1.  This message will expire no later than (NLT) 30 June 2027.


2.  The AMEDD SNC selection panel will convene on 29 September 2026 to consider nominations for projected FY28 SNC positions.

a.  The Surgeon General (TSG) seeks experienced leaders who have demonstrated successful leadership in a COL Centralized Selection List (CSL) position, are competent in a broad range of environments, display strength of character, and are unwaveringly committed to the Army.

b.  The SNC panel is an “opt-in” selection panel. Officers electing to compete will be considered for all command subcategories listed in paragraph five (below), for which they are eligible. 

c.  All post-SNC panel declinations are with prejudice.

d.  The command tour for an SNC is typically 24 months unless curtailed or extended by TSG.

e.  Although the panel will select officers to fill available SNC positions in FY28, all principal selects must be prepared to assume command before 1 October 2027 to fill unforecasted vacancies.


3.  Opt-in/out & Preferencing.

a.  Opens on 31 July 2026 and closes on 11 September 2026 at 2359 Eastern Daylight Time (EDT).

b.  Senior Nominative Command is an opt-in selection process. Therefore, officers who take no action, opt-out, or do not complete the opt-in process via the FY28 SNC Army Selection Board System 2.0 (ASBS 2.0) opt-in tool will not be considered for FY28 SNC.

c.  Opt-in: Eligible officers will access My Board File (MBF) link at https://mbf.hrc.army.mil to opt in to the board and submit their preferences. The opt‑in window will be available from 31 July through 11 September 2026. Any officer who does not see “FY28 SNC Selection Panel” on their MBF page, or who is unsure of their eligibility for this board, should contact their U.S. Army Human Resources Command (HRC) talent manager for assistance.

d. Preferencing: Officers will preference all FY28 SNC commands via the ASBS 2.0 preference tool on the MBF page. Officers may adjust their preferences at any time before the opt-in close date (11 September 2026).  

e. Opt-Out: Officers that do not want to be considered for FY28 SNC should log into their MBF and submit the reason for declining consideration.   

f.  Officers competing for SNC selection are not eligible for complete-the-record officer evaluation reports. Additionally, letters to the panel will not be accepted.


4. My Board File.

a.  Officers can review and certify their MBF from 31 July through 11 September 2026.  My Board File is available to all service members regardless of their status on a selection board. A separate tile is created on MBF when the member meets eligibility criteria. It is the officer’s individual responsibility to validate their MBF against the Integrated Personnel and Pay System – Army (IPPS-A) and Interactive Personnel Electronic Records Management System (iPERMS) data and select one of the four required certification options indicating review status. 

b.  If record errors are identified, officers will work with their unit human resources professional to make corrections; if the corrections fall outside their security or scope, contact their Talent Manager for assistance. 5.  Command Categories and Subcategories.

a.  Principal selects will be slated to the command that best matches their skills and experience in accordance with (IAW) TSG’s slating guidance. The AMEDD SNC subcategories are listed below:

b. For AMEDD Research and Development (M7AR), officers must complete the Fundamentals of Systems Acquisition Management Course 120 days prior to assuming command. Officers who do not meet this requirement will be administratively removed from the order of merit list unless granted an exception to policy (ETP) by TSG. Officers administratively removed who are otherwise eligible may compete in future selection panels. Register for the course through the Defense Acquisition University virtual campus at https://id.dau.edu/.


6.  Eligibility. Interested officers must:

a.  Be in the rank of COL and not have a mandatory removal date prior to 1 October 2030. 

b.  Have successfully completed at least one year of a 24-month, or two years of a 36-month COL CSL tour as of the selection panel convene date (29 September 2026). Officers who are currently in their second or third year of a COL CSL command as of the SNC selection panel convene date are eligible but must successfully complete their COL CSL tour prior to assuming an SNC. Officers who fail to successfully complete their COL CSL tour will be removed from the SNC selection list.

c.  Have not been previously selected as an SNC principal or activated from an alternate status.  

d.  Have not declined any CSL position or SNC with prejudice after having been selected as a principal or activated from an alternate list.

e.  Have not been relieved for cause from a CSL position or SNC.

f.  Have completed Senior Service College, Military Education Level 1 or equivalent, prior to assuming command.

g.  Officers are not eligible if they have submitted a retirement application to HRC or are pending a separation action. A retirement application is considered “submitted” when the officer’s personnel action request is uploaded via IPPS-A and received by HRC, Officer Retirement and Separations Office (AHRC-MPL-RS).
 
h.  Officers with dependent family members should review medical and educational requirements to determine whether enrollment, or an update, in the Exceptional Family Member Program is necessary. Maintaining accurate enrollment enables HRC to confirm that family needs can be met at a prospective gaining location before assignment decisions are made.

i.  All healthcare professionals must be current in licensure and certification. 

j.  Be in good standing and not be under suspension of favorable personnel actions at the time of assumption of command, IAW AR 600-8-2 (Suspension of Favorable Personnel Actions {Flag}).

k.  Not be enrolled in a training program unless the program and associated utilization tour are projected to be complete prior to 1 October 2027.

l.  Submit ETP requests related to eligibility criteria through the first General Officer or Senior Executive Service in the chain of command to the point of contact (POC) listed in paragraph seven (below) NLT 24 August 2026. The Surgeon General is the approval authority for all ETPs.
