HQDA Centralized Promotions Board Guidance regarding Record Briefs

1.  This message will expire no later than (NLT) 22 May 2024 and supersedes all previous MILPERs pertaining to the subject to include 23-210 and 23-055.

2.  Updating the Soldier Record Brief (SRB) is no longer available through historical means. Though quickly improving, data on the Record Brief seen on boards may not accurately reflect the information in a Soldiers’ Army Military Human Resource Record (AMHRR) or IPPS-A. To mitigate the impact on Soldiers considered at boards, all Board members in FY23 through FY24 will receive the following verbal and written guidance:
“Any inconsistencies, errors, or blank data noted on the Record Brief should not be viewed as a failure on the Soldiers’ part to update the promotion file and should not reflect negatively on the individual.”

3. Before the start of the board, Board members are provided this guidance in their welcome packet and their administrative briefs.
4.  Soldiers can review their Record Brief in their MyBoard File, as it will appear to the Board. MILPERs for upcoming boards will include procedures to update/correct the MyBoard File. Soldiers should work with unit S-1 personnel to update their MyBoard File using IPPS-A and to submit a Letter to the Board President if substantial discrepancies persist on the Record Brief.

5.  This will be a two-phased approach: (Phase I: Legacy Format with live IPPS-A data – starting April 2023, Phase II: New Dashboard Integration – TBD 2024).

a.  Phase I: Legacy Format with live IPPS-A data – starting April 2023:

(1) Starting in April 2023, all Active Component boards will see the legacy Record Brief fed with live IPPS-A data. Record Briefs will be viewable in Soldiers’ MyBoard File prior to the convene date of the board. Soldiers must refer to the published MILPER for their MyBoard File opening and closure dates. Soldiers can verify their board Record Brief by reviewing and certifying their board files. If there are significant discrepancies, Soldiers are encouraged to submit Letters to the Board President through the process described in the respective board MILPER.  Board members are briefed prior to each board to not hold Soldiers accountable for missing information on their Record Brief. 

(2) Reserve Component boards will continue to use the SRB from RCMS until Phase II is initiated (see below).

(3) All Army components should continue to ensure IPPS-A data elements are accurate as the transition from legacy systems (i.e. RCMS) to the official system of record is imminent.

(4) This approach of presenting Service Member data to boards will continue until conditions are set to implement the next phase.

b. Phase II: New Dashboard Integration-TBD FY24.  In FY24, the Army plans to transition away from legacy formats of showing Service Member data at selection boards to a more informative, holistic, efficient, and contemporary view of files. A “dashboard” will provide options to board members to view file information of Service Members from all Army components in both quick view and in-depth formats. Much of that information is already contained in a Soldiers’ (AMHRR) but Soldiers should continue to work with their G1s/S1s to update all the data fields in IPPS-A, which will feed that dashboard.

6. To ensure Soldiers are prepared for future boards we offer the following tips:

a. Continue to update Soldier data in IPPS-A.

b. Continue to submit documents to iPERMS (it is unaffected by the transition to IPPS-A).

c. Review and certify files for upcoming boards to ensure document accuracy.

d. Work with your S1/G1 to correct file errors.

e. Stay abreast of upcoming boards and follow the information in the MILPER reference the MyBoard File.

f. Submit letters to the board IAW the MILPER for your board if you have concerns referencing file discrepancies.

g. Ensure annual Record Reviews accurately reflect your record.
