1. This MILPER message is effective upon release and will expire NLT 30 August 2027.
2. This MILPER message announces the procedures for active component U.S. Army Quartermaster Corps Staff Sergeant or Sergeant First-Class, Non-Commissioned Officers, requesting consideration for the Training with Industry (TWI) partnerships. Training with Industry is managed by the U.S. Army Quartermaster School, Office of the Quartermaster Commandant (OQMC).
3. The Quartermaster Corps OQMC manages two (2) (SSG-SFC) enlisted TWI opportunities available to MOS 92F/L, and 92G.
a. TWI offers a one-year assignment where the selected NCO is afforded the opportunity to gain career-specific experience with a leading industry partner. TWI participants gain critical on-the-job experience and skills in industrial practices and procedures not available through other military or civilian programs.
b. Following the completion of one year of industry experience, TWI NCOs will serve a 36-month utilization tour in an AERS coded position, varying from operational to strategic level sustainment organization. Follow-on assignments have been projected but are subject to change based on the needs of the Army and the Quartermaster Corps. This equates to 48 months served within the QMS TWI program.
4. One 92F/L NCO (SSG – SFC) who must hold the secondary MOS 92L and
appropriate AIT completion certificate will be selected to participate in the TWI program and will partner with Crowley Maritime Corporation, AK. The participant will gain high level of exposure in petroleum acquisition, distribution, safety, and management with a primary focus on sea, ground, limited air, and petroleum life cycle systems for Defense Industrial Base Management practices. The projected utilization assignment is Instructor; Fort Lee, VA.
5. One 92G NCO (SSG-SFC), will be selected to participate in the TWI program with
the Culinary Institute of America in San Antonio, Texas. The participant will gain industry experience at the Culinary Institute of America with exposure to industry-based food program development, enhancement, and management processes needed to develop innovative solutions to the Army’s Food Management programs, the Army’s need for large scale feeding operations, and efficiencies aimed at healthier garrison feeding operations. The projected utilization assignment is Instructor, Ft Lee, VA.
6. Human Resources Command Career Managers will screen applications to determine eligibility and potential for promotion. US Army Quartermaster School OQMC will conduct a TWI Selection board to select the best-qualified NCO for each program.
7. Application timeline for the QMS FY27 Training with Industry Program:
a. 01 July 2026: Application window opens
b. 01 Aug 2026: Application window closes
c. 01 September 2026 (approximately): FY27 names provided to HRC
d. 01 October 2026 (approximately): HRC published TWI Board Results
e. 02 August 2027 (approximately): Selectees report to respective industry
f. f. 02 August 2028 (approximately): Selected participants report to projected utilization assignment
g. g. 01 August 2031 (approximately): FY27 TWI utilization complete
8. Eligibility criteria:
a. Must be an active-duty SSG-SFC
b. MOS 92F/L or 92G
c. Applicants must have sufficient enlistment remaining equal to or greater than three times the length of requested schooling. Service remaining requirements are prescribed in AR 614-200. Applicants must be able to serve 1yr at industry and 36 months at utilization totaling 48 months.
d. Must possess Secret Clearance
e. Candidates applying for the Crowley Maritime Corporation TWI program MUST have a 92L background and hold the secondary MOS (SMOS) 92L on their STP and their 92L AIT Certificate of Training will be submitted in their selection packet.
f. Not flagged or pending adverse action.
g. Minimum of 5 years to not exceed 15 year’s total Active Federal Service (AFS) prior to start of the TWI program.
h. NCOs stationed CONUS must have at minimum 18-month time-on-station at their current duty station prior to 1 August 2026.
i. NCOs stationed OCONUS, must be within 9 months of their DEROS prior to 1 August 2026 or have an approved curtailment IAW AR 614-30. If selected for a TWI assignment, NCOs DEROS will be extended/curtailed to allow for travel and transportation to their TWI location.
j. Exceptional Family Member Program (EFMP) documents must be updated prior to packet submission (Proof)

a. Quartermaster Corps Application Checklist
b. TWI Memorandum – Signed by O-5 or higher in SM Chain of Command
c. Soldier Talent Profile (STP) pulled within 30 days of packet submission
d. Last five Non-Commissioned Officer Evaluation Reports (NCOER)
e. Must meet height/weight requirements in accordance with AR 600-9, copy of the most recent DA 705 and DA 5500 or 5501. The documents must be within the last 6 months of packet submission. Exceptions will apply.
f. Training with Industry Memorandum of Understanding.
g. Two Letters of Recommendation: One signed by an LTC or CSM or higher in the current SM Chain of Command; one from the current Commander or 1SG that addresses the Soldiers’ performance and potential.
h. DA Form 1059 of all completed Professional Military Education
i. Security Clearance Verification Letter from S-2/Security Manager
j. Proof of updated Exceptional Family Member Program enrollment (if applicable)
k. Waiver for Married Army Couples Program (if applicable)
l. Unofficial College Transcripts / Certified verification from Education Center/ Technical Certifications (if applicable)
m. Waiver of High School Stabilization (if applicable)

12. Applications will be submitted to U.S. Army Quartermaster School Proponency Office, Fort Lee, VA, via email at usarmy.lee.cac.mbx.qm-twi@army.mil
13. Each selectee must notify their respective Career Manager and U.S. Army Quartermaster School POC that they accept participation with the TWI partner they were selected for NLT seven days after notification of selection.
