1. Expiration: This message will expire NLT 28 July 2027 or upon the release of updated policies.
2. The purpose of this message is to clarify DMDC’s recent emails about the requirement for two forms of identity documentation in DEERS within 10 days of receipt of email. DMDC has stated that they will not terminate any CACs at this time. This message ensures Army procedures, within RAPIDS, align with Department of War policies regarding proof of identity and enrollment. Identity documents must be submitted to the nearest ID Card facility or the Brigade S-1 as soon as possible, but no later than 1 November 2026. A list of acceptable forms of identity documentation is listed below:
a. Primary Identity Source Document
1) U.S. Passport or a U.S. Passport Card
2) Driver’s license or an identification (ID) card issued by a state or possession of the United
3) States provided it contains a photograph – can be REAL ID or non-REAL ID compliant
4) Permanent Resident Card or an Alien Registration Receipt Card (Form I-551)
5) Foreign passport
6) Employment Authorization Document that contains a photograph (Form I766)
b. Secondary Identity Source Document: The secondary identity source document may be from the list above but cannot be of the same type as the primary identity source document.
1) U.S. Social Security Card issued by the Social Security Administration
2) Original or certified copy of a birth certificate issued by a state, county, municipal authority, possession, or outlying possession of the United States bearing an official seal
3) ID card issued by a federal, state, or local government agency or entity, provided it contains a photograph
4) Voter’s registration card
5) U.S. Coast Guard Merchant Mariner Card
6) Certificate of U.S. Citizenship (Form N-560 or N-561)
7) Certificate of Naturalization (Form N-550 or N-570)
8) U.S. Citizen ID Card (Form I-197)
9) Identification Card for Use of Resident Citizen in the United States (Form I-179)
10) Certification of Birth Abroad or Certification of Report of Birth issued by the Department of State (Form FS-545 or Form DS-1350)
11) Temporary Resident Card (Form I-688)
12) Employment Authorization Card (Form I-688A)
13) Reentry Permit (Form I-327)
14) Refugee Travel Document (Form I-571)
15) Foreign ID with photograph; − Driver’s license issued by a Canadian government entity; − Native American tribal document; or− Foreign Birth Certificate with certified English translation (USID ONLY).
3. All Soldiers must have two forms of identification scanned into their DEERS records to meet the PIV Identity Proofing and Registration Requirement. The identity documents cannot be expired or cancelled, and the formal name of the Soldier must match the information stored in DEERS. This can be accomplished at ID card sites, Brigade S-1’s with a RAPIDS machine, and during Soldier Readiness Processing.
a. If the two identity source documents bear different names, evidence of a formal name change must be provided.
b. Identify source documents must include at least one primary (e.g. Driver’s License) and a secondary (e.g. SSN card) forms of identification as listed above.
c. Missing or expired identity documentation in DEERS may cause an interruption in the Soldier’s DEERS benefits when the requirements for identity proofing and ID card issuance are not met.
