1. This message expires no later than 23 Jul 27.
2. This message announces the release of the results for the FY26 Reserve Component (RC), Lieutenant Colonel (LTC), Army National Guard of the United States (ARNGUS), Army Reserve Active Guard Reserve (AR AGR) and Army Reserve Non-Active Guard Reserve (AR Non-AGR), Army Promotion List (APL), Promotion Selection Boards (PSB).
3. The official promotion list will be released at 0730 hours EDT, 28 July 26.
4. If selected under the following:
a. Merit Based (MB) promotion selections will be designated on the promotion list with an “MB” or “MB/BZ” next to their names. This group of officers will not have sequence numbers and are tentatively scheduled to be promoted during the 1st month of promotions from the start of this list.
b. AGR (non-merit) selections will be promoted by seniority, based on date of rank, as sequenced in accordance with AR 135-155, paragraph 4-2, Precedence or relative rank of commissioned officers.
c. All other selects will be promoted as designated in accordance with AR 135-155, Chapter 3, Managing Promotions and Chapter 4, Precedence and Date of Rank.
5. Scroll Withholds. The names of officers that were selected for promotion but withheld from the promotion scroll by the Secretary of the Army (SECARMY), will appear on the selection list. However, these officers are no longer listed as a scroll withhold.
6. Scroll Withhold Notification Process:
a. General Officers that have officers in their command that were withheld by the SECARMY will receive an email between the preposition date and the day before the official board results are released. The email will identify the officer(s) withheld from the promotion scroll and provide basic withhold reasoning for the General Officer’s situational awareness.
b. General Officers are encouraged to disseminate the list of withheld officers down to their trusted personnel managers so that commands may counsel them prior to the official release date.
c. On the official release date, each officer withheld will receive an official email notification of their scroll withhold status by the HRC Promotions Special Actions Team. The email will include the explanation as reported by the HQDA DCS, G1 for being withheld, informed they are flagged with HQDA F (Delay or Removal from a Selection List), and instructions for the next step in the promotion delay.
