1. This MILPER message will expire no later than one year from the date of issuance.
2. The United States Army Acquisition Support Center (USAASC) is accepting volunteer applications for reclassification into MOS 51C, Contracting Noncommissioned Officer. All prerequisites, packet instructions, and example documents are available at: https://asc.army.mil/web/career-development/military-nco/active-component-reclass-program/.
3. USAASC will convene the FY27 MOS 51C NCO Accession Panel on 9 November 2026.
a. Application Window: 3 August – 30 October 2026.
b. Eligibility Requirements:
(1) Active Component SGT through SSG with fewer than 10 years time in service (TIS) may apply without a waiver.
(2) Applicants with 10 but less than 12 years TIS may be considered with a waiver if identified as highly qualified by the panel.
(3) No waivers will be considered for Soldiers with 12 or more years TIS.
(4) SGTs must have at least 24 months time in grade (TIG) as an E-5; time served as a CPL does not count.
(5) Applicants must provide NCOERs covering four or more years, or all available evaluations if less than four years are available but must be able to provide at least two.
(6) A Senior Rater Memorandum for Record is required if the last NCOER “Thru” date is prior to the application window opening.
(7) Soldiers must meet all administrative, medical, and professional prerequisites listed on the USAASC website, including:
(a) DA 4187 signed by Company Commander
(b) Compliance with AR 600-9
(c) No temporary profile preventing AFT completion
(d) No derogatory information in OMPF
(e) Eligibility based on assignment status and minimum time-on-station requirements
(f) Education documentation related to degree status
(g) SECRET clearance verification memorandum
(h) Current ATIS training record and DA 3349
(i) Must be worldwide deployable
c. Submission Instructions: All applications must be submitted through the Career Acquisition Management Portal (CAMP): https://apps.asc.army.mil/camp/. Packets must be uploaded as individual PDF files. Combined packets will not be accepted.
4. Soldiers selected for reclassification into MOS 51C will incur a 60-month service remaining requirement (SRR) beginning upon completion of MOS 51C reclassification training. Soldiers must re-enlist to meet the SRR prior to attending The Army Acquisition School (TAAS). Soldiers who do not meet SRR requirements within 30 days of course attendance will be disenrolled and must re-compete for MOS 51C selection.
5. Soldiers recommended by the panel and approved by the Director, Acquisition Career Management (DACM), will be processed for reclassification through their component.
a. Soldiers will provide their acceptance memorandum to their unit Career Counselor, who will submit the reclassification request to HRC and advise the Soldier on any available incentives.
6. Selected Soldiers will receive a class date to attend TAAS located at the University of Alabama in Huntsville. MOS 51C is awarded upon successful completion of required training in accordance with AR 614-200.
7. In accordance with AR 600-8-19 and current SMAPP policy, Soldiers in the rank of SGT or SGT(P) who successfully complete MOS 51C reclassification training will be promoted to SSG and receive ALC credit if required.
