1. This MILPER message will expire no later than (NLT) one year from the date of publication.
2. In accordance with (IAW) the above references, the 99th Readiness Division (RD) (5231 S. Scott Plaza, Joint Base McGuire-Dix-Lakehurst, NJ) will conduct a virtual United States Army Reserve (USAR) Troop Program Unit (TPU) / Individual Ready Reserve (IRR) Staff Sergeant (SSG) Noncommissioned Officer (NCO) Evaluation Board on or about 1 February 2027, to evaluate all USAR TPU / IRR NCOs in the rank of SSG.
3. Policy.
a. This board will evaluate the performance and potential of all eligible NCOs based on Army doctrine and proponent guidance for the purpose of voting records to create an Order of Merit List (OML) to inform multiple merit-based decisions designed to improve readiness, NCO professional development, and professionalism of the NCO Corps. Board OMLs rank NCOs based on talent (skills, knowledge, and behaviors), identifying NCOs as most qualified (MQ), fully qualified (FQ), not fully qualified (NFQ), and not fully qualified for retention (NFQ-R). These management decisions include but are not limited to:
(1) Selection for the appropriate Professional Military Education (PME).
(2) Informing a quarterly promotion slotting process for pin-on to Sergeant First Class (SFC) based on requirements by career progression military occupational specialty (CPMOS) as needed.
b. The established eligibility criteria for board consideration ensures identification of highly qualified, broadly skilled, and experienced NCO leaders who have been developed to assume higher levels of responsibility.
c. Once established as eligible for consideration by the board, Soldiers are not authorized to opt out of consideration. All eligible NCOs will be evaluated and placed on an OML.
d. Board eligibility includes NCOs who are within one year of attaining promotion eligibility by date of rank to assist fast tracking NCOs for early training.
e. All Soldiers evaluated by this board can see their OML (by MOS) in the Integrated Personnel and Pay System-Army (IPPS-A) (https://hr.ippsa.army.mil) by following the pathway Nav/Bar > Self Service > OML/Promotion points. Based on this annual evaluation, NCOs will be able to identify how they compare with their peers by career progression military occupational specialty (CPMOS) and rank.
4. Evaluation Board Eligibility Criteria.
a. The following criteria are used for consideration and placement on the OML.
b. Time in Grade (TIG) Requirement. Soldiers must have a Grade Effective Date (GED) of 5 February 2024 or earlier.
c. Date of Birth (DOB) Requirement. Soldiers must have DOB of 1 February 1971 or later.
4. Ineligibility Criteria.
a. All Soldiers in the grade of E-6 awarded special reporting codes (00D, 00E, 00F, 00G, 00H, 00J, 00K, 00L, 00M, 00N, 00P, 00R, 00S, 00T, 00X, 00Z, 09B, 09C, 09D, 09E, 09G, 09H, 09J, 09L, 09M, 09N, 09Q, 09R, 09T, 09U, 09X) as their primary MOS (PMOS), secondary MOS (SMOS), or additional MOS (AMOS) must contact their S1/G1 office, Army Reserve Administrator (ARA), or servicing Army Reserve Personnel Action Center (RPAC) to get this updated. Soldiers should not hold one of these special reporting codes as their PMOS, SMOS, or AMOS. If a Soldier’s PMOS, SMOS, or AMOS is not corrected, the Soldier’s file will not be evaluated.
b. Soldiers holding 09S / 09W as their PMOS will be evaluated in their secondary MOS (SMOS). Soldiers who do not hold a SMOS will not be evaluated.
c. Soldier’s component in IPPS-A must be “Army Reserve (AR)”. If a Soldier has any other status, the Soldier’s file will not be evaluated. Soldiers can view their component on their STP in the Basic Data section (first yellow tile/bar). Soldiers who have a code other than Army Reserve (AR) must contact their S1/G1 office, ARA, or servicing RPAC to get this updated.
d. Soldier’s Military Component Category (MCC) Code in IPPS-A must be RE, RM, or SA. If a Soldier has any other MCC code, the Soldier’s file will not be evaluated. Soldiers can view their MCC on their STP in the Basic Data section (second to last yellow tile/bar). Soldiers who have a code other than RE, RM, or SA must contact their S1/G1 office, ARA, or servicing RPAC to get this updated.
e. Failure to contact the appropriate agency/points of contact (POC) (see paragraph 13), S1/G1/HR Professionals, ARA, or servicing RPAC to verify eligibility will not constitute or justify reconsideration for evaluation at a later date.

6. Evaluation Reports.
a. Senior raters should provide a current and accurate evaluation for NCOs who will be considered by the evaluation board. HRC will carefully screen evaluations for format inconsistencies or impermissible content. The suspense dates listed in paragraph 6 and below are established to ensure sufficient processing time prior to the board convene date.
b. Senior raters retain the authority to submit regular reports up to 90 days from the “thru date” of the report, as specified in AR 623-3. Senior raters may consider submitting an optional NCOER based upon intervening suspense dates as appropriate to ensure they are seen by the board. Reminder, optional reports are at the discretion of the rating chain.
c. To be considered by the board, all mandatory or optional NCOERs / Academic Evaluation Reports (AER) must be received, error free, by the Human Resource Command (HRC) Evaluations Branch NLT 22 January 2027. Commanders at all levels must ensure applicable evaluation reports for eligible NCOs are expeditiously processed to ensure reports are received on time.
d. NCOERs must be prepared on the appropriate DA Form 2166-9 series NCOER form within the Evaluation Entry System (EES) and submitted to HRC via the Evaluation Entry System (EES). If unable to access and submit evaluations within EES, hard copy DA Form 2166 series NCOERs can be prepared and mailed to Commander, USA HRC, ATTN: AHRC-PDV-ER, 1600 Spearhead Division Ave, Dept. #470, Fort Knox, KY 40122-5407. Access to EES is available at the https://evaluations.hrc.army.mil/ If unable to access EES, DA Form 2166-9 series NCOERs can be obtained from the Army Publishing Directorate’s webpage at https://armypubs.army.mil.
e. E-mailing NCOERS is only authorized for deployed units or rating officials who are deployed. They are only used for deployed units who created pdf evaluations outside EES. A standard operating procedure covering processes for scanning and e-mail NCOERs from deployed units is available upon request. Submit all requests to usarmy.knox.hrc.mbx.tagd-eval-policy@army.mil.
f. All non-deployed units or rating officials with ink-signed evaluations or older versions of forms not usable in EES must be printed and mailed to Commander, USA HRC, ATTN: AHRC-PDV-ER, 1600 Spearhead Division Ave, Dept. #470, Fort Knox, KY 40122-5407.
g. Complete the Record Report (Code 09)
(1) A Complete the Record NCOER is optional for NCOs who meet the eligibility criteria found in AR 623-3, paragraph 3-57. All criteria must be met for HRC to receive a Complete the Record Report.
(2) The required “thru date” for a Complete the Record report is 24 October 2026. All Complete the Record NCOERs for this board must be prepared and submitted on the appropriate DA Form 2166-9 within EES or found on the Army Publishing Directorate’s webpage.
(3) All other mandatory or optional reports (excluding Complete the Record Reports) must have “thru dates” that reflect the date of the event that is the reason for the report.
(4) Reports that are relatively free from errors and received by the Human Resource Command (HRC) Evaluations Branch for processing by 22 January 2027 will be placed in the NCO’s AMHRR and their local board file prior to voting. This suspense date is for receipt of evaluations by HRC Evaluations Branch, not for submission to an AMHRR. If an evaluation (relatively free of errors) status is seen as “working” in the Evaluation Reporting System (ERS) with a received date of 22 January 2027 or earlier, it will be completed in time for the selection board.
(5) NCOs with missing NCOERs from their AMHRR should first check in EES or ERS to identify any evaluations not completed (either on hold, returned, or rejected) due to errors. NCOs with questions about NCOER policy or procedural matters can contact an Evaluations Branch point of contact (POC) for resolution at usarmy.knox.hrc.mbx.tagd-eval-policy@army.mil. Soldiers should not be concerned if an evaluation in the AMHRR is not yet in their board file. Board support personnel will ensure all board files are updated prior to the board convene date.
h. AERs.
(1) AERs prepared on NOV 2015 dated forms having “thru dates” of 31 August 2019 and earlier must be mailed (hard copy) to Commander, USA HRC, ATTN: AHRC-PDV-ER, 1600 Spearhead Division Ave, Dept. #470, Fort Knox, KY 40122-5407. E-mailed AERs are not authorized and will not be accepted. DA Form 1059 series AERs dated NOV 2015 will no longer be utilized for AERs with a “thru date” of 1 September 2019 or after. DA Form 1059 series AERs dated NOV 2015 received having a “thru date” of 1 September 2019 or later are invalid and will not be processed.
(2) Effective 1 December 2019, DA Form 1059 or DA Form 1059-2 AERs dated MAR 2019 will be initiated, processed, and submitted using EES. Only the military school or institute of training who issued the AER is authorized to submit completed AERs in EES. There are no exceptions or alternative means for submission of these AERs. E-mailed and hard copy submissions of DA Form 1059 or DA Form 1059-2 AER are invalid and will not be processed by HRC.
(3) DA Form 1059-1 AERs dated MAR 2019 pdf forms are the only reports authorized to use the AER file upload tool in EES.
(4) All evaluations must be processed through HRC Evaluations Branch using normal processing channels into the AMHRR and then into the NCOs local board file. RDs, Interactive Personnel Interactive Personnel Management System (iPERMS) support personnel, and Human Resource professionals are not authorized to place any evaluations directly into the AMHRR.
7. Reviewing and Updating the AMHRR.
a. NCOs must review and update their AMHRR documents. It is not the convening authority’s responsibility to provide corrective action to board files. Files that do not document eligibility criteria must be corrected prior to the convening date of the board. Clerical and/or administrative errors will not constitute a record reevaluation (previously known as a Standby Advisory Board) for any Soldier not evaluated by this board.
b. NCOs may view the AMHRR online at https://iperms.hrc.army.mil/login/.
c. For additional information on updating board documents in iPERMS refer to https://www.hrc.army.mil/content/10927.
d. S1/G1 personnel, HR Professionals, ARAs, and servicing RPACs are authorized to submit required AMHRR documents into iPERMS using the web upload feature. Click AMHRR Required Document List to access the AMHRR required document list. The DOD ID number must be contained in the body of the document(s) or legibly handwritten in the upper right-hand corner of the document(s).
e. All AMHRR update submissions must be received NLT 22 January 2027 to allow sufficient processing time. Ensure S1/ARA/RPAC/ type the word “BOARD” in the comment field of the batch for priority processing. Write down the batch number for future reference. All updates to the performance folder of the AMHRR will populate your board file but there is typically a delay involved.
f. The board support team does not have access to systems that update the board file, STP, or the Soldier’s data card.
g. Do not submit NCOERs or AERs (DA Form 1059) to iPERMS via web upload or email. They must go to the HRC Evaluations Branch for processing. Follow the procedures in paragraph 6 of this message for all evaluation related documents and issues.
h. To request corrections or for resolution of duplicate, inverted, or misfiled documents, submit a Board Correction Form to usarmy.knox.hrc.mbx.iperms-board-support@army.mil. Correctly filed authorized documents will not be removed.
i. Transcripts submitted to iPERMS must comply with the AMHRR Required Document List in AR 600-8-104.
8. Written Communication to the Board, Promotion Packet Instructions, Content, and Format.
a. The My Board File (MBF) (https://mbf.hrc.army.mil) is the Soldier’s link to, and input into, the board process. The MBF mirrors the Army Selection Board System v2.0 (ASBS 2.0), the system used by board members during the evaluation board. Soldiers can now see exactly what voting members see. Soldiers will always have access to their MBF, not just during the board process. Additionally, data in a Soldier’s MBF is linked to IPPS-A, the Army’s HR system of record. Soldiers can view their data and work with their S-1/G-1/HR Professionals/ARAs/RPACs to update IPPS-A to ensure their MBF and board eligibility are correct.
b. The Soldier, in coordination with their records custodian will ensure all data is updated in IPPS-A and iPERMS. The My Board File will receive updates from authoritative systems up to the day before the convene date of the evaluation board.
c. The only non-iPERMS document that will be viewed by the board is the letter to the President of the Board, when applicable. Scan non-iPERMS document in a single pdf format using the following naming convention: LastFourSSN, Last Name, and First Initial (1234, Johnson, P) NLT 8 January 2027. Late submissions are prohibited.
d. Soldiers deemed MQ and FQ by the board will have the opportunity to update their preferences after the board results are released. Soldiers may utilize the Board Preferences tile in IPPS-A under the self-service tab to update board elections and preferences.
e. The critical documents in your AMHRR are NCOERs, AERs, and education documents (military and civilian). Soldiers with classified evaluations may submit redacted versions with their non-AMHRR documents or they may compose a letter to the President of the Board to explain gaps in evaluations.
f. Soldiers can also write a letter to the President of the Board if there is information which could be important in the consideration of the record. Although authorized, it is only encouraged if the Soldier is missing a record they feel would have an impact on the board’s deliberations. Do not write a letter to the board which summarizes your military career. Keep the letter short (limited to one-page), brief, and relevant. If attachments are needed, it must state Encls on the bottom of the memo. Third party communications expressing appreciation or criticism submitted on behalf of eligible NCOs will not be accepted.
9. Official Photographs. This board will not review official photographs.
10. Additional Evaluation Board Information.
a. NCO Evaluation Board categories will be determined based on average board score utilizing an 18-point scale. Individual Soldier board scores are utilized for internal use and will not be released upon board adjournment. The average board scores by category are below:

b. All evaluated NCOs will receive a new OML number by e-mail once the board results are released. OML numbers from the FY26 SSG NCO Evaluation Board will become obsolete once Soldiers receive the new OML. Based on this annual evaluation, NCOs can identify how they compare with their peers by career progression MOS (CPMOS) and rank.
11. Post this and related announcements on the unit bulletin board and in other conspicuous, and well-frequented places on the command’s premises to allow all enlisted Soldiers adequate opportunity to read this announcement. Unit commanders are encouraged to make monthly announcements of the board suspense dates in newsletters and at formations.
