1.  This message will expire on 18 June 2027 unless superseding guidance is published, or ETP is otherwise rescinded or renewed. It applies to active Army Officer and Enlisted Soldiers including Active Guard Reserve (AGR).

2.  In accordance with reference G, an exception to policy (ETP) was approved to reference A, paragraph 2-3b, to codify Restriction Category FLAG (Suspension of Favorable Action); Restriction Codes FLAG J (Army Fitness Test Failure), a nontransferable flag. Reference G does not affect any other Army Directives or policies that address flag codes.

3.  Effective immediately, Soldiers coded in the Integrated Personnel and Pay System – 
Army (IPPS-A) with FLAG J are not eligible to be placed on assignment instructions or to participate in markets.  


4.  Soldiers with a FLAG J code will remain on their current assignment instructions, but assignments will be reviewed by HRC for assignment revocation if the Soldier remains flagged 120 to 90 days prior to report date.
