MILPER 26-245: USAR Active Guard Reserve Reclassification In/Out Calls

1. Effective 1 July 2026, this MILPER establishes In/Out calls for the USAR AGR program and will expire no later than 30 September 2026.


2. General: This message is used for USAR Active Guard Reserve (AGR) reclassification purposes in conjunction with above references. In/Out calls are changed as needed based on the strength of the military occupational specialty (MOS) and are posted on the first week of each quarter to the USAR AGR Talent Management Division (TMD) website at https://www.hrc.army.mil/content/AGR%20Talent%20Management%20Division%20Landing%20Page

a.  The In/Out call data maintained by HRC takes precedence when a discrepancy exists between current data and posted data.


b.  AGR Enlisted reclassification packets will be accepted no later than 31 July 2026 following the publication of the in-out calls published and may be located at https://www.hrc.army.mil/milper.

c.  Requests to be reclassified to 79V and 42T will not be limited to the first month of the quarter. 

3. All requests for reclassification are processed in accordance with the Personnel Action Guide (PAG) checklist to U.S. Army Human Resources Command (HRC). PAG checklists can be found at the following link: Request for Reclassification 


4. Rules: 

a. Authorized reclassification requires a “Yes” in the Out Call column for the Soldier’s current grade, and the Soldier must meet all eligibility criteria outlined in DA PAM 611-21, Chapter 10. Requests that do not meet these minimum requirements will be returned without action.

b. Exceptions authorized: No exceptions for this quarter. 

5. For 68 CMF AGR E7 Positions: Reclassifications by SFCs are only permitted with prior authorization from United States Army Medical Center of Excellence (MEDCoE). All actions must be routed through Health Services Division for consideration.

6. Talent Acquisition Specialist (42T): Soldiers who are currently assigned to recruiting duty and have passed the 42T assessment may request reclassification.

a. Soldiers must have completed the Advanced Leaders Course and must be assessed and provide a selection memorandum prior to reclassification.
