1. This MILPER message will expire NLT 01 August 2027. This MILPER message pertains to only active component LG (AOC 90) Officers. Please read this MILPER completely prior to submitting any questions to the point of contact listed.
2. This message announces the procedures for Logistics (LG) Officers requesting consideration for the Training With Industry (TWI) partnerships available to active-duty Logistics Branch Officers.
3. Logistics Branch currently has two (2) TWI opportunities for AOC 90A Logistics Officers:
a. TWI opportunities offer a one-year assignment where the selected Officers will be afforded the opportunity to gain experience with leading industry innovative practices. The experiences gained will vary based on the partnership the officer participates with, but all include data centric analysis and management processes, as well as global supply chain management. Officers selected to participate with these partnerships will report to their respective industry partner summer 2027.
(1) One Logistics officer will be selected to participate in TWI with World Fuel Services (WFS) in Miami, FL. The selected officer will gain industry level experience with WFS global petroleum distribution, bulk storage, and manufacturing capabilities. WFS procures and distributes 36 times the amount of fuel the Army does annually. The scope and scale of WFS contracting solutions on land and at sea. This exposure is necessary in order to improve and create efficiencies withing Army business operations as well as petroleum operations, distribution and planning. Logistics Officers with experience in Quartermaster positions are the primary officers considered for this opportunity, however the opportunity is open to all AOC 90A Officers. The projected utilization assignment will be served as: Capability Developer/Petroleum Systems Capability Developer, Sustainment FCD, Fort Lee, VA.
(2) One Logistics officer will be selected to participate in TWI with United Parcel Service, located in Atlanta, GA. The officer selected for this opportunity will gain knowledge and experience from an industry leader, gaining exposure to leading innovations, techniques, and procedures associated with increasing efficiency and effectiveness of route planning and large-scale distribution operations across numerous nodes. This opportunity will potentially move to Amazon vs UPS with similar skills and exposure gained, location pending. Logistics Officers with experience in Transportation positions are the primary officers considered for this opportunity, however the opportunity is open to all AOC 90A Officers. The projected utilization assignments will be served as: Transportation Corps Proponency Officer, U.S. Army Transportation School, Fort Lee, VA.
b. The utilization assignments listed above are the proposed follow-on assignment for individuals participating with the industry partner for program year 2027-2028 and subject to change based on needs of the Army at the time participants are projected to report in 2028. Selected individuals will be notified of any utilization assignment changes as soon as realized.
4. In accordance with AR 350-100, Officers who attend formal education or training programs incur active duty service obligations (ADSO). All Officers who attend this program incur an ADSO through the scheduled program graduation date or through the date on which consecutively scheduled education is completed, whichever is later. The ADSO equals three times (3 days for each day in school upon completion of schooling) the length of the program, computed in days, but not more than six (6) years.
5. Eligible personnel must scan and email their complete application requirements to Carrie Vernon Spivey, Personnel Proponency Specialist, Logistics Branch Proponency Office, Army Sustainment University, Fort Lee, VA at usarmy.lee.asu.mbx.logpro@army.mil NLT 2359 (EDT) on 16 August 2026. Human Resources Command Career Managers will screen applications to determine eligibility and potential for promotion. The CASCOM board will select the best-qualified Officers for each opportunity. Each submitted application must include the candidate’s program preference order of merit list (OML). Applicants may turn down an offered opportunity but are not guaranteed another option if they do so.
a. Any application packet that is not completed as directed in this MILPER will be returned to the candidate and may result in missing the submission suspense date and not being considered for this program. Applications will consist of the following:
(1) Current AFT DA Form 705 and DA Form 5500/5501, if applicable (must meet requirements of AR 600-9, The Army Body Composition Program).
(2) Letter of recommendation from a Logistics senior leader (LTC/GS-14 or above) will include a statement of the applicant’s abilities, scholarly attitude, initiative, and aptitude for the opportunity focus. Letter of recommendation should not exceed two-pages in length. A maximum of three (3) letters of recommendation may be included in application, one (1) of which must be from a Logistics Officer.
(3) Soldier Talent Profile (STP)
(4) Last five Officer Evaluation Reports (OER).
(5) Scan of all civilian education official transcripts from accredited institutions.
(6) Letter to the board stating why applicant is interested in the primary partnership wishing consideration for. Letter should state what is hoped to be gained from the experience and how participation will benefit the Army.

c. Each applicant (primary-select, alternate-select and non-selectees) receive notification from CASCOM upon approval of board results.
d. Each selectee must notify their respective Career Manager and CASCOM POC that they accept participation with the TWI partner they are selected for NLT 7 days after notification of selection.
f. Eligibility criteria:
(1) CPTs must have completed the Captain’s Career Course. Officer has demonstrated outstanding performance in company/detachment command IAW DA Pam 600-3. Officer must have the ability to complete a mandatory 2 two-year utilization assignment prior to Intermediate Level Education (ILE). All interested Officers must consult their branch career manager to determine timeline eligibility. Officers must be KD complete NLT June 2027. Targeted year groups for the participation year 2027-2028 are CPTs in YGs 2019 – 2021. Officers outside of these year groups will be considered on a case-by-case basis.
(2) Possess a current Secret Clearance.
(3) Not flagged or pending adverse action at the time of application, time of the board convening, or prior to beginning the partnership. Personnel records will be scrubbed by HRC periodically to determine eligibility for participation.
(4) Must have outstanding potential for future service.
(5) Commissioned Officers will not exceed 17 years total Active Federal Service (AFS) prior to start of schooling.
(6) Officers who participate in TWI will serve a utilization tour in an AERS coded position, varying from operational to strategic level sustainment organizations.
