1. This message will expire on 01 January 2027.
2. This is a call for applications for the Joint Expeditionary Developer Instruction-Master (JEDI-Master) class of 2027. JEDI-Master is a fully-funded civil schooling, integrating operationally proven training standards, to produce cross-functional warfighters who can drive the convergence of cutting-edge technology to help solve the Army’s priority electromagnetic spectrum operations (EMSO) capability gaps.
3. The expected report date for the class of 2027 is 10 July 2027. Participants will be assigned to the U.S. Army Student Detachment (USASD) during the program’s initial civil schooling and cyber combat developer (CCD) qualification portion at the Naval Post Graduate School (NPS) located at Naval Support Activity (NSA) Monterey. JEDI-Master is a technically demanding two-year Masters or three-year Doctorate program. Attendance in NPS graduate courses is mandatory core training. Non-emergency leave is highly discouraged during coursework but acceptable when not currently in courses. All candidates must possess at least a SECRET security clearance and be eligible for a Top Secret//Sensitive Compartmented Information (TS//SCI) clearance.
4. Career Management Fields (CMF) 17 (Cyber) and CMF 25 (Signal) areas of Concentration (AOCs) and Military Occupational Specialties (MOSs) are eligible to apply. Ranks eligible to apply are commissioned officers in grades O-3 or O-4, warrant officers CW4 and below, and enlisted Soldiers in grades E-8 and below. Applicants must be on active duty in the Regular Army and have completed both key developmental (KD) or career developmental (CD) and professional military education (PME) requirements for their current grade.
5. JEDI-Master applicants must possess the following minimum qualifications:
a. A bachelor’s or graduate degree with a science, technology, engineering, or math (STEM) major such as Computer Engineering, Computer Science, Electrical Engineering, Physics, Mechanical Engineering, or Applied Mathematics.
b. Meet NPS’s graduate education eligibility requirements for a master’s or doctoral degree outlined at https://nps.edu/web/admissions/apply. Applicants whose academic credentials fall below any of the standard entrance criteria are highly encouraged to apply since waivers of some criteria may be granted on an individual basis. The NPS graduations admissions board will be the approval authority for academic eligibility waivers. Current qualification and demonstrated aptitude as a CCD is one circumstance where a waiver may be appropriate.
c. A SECRET security clearance before the projected report date of 10 July 2027. Applicants without a current TS//SCI security clearance must apply for one immediately upon final selection for JEDI-Master.
d. Previous assignments must include experience in electromagnetic spectrum (EMS), telecommunications, cyberspace operations, intelligence, fires, targeting, engineering, or research and development.
6. JEDI-Master candidates should possess the following desired qualifications:
a. A current qualification as a basic or senior USCYBERCOM CCD or at least two years of verifiable and recent experience directly developing EMS analytical methods, electrical systems, antennas, radio hardware or software, computer hardware, or software written in C, C++, Rust, a hardware description language (e.g. Verilog/VHDL), or similar “low level” language.
b. Exceptional academic performance and professional accomplishments with a demonstrated interest in and ability to perform highly technical research and engineering.
c. Well-developed oral and written communication skills.
7. JEDI-Master is a fully-funded civil schooling program as defined in Army Regulation (AR) 621-1. Officer and warrant officer JEDI-Master participants who complete the advanced civil schooling (ACS) portion of JEDI-Master incur an ADSO of six (6) years. This ADSO begins concurrently with the three (3) year utilization tour following graduation from NPS. Applicants who are unable to successfully complete the ACS portion of JEDI-Master will still incur an ADSO in accordance with AR 621-1 and AR 350-100 for officers or AR 614-200 for enlisted personnel.
8. Enlisted selectees must begin JEDI-Master with at least six (6) years remaining on their current enlistment contract.
9. Final selection will be based on a thorough review of each application package and approval from the Naval Postgraduate School (NPS) graduate school admissions board. The application package should consist of the following:
a. The applicant’s military service record to include: Soldier Talent Profile (STP) and the last three Officer Evaluation Reports (OER) or Non-Commissioned Officer Evaluation Reports (NCOER).
b. The applicant’s academic record to include: bachelor’s degree transcript(s), Graduate Record Examination (GRE) result (if already completed), and any graduate school transcripts.
c. Using an issued Common Access Card (CAC), complete and digitally sign DA Form 1618 affirming intent to complete JEDI-Master including the utilization tour and ADSO. The form should be addressed “TO:” Cyber School, 25601 Barnes Avenue, Ft. Gordon, GA 30905 for CMF 17 personnel or “TO:” Signal School, Building 21716, Ft. Gordon, GA 30905 for CMF 25 personnel. The first choice of school should be “NPS” with a degree program offered by the computer science or electrical and computer engineering departments. The DA Form 1618 must include an endorsement from the first field grade commanding officer in the applicant’s chain of command. Endorsements should include a statement of the commander’s opinion concerning the applicant’s abilities, scholarly attitude, initiative, and aptitude for the course of study.
d. Letter of recommendation from one of the applicant’s supervisors attesting to the applicant’s technical skills and abilities.
e. An optional letter of recommendation at the applicant’s discretion. Letters from individuals in academia or a relevant industry are particularly desirable.
f. A letter from the applicant (three pages or less) answering the following questions. Do not include details classified higher than Controlled Unclassified Information (CUI).
(1) How will JEDI-Master help you achieve your goals?
(2) What experience do you have with data analytics or hardware, software, computer, radio, electronic, or electrical engineering? List specific programming languages (e.g., C, Rust) or platforms (e.g., Software Defined Radio or System on a Chip models) you have substantially and recently (within the last five years) worked with. Include details about the number of years and last time you’ve worked with each.
(3) Operational experience: Field Manual (FM) 3-0 dated 01 October 2022 established multidomain operations (MDO) as the Army’s operational concept. Describe a mission, exercise, or project where your technical skills supported MDO planning or execution.
(4) Technical experience: Describe a project that best exemplifies your technical development activities and experiences. Describe how your strengths and weaknesses impacted your technical contributions to that project. The project can be professional, personal, or academically related.
(5) Self-directed: Give one example of a technical project you worked on alone with little or no guidance. Briefly describe how you would task organize a small team of technical engineers with knowledge similar to yours to accomplish the same project.
10. Army applicants must submit their applications to the Chief of JEDI-Master, LTC Brent Stone at brent.j.stone2.mil@army.mil, with the subject “JEDI-Master Class of 2027 Application” no later than (NLT) 31 December 2026. The Chief will forward a recommended prioritized list of candidates and their applications to the Cyber and Signal proponents NLT 15 January 2027.
11. Applicants will be notified NLT 10 February 2027 of whether they have selected them to proceed to apply to the NPS graduate admissions board. As required, video teleconference interviews will be conducted to better prioritize candidates. The final order of merit list (OML) and notification of tentative acceptance into the JEDI-Master class of 2027 will be made in the March 2027 time frame. Final acceptance will be made after completion of administrative actions required by the applicant to become fully qualified such as acceptance to NPS and security clearance review.
