1. This message updates and clarifies the procedures in reference C and D for High School Senior Stabilizations. This MILPER will expire no later than (NLT) 10 July 2027 and rescinds reference E. The contents of this message will not expire upon the expiration of the message, unless contrary to controlling directive or regulations. The procedures will be published in an Army document, or the message will be reissued.
2. Applicability.
a. These procedures apply to Regular Army Soldiers as well as Active Guard Reserve (AGR) of the Army National Guard and the U.S. Army Reserve. Judge Advocate General (JAG) and Chaplain Areas of Concentration (AOC) are managed by their proponents which retain disapproval authority.
b. Army personnel assigned to non-Army agencies or units must comply with all directives and regulations that apply to their command before submitting a request (e.g. RA Soldiers assigned to the Defense Courier Service (DCS) must comply with reference A)
3. Intent. This is a Soldier-initiated action intended to stabilize the Soldier’s Family during their dependent family member’s junior and senior year of high school. The Soldier may be required to serve a dependent restricted tour or travel on temporary duty (TDY) or temporary change of station (TCS) away from home station to participate in combat, operational deployments, training exercises, or for personnel management and professional development reasons. Soldiers are still eligible for reassignment before the start of the student’s junior year.
4. Procedures. Soldiers should use a Personnel Action Request (PAR) to request stabilization no earlier than March 1 of the student’s freshman year and no later than the start of the student’s sophomore year (applying between March and September). This application window also applies to students in year-round schooling programs. Requests submitted later than the start of the student’s sophomore year may be processed as an exception to policy and must include justification for lateness in the “More Information” section of the PAR request and reviewed by the first O6 in their chain of command for recommendation. HRC will carefully consider late requests on a case-by-case basis, however stabilization request will not be accepted past November of the student’s application year. No exceptions are authorized for early submission of request.
5. The authorized high school aged child must be in direct care and custody of the sponsoring Soldier. The Soldier must be assigned to the installation for which they are seeking to be stabilized under the high school senior stabilization program. There are no exceptions to this policy.
6. If the stabilization/deletion/deferment request is approved, the Soldier’s stabilization date will be 30 days after the high school student’s projected graduation.
7. All requests will be submitted to AHRC for consideration, regardless of chain of command’s recommendation. Documents required as attachments for the PAR:
a. DD Form 1172-2. For AGR Soldiers only, DD Form 1172-2 endorsed by DEERS Verifying Officer.
b. Letter from the school or Homeschooling parent, on letterhead stating month and year of projected graduation date.

(1) If student graduates in 2029, the Soldier must submit request between 1 March 2026 and 30 September 2026.
(2) If student graduates in 2028, the Soldier should have submitted request between 1 March 2025 and 30 September 2025.
8. If the Soldier is notified of assignment during the application window (e.g. placed on Assignment Instructions or notified by email before AHRC receives the request for stabilization), the reassignment notification will take precedence and the Soldier’s stabilization eligibility will be determined on a case-by-case basis. If the Soldier is notified that they are entering an assignment market but outside the stabilization request timeline, the Soldier must notify Assignment Managers of their intent to submit a High School Stabilization at the 1 March initial start period.
