1. This MILPER message will expire NLT 01 August 2027. This MILPER message pertains only to Regular Army Transportation Corps, MOS 88M and 88N Non-Commissioned Officers and MOS 881A and MOS 882A Warrant Officers. Please read this MILPER in full before submitting any questions to the listed point of contact.
2. This message announces the procedures for Transportation Corps Non-Commissioned Officers (NCOs) in MOS 88M and 88N and Warrant Officers in MOS 881A and 882A to request consideration for the Training with Industry (TWI) partnership managed by the U.S. Army Transportation School Personnel Proponent Office.
3. Transportation Corps Personnel Proponent Office manages one (1) TWI opportunity available to MOS 88M and 88N, one (1) opportunity available to MOS 881A, and one (1) opportunity available to MOS 882A.
a. The TWI opportunity offers a one-year assignment where the selected NCO and Warrant Officers are afforded the opportunity to gain experience in leading industry innovative practices. The experiences gained will include management processes, data analysis, and global supply chain management. The NCO and Warrant Officers selected to participate in this partnership will report to the industry partner in the summer of 2027.
(1) One 88M or 88N NCO will be selected to participate in TWI with United Parcel Service in Atlanta, GA, gaining one year of experience with a partner with a worldwide presence managing a vast logistics network across multiple notes with a wide array of capabilities. This opportunity offers exposure to leading innovations, techniques, and procedures for increasing the efficiency and effectiveness of route planning and large-scale distribution operations across numerous nodes. Additionally, the participant will gain a working knowledge of global operational control, hazardous cargo operations, and surface distribution planning, and package/cargo operations and automated tracking systems. Upon completion of the TWI program, the projected utilization assignment will be as a Training Developer at the U.S. Army Transportation School, Fort Lee, VA.
(2) One 881A will be selected to participate in TWI with Caterpillar Defense in Peoria, IL. The training with industry program with Caterpillar Inc. provides the participant experience within the maritime industry, exposure to Lean Six Sigma and additional processes that enhance the Military Decision-Making Process. In addition to understanding supply chain management, regarding the most prevalent power trains utilized in Army vessels/vehicles, the embedded warrant officer gains a perspective on how Caterpillar Inc. prepositions stock on a global scale. Upon completion of the TWI program, the projected utilization assignment will be as a Training Developer at the U.S. Army Transportation School, Fort Lee, VA.
(3) One 882A will be selected to participate in TWI with Federal Express (FedEX) in Memphis, TN. The program through FedEX exposes the participant to state-of-the-art technology and innovation. A well-planned and executed logistics operation permits flexibility, endurance, and application of combat power across multi-domain operations. The FedEX program affords the Mobility Warrant Officer the opportunity to gain experience and technical training from a globally adaptive supply chain leader at a scale comparable to the support of LSCO. The FedEX program will also expose the TWI Warrant Officer to enable data-driven decision making to optimize effectiveness, profit, and superior service. Upon completion of the TWI program, the projected utilization assignment will be as a Training Developer at the U.S. Army Transportation School, Fort Lee, VA.
b. Following the completion of the TWI experience, NCOs and Warrant Officers are placed in positions that leverage the skills learned while in training and working with industry. The participating NCO will incur a service remaining requirement of 30 months upon completion of their TWI training assignment. This will include 24 months to be served in their utilization assignment, plus an additional 6 months, IAW the needs of the Army per AR 614-200 Table 4-1. The participating Warrant Officer will incur a service obligation of 24-month to complete the required utilization tour. The follow-on assignment has been projected and is subject to change.
c. CONUS stationed NCOs must meet an 18-month time-on-station requirement by the end of the TWI application window. NCOs stationed overseas are required to complete their tour and should apply only if they are within 9 months of their DEROS or have an approved curtailment IAW AR 614-30. If selected for a TWI assignment, NCOs’ DEROS will be extended/curtailed to allow for travel and transportation to their TWI location.
d. Eligible personnel must email their complete application packet NLT 2359 (EDT) on 21 September 2026 to the U.S. Army Transportation School Proponency Office, Fort Lee, VA, at usarmy.lee.cac.mbx.transportation-proponency-office@army.mil. Human Resources Command Talent Managers will screen applications to determine eligibility and potential for promotion. The Transportation School Proponent Office will conduct a board to select the best-qualified NCO and Warrant Officer for the program.
e. Any application packet that is not completed as directed in this MILPER will be returned to the candidate and may result in missing the submission suspense date and not being considered for this program. Applications will consist of the following:
(1) Current AFT DA Form 705 and DA Form 5500/5501, if applicable (must meet requirements of AR 600-9, The Army Body Composition Program).
(2) Non-Commissioned Officers will provide a Letter of recommendation from the Company Commander, which will include a statement of the applicant’s performance. The letter of recommendation should not exceed two pages in length.
(3) Non-Commissioned Officers and Warrant Officers will provide a Letter of recommendation from the Battalion Commander or above which will include a statement of the applicant’s abilities, scholarly attitude, initiative, and aptitude for processing complex operations. Letter of recommendation should not exceed two-pages in length.
(4) Soldier Talent Profile (STP)
(5) Last five Non-Commissioned Officer Evaluation Reports (NCOER)/Officer Evaluation Reports (OER).
f. Each applicant (both selectees and non-selectees) will receive notification from the U.S. Army Transportation School upon approval of board results.
g. Each selectee must notify their respective Talent Manager and U.S. Army Transportation School POC that they accept participation in the TWI program NLT 7 days after notification of selection.
h. NCO Eligibility criteria:
(1) SSG/SFC Senior Leader Course Graduate.
(2) Non-Commissioned Officer has demonstrated outstanding performance in career developmental assignment IAW DA Pam 600-25. NCO must have the ability to complete a mandatory two-year utilization assignment and the ability to complete a follow-on assignment upon completion of the utilization assignment.
(3) Possess current Secret Clearance.
(4) Not flagged or pending adverse action at the time of application, time of the board convening, or prior to beginning the partnership. Personnel records will be scrubbed by HRC periodically to determine eligibility for participation.
(5) Must have outstanding potential for future service.
(6) Non-Commissioned Officer will not exceed 17 years total Active Federal Service (AFS) prior to the start of the program.
(7) The Non-Commissioned Officer who participates in TWI must be able to complete a utilization tour in an AERS coded position, within the U.S. Army Transportation School at Fort Lee, VA.
i. Warrant Officer Eligibility Criteria:
(1) CW2(P)/CW3
(2) Not flagged or pending adverse action at the time of application, time of the board convening, or prior to beginning the partnership. Personnel records will be scrubbed by HRC periodically to determine eligibility for participation.
(3) Must have outstanding potential for future service.
(4) Possess current Secret Clearance.
(5) The Warrant Officers who participates in TWI must be able to complete a utilization tour in an AERS coded position, within the U.S. Army Transportation School at Fort Lee, VA.
