3. My Board File Application
a. The MBF application leverages Candidate Data Cards, based on the IPPS-A Soldier Talent Profile but specifically designed for the promotion and selection process, as a summarized document representing a servicemember’s AMHRR. Data is sourced from IPPS-A assignments, job data, and person profile. Evaluation data summarized on the Candidate Data Card is sourced from EES. Candidate Data Cards replace the record brief(s) in ASBS 2.0.
b. Candidate Data Cards are not source documents; they are used as a summary of information for selection boards. Participating Board Members will be reminded that the Candidate Data Card may not contain up-to-date critical information and, if needed, they should review the Soldier’s AMHRR. The Army has transitioned to the Integrated Personnel and Pay System – Army (IPPS-A). During this transition, data on the selection board Candidate Data Card may not accurately reflect information contained in a Soldier’s file. Any inconsistencies, errors, or blank data noted on the Candidate Data Card should not be viewed as a failure on the Soldier’s part to update the promotion file and should not reflect negatively on the individual. To mitigate the impact on Soldiers considered at boards, all board members during FY25 will receive the following verbal and written guidance:
“Any inconsistencies, errors, or blank data noted on the Candidate Data Card should not be viewed as a failure on the Soldiers’ part to update the promotion file and should not reflect negatively on the individual.”
c. Soldiers will see their Candidate Data Card in their MBF, as it will be displayed to the Board. MILPERs for all upcoming boards will discuss procedures for correcting inconsistencies with their records and how to update/correct their MBF. Soldiers are encouraged to update their files through IPPS-A. Soldiers may also submit a Letter to the Board President if there are major changes that are not properly reflected (e.g., assignment history, duty position, PME, deployments).
d. In ASBS 2.0, the MBF is available to all service members regardless of their status on a promotion or selection board. If the member meets eligibility criteria for a board, a separate tile is created on the MBF. Service members should ensure that MBF Certification and Review Guide questionnaire steps are completed under the respective board tile. Service members should take advantage of the active board file to make corrections before being seen by a board.
e. Certification options have changed and reflect the following elections. These elections are only made available once a Soldier has been identified as eligible for a promotion or selection board.
(1) “Reviewed with no actions taken.”
(2) “I have reviewed the information in My Board File, and I will take action to make corrections to my file.”
(3) “I certify that the information in My Board File is correct and complete to the best of my knowledge.”
(4) “I have not viewed the documents.”
f. The MBF should be validated against IPPS-A and IPERMS data. Where errors exist and corrections cannot be made by unit HR professionals due to security or scope of the change, the service member should contact their talent managers or state/territory OPM.
g. The MBF application is located at https://mbf.hrc.army.mil/.
4. To ensure Soldiers are prepared for future boards we offer the following tips:
a. Update Soldier data in IPPS-A before being identified as eligible for a promotion or selection board.
b. Continue to submit documents to iPERMS.
c. Review and certify files for upcoming boards to ensure document accuracy.
d. Work with your S1/G1 to correct file errors.
e. Stay abreast of upcoming boards and follow the information in the MILPER reference the My Board File.
f. Submit letters to the board IAW the MILPER for your board if you have concerns referencing file discrepancies.
g. Ensure annual Record Reviews accurately reflect your record.
5. For boards scheduled to convene before 2 December 2024, all COMPOs will continue to utilize the Soldier Record Brief (SRB). All board members will continue to receive the following verbal and written guidance: “Any inconsistencies, errors, or blank date noted on the SRB should not be viewed as a failure on the Soldier’s part to update the promotion file and should not reflect negatively on the individual.” For all boards scheduled to convene on or after 2 December 2024, all COMPOs will utilize the Candidate Data Card populated with IPPS-A data. Service members should refer to the board announcement MILPER for instructions and the link to the MBF utilized for that board.
