1. Expiration: This MILPER message will expire upon publication of the FY27 guidance or 365 days from the issuance date, whichever occurs first.
2. Effective Date: This guidance will take effect 90 days after the publication of this MILPER.
3. Purpose: This message defines scheduling processes for non-boarded PME courses centrally managed by the U.S. Army Human Resources Command (HRC) Reserve Schools Branch (RSB) to include the Captain Career Course (CCC), Intermediate Level Education (ILE) (for both Common Core and the Advanced Operations Course), WOIC Common Core (CC) Distance Learning (DL) and Proponent (MOS-specific) Warrant Officer Intermediate Course (WOIC) if required, Warrant Officer Advanced Course (WOAC) and Proponent (MOS-specific) follow-on courses, and Warrant Officer Senior Course (WOSC) and Proponent (MOS-specific) follow-on courses.
a. MILPER messages will continue to be published for boarded Officer PME courses such as resident Intermediate Level Education (ILE) and Senior Service College (SSC) outlining appropriate selection and scheduling procedures.
b. Initial Military Training (IMT) scheduling for USAR Officers and Warrant Officers are not managed by HRC. The United States Army Reserve Command (USARC) G-1 manages scheduling for regular Officer Initial Military Training (IMT) and Initial Entry Training (IET), e.g., Officer Candidate School (OCS) and Basic Officer Leader Course (BOLC). USARC G-1 manages scheduling for Warrant Officer IMT/IET, e.g., Candidate School (WOCS) and Warrant Officer Basic Course (WOBC). They can be reach contacted at usarmy.usarc-hq.mbx.g1-wocp@army.mil.
4. Applicability: This message applies to all Non-Army Medical Department (AMEDD) USAR Officers and Warrant Officers to include Active Guard Reserve (AGR), Troop Program Unit (TPU), Individual Mobilization Augmentee (IMA), and Individual Ready Reserve (IRR).

5. Throughout this MILPER, unless otherwise specified; the term Officer(s) will apply to both Commissioned Officers and Warrant Officers.
6. Scheduling by Officer Duty Status:
a. AGR:
(1) Officers must submit an IPPS-A Personnel Action Request (PAR). This PAR will be routed through their first O-5 Commander to their HRC Talent Manager. If approved, it will be routed to the Reserve Schools Branch (RSB). The only exception is CCC, please see 6.a.(4).
(2) The PAR must follow the Personnel Action Guide (PAG) instructions and include all listed information for processing.
(3) Officers will identify three dates, a primary date and two alternatives, for which they are available to attend the requested course. If those dates are unavailable, the Soldier will be scheduled for the first available course.
(4) Captains Career Course (CCC).
(a) HRC Talent Managers (TMs) will schedule officers requiring CCC for the Active Component Resident CCC.
(b) Officers who are considering or required to attend the Reserve Component CCC must submit an Exception to Policy (ETP) request with appropriate justification. Officers will submit the request through an IPPS-A PAR routed to their HRC talent manager. The Director, HRC Reserve Personnel Management Directorate (RPMD), serves as the final approval authority.
b. TPU:
(1) Officers will coordinate with their unit ATRRS operators to submit an ATRRS A1 Application for the course and preferred dates. More than one application may be submitted for various dates and/or locations.
(2) Officers will be scheduled on a first-come, first-serve basis. Applications will be processed in the order they are received in the HRC ATRRS A5 queue.
(3) After the Officer receives a reservation in ATRRS, a Request for Orders (RFO) worksheet will be sent via email from HRC RSB. RFO worksheets will have a return date; if a Soldier fails to return the RFO worksheet by the date indicated in their email, they will be cancelled from the course under cancellation code “OT” – other reasons. To reschedule, the Soldier must submit a No-Show Rescheduling IPPS-A PAR (per PAG checklist) to request rescheduling for their PME.
c. IMA:
(1) Officers must submit an IPPS-A PAR. This PAR will be routed through their first O-5 Commander and routed to RSB.
(2) The PAR must follow the PAG instructions and include all listed information for processing.
(3) Officers will identify three dates, a primary date and two alternatives, for which they are available to attend the requested course. If those dates are unavailable, the Soldier will be scheduled for the first available course.
d. IRR:
(1) Officers must submit an IPPS-A PAR. This PAR will route through the HRC IRR Talent Managers, and if approved, it will be routed to RSB.
(2) The PAR must follow PAG instructions and include all listed information for processing.
(3) Officers will identify three dates, a primary date and two alternatives, for which they are available to attend the requested course. If those dates are unavailable, the Soldier will be scheduled for the first available course.
e. ADOS:
(1) Officers will coordinate with their unit ATRRS operators to enter an ATRRS A1 Application for the course and preferred dates. More than one application may be entered for various dates and/or locations.
(2) Officers who are unable to submit an ATRRS application through their parent unit must submit an IPPS-A PAR. This PAR will route through their first O-5 Commander for endorsement, prior to routing to RSB.
(3) The PAR must follow PAG instructions and include all listed information for processing.
(4) Officers will identify three dates, a primary date and two alternatives, for which they are available to attend the requested course. If those dates are unavailable, the Soldier will be scheduled for the first available course.
(5) Officers must indicate in the PAR whether they plan to REFRAD/AMEND their ADOS order or have their unit fund their PME attendance.
(6) ADOS-RC: Officers on ADOS-RC will need to follow the guidance posted by USARC. If there is no active guidance, then they will need to adhere to AR 135-200.
(7) ADOS-AC: Officers on ADOS-AC may elect to stay on their current orders while attending PME. If the Officer plans to remain on ADOS orders throughout the course, an MFR signed by the G-8 or the first O-6 Commander may be uploaded into the PAR. If the MFR is not uploaded into the PAR, RSB will provide a suspense for the Soldier to return the signed MFR and retain course seat. The MFR must state that the unit will keep the Officer on orders throughout the course and fund their course attendance, to include all associated costs (e.g., TDY travel, per diem, incidentals, etc.). Email the RSB for an example MFR.
(8) Officers on ADOS must submit their Unit Funding ETP Memorandum for Record (MFR) or REFRAD/Order Amendment by the date indicated in their PAR/email, as applicable, or they will be cancelled from the course under cancellation code “OT” – other reasons. To reschedule, the Soldier must submit a No-Show Rescheduling IPPS-A PAR (per PAG checklist) to request rescheduling for their PME.
7. Cancellation & Substitution Requests:
a. Cancellation Requests:
(1) Officers are required to submit the cancellation request via an IPPS-A PAR to RSB. The PAR must be endorsed by the first General Officer (GO) in the Soldier’s chain of command to be cancelled/rescheduled, no signature authority or SES equivalent will be accepted. All requests must specify when the Officer is available to reschedule training. A second PME course cancellation request for the same course must be signed by the next higher-level GO in the Officer’s chain of command, no signature authority or SES equivalent will be accepted.
(2) When submitting the cancellation, Soldiers will identify three dates, a primary date and two alternatives, for which they are available to attend the requested course. If
those dates are unavailable; the Soldier will be scheduled for the first available course.
(3) AGR and IRR Officer requests must route through their HRC Talent Manager prior to routing the IPPS-A PAR to RSB.
(4) Cancellation requests must arrive at HRC at least 30 days from the course start date in order to be cancelled due to class lockout dates. Officers whose PARs arrive within 30 days will receive a “No Show” in ATRRS and will need to follow the instructions in paragraph 8 to request rescheduling.
b. Substitution Requests:
(1) Officers are required to submit the substitution request via an IPPS-A PAR to RSB. The PAR must be endorsed by the first O-5 Commander in the Soldier’s chain of command.
(2) The substitution request PAR must include the name and IPPS-A employee ID of the Soldier identified to fill the course. This information can be entered in the “more information” section or input into the comments by the command.
(3) Soldiers being substituted in will need to enter a scheduling PAR with the required information to be scheduled.
(4) AGR and IRR Officers requesting to be removed must route the request through their Talent Manager prior to routing the IPPS-A PAR to RSB. IMA Officers must route the request through their first O-5 Commander before routing to RSB.
(5) Substitution requests must arrive at HRC at least 30 days from the course start date in order to be cancelled due to class lockout dates. Officers whose PARs arrive within 30 days will receive a “No Show” in ATRRS and will need to follow the instructions in paragraph 8 to request rescheduling.
8. No-Show Rescheduling:
a. Officers who are input as a no-show in ATRRS by the schoolhouse will need to submit an IPPS-A PAR endorsed by their first General Officer (GO) in the Soldier’s chain of command with supporting documents and justification that explains the circumstances that prevented the timely submission of the cancellation request to RSB. No signature authority or SES equivalent will be accepted. All requests must specify when the Officer is available to reschedule training. A second PME course cancellation request for the same course must be signed by the next higher-level GO (in the Officer’s chain of command, no signature authority or SES equivalent will be accepted.
b. To prevent no-shows, commanders should submit cancellation requests when they first become aware that Soldiers will not or cannot attend training.
c. When submitting the no-show rescheduling PAR, Soldiers will identify three dates, a primary date and two alternatives, for which they are available to attend the requested course. If those dates are unavailable, the Soldier will be scheduled for the first available course.
d. AGR and IRR Officers must route the request through their Talent Manager prior to routing the IPPS-A PAR to RSB. IMA Officers must route the request through their first O-5 Commander prior to routing to RSB.
9. Training POCs are encouraged to verify and update Soldiers’ email addresses in ATRRS as soon as possible. Upon enrollment in a course, Soldiers will receive an automated email from ATRRS. If the email is incorrect, Soldiers will not receive pertinent school correspondence. Civilian emails are only allowed if Soldiers do not have an Army 365 (army.mil) or enterprise (mail.mil) email address.
10. Soldiers and Training NCOs must verify that the Soldier’s address they will travel from is an address located in their Soldier Talent Profile (STP). Only addresses located in their STP will be used for orders and LOAs. Travel will only be authorized from the Soldier’s address on their order or from their designated military training location.
