5. General Information for ACC and AMEDD Officer CSL.
a. General eligibility criteria that must be met:
(1) Officers are not eligible to compete if they have previously served is a CSL position at the same grade and received full CSL credit, are currently serving in, or are currently slated to a CSL designated position.
(2) Officers will have three consecutive years of eligibility which begins the first year an officer is selected for promotion. The three consecutive years do not apply to AMEDD COL’s competing for AMEDD commands.
(3) Officers are not eligible to compete for CSL28 if they have previously Declined CSL with Prejudice or been relieved for cause from a CSL designated position.
(4) Officers are not eligible if they were previously removed from a CSL position order of merit list (either principal or alternate) by a DA Command Review Board (CRB).
(5) Officers are not eligible if they have submitted a retirement application to HRC or are pending a separation action. A retirement application is considered “submitted” when the officer’s Personnel Action Request is uploaded via the Integrated Personnel Pay System-Army (IPPS-A) and received by HRC, Officer Retirement and Separations Office (AHRC-OPL-R).
(6) Officers are not eligible for CSL28 if they are brevet promoted to the rank required for eligibility and not already promotable through an Army Promotion Selection Board.
(7) Officers must update Exceptional Family Member Program (EFMP) records IAW AR 608-75 NLT 30 OCT 2026 to better increase their slating/assignment opportunities if selected for an FY28 CSL position. Officers enrolled in EFMP are required to review and update EFMP condition(s) every three years. Due to the nature of the CSL process, selected officers will be slated to CSL positions with the necessary services required by each officer’s EFMP plan.
(8) Officers who fail to meet the eligibility requirements must submit an ETP for CSL28 consideration, endorsed through the first General Officer (GO), Flag Officer (FO), or SES in their chain of command, to CG, HRC (ACC COLs and LTCs) / HSD (AMEDD COLs and LTCs) for approval by VCSA. The ETP request must be received at CMD / HSD at least 30 days prior to a board for consideration.

7. OPT-IN
a. CSL28 is an Opt-In Selection process. Therefore, officers who take no action, Opt-Out, or do not complete the Opt-In process via the FY28 CSL ASBS2 Opt-In tool will not be considered for FY28 CSL.
b. Officers may elect to remove themselves from CSL consideration throughout the CSL28 process.
(1) During the Opt-In Window, Officers who elect to Opt-Out of CSL28 after Opting In, can do so in the ASBS2 Opt-In Tool.
(2) Officers who elect to Opt-Out of CSL28 after the Opt-In window has closed but prior to the release of the principal/alternate list must submit their request via email to their talent manager for CMD action.
(3) Officers who Opt-Out may compete for future CSL selection, assuming they meet eligibility criteria.
(4) Officers unable to access ASBS2 during the Opt-In window who desire to compete, must contact their talent manager to be manually added to the CSL board population.
(5) ACOM, ASCC, and DRU G1s can request access to an MS Teams channel to view the Opt-In status of officers within their formation by contacting the POCs listed in Paragraph 12a. General | Senior Leader CSL Team | Microsoft Teams. The channel also serves a location for communicating CSL timeline updates and distributing training aids, information briefings, and approved slating guidance.
8. Unit Preferencing
a. Officers will preference FY28 CSL commands via the ASBS2 preference tool at https://mbf.hrc.army.mil/ during the dates listed in paragraphs 2 through 4.
b. Special Management Division (SMD) managed officers will receive a preferencing link through their talent managers.
c. Officers must preference all commands they are eligible. Any commands not preferenced does not preclude you from consideration or selection.
d. During preferencing, officers can provide slating consideration information to their talent manager via a free text box. This information is not accessible by the CSL board.
e. Branch and SUBCAT Eligibility
(1) Branch Eligible Categories: In CSL28, officers may only compete for commands or CSL billets that their control branch is authorized to fill. This supports slating of officers with the appropriate skills, experiences, and preferences for the optimal slating solution for Army Readiness. Functional area officers are not eligible for command consideration unless otherwise identified below.
(a) A SUBCAT (Sub-Category) consists of a four-character code that identifies the branch category, eligible CMF, and unit type. See chart below.

9. My Board File (MBF):
a. Officers must review and certify their My Board File (MBF) electronically by logging into https://mbf.hrc.army.mil/. MBF is available to all service members regardless of their status on a selection board. A separate tile is created on MBF when the member meets eligibility criteria. It is the officer’s individual responsibility to validate their MBF against IPPS-A and iPERMS data and select one of the four required certification options indicating review status. If errors are identified, work with the unit HR Professional to make corrections; if the corrections fall outside their security or scope, contact your Talent Manager for assistance. For further preparation, you should utilize the DA Secretariat board tools available at https://www.hrc.army.mil/content/Selection%20Boards.
b. Letters to the President of the Board:
(1) Officers may submit signed correspondence regarding important matters to the board president before the deadlines established in paragraphs 2 through 4. Upload these letters directly to your MBF at https://mbf.hrc.army.mil/ by selecting “Letter to the Board / LTR TO BD.” Late submissions will not be considered. Address memorandums to: MEMORANDUM FOR President of the FY28 “RANK” CSL “ACC or AMEDD” Board ATTN: AHRC-PDV-S, 1600 Spearhead Division Ave, Fort Knox, KY 40122.
(2) Letters are retained exclusively in board files and will not be placed in your AMHRR; do not send them to iPERMS. Per AR 600-8-29, paragraph 2-6c, third-party communications are prohibited unless you include them as an enclosure to your own letter. Additionally, unprocessed evaluations (OERs/AERs) or unadjudicated appeals are not authorized.
c. Updating AHMRR:
(1) Officers can view official records at https://iPERMS.hrc.army.mil and should work with local HR Professionals to submit required documents via the web upload tool before the deadlines in paragraphs 2 through 4. The DODID number must be clearly typed in the body or written legibly in the upper right-hand corner of all submissions, and transcripts must comply with AR 600-8-104, AMHRR Required Document List. To guarantee priority processing, your HR representative must type “BOARD” in the batch comment field (retain the batch number for your records). The DA Secretariat will synchronize your MBF with your iPERMS record for any updates or changes that were made in your iPERMS Performance folder. (2) Regarding document masking, only enlisted-specific records (such as enlisted DA 1059s) are moved to the restricted folder. All documents that can be earned by both officers and enlisted Soldiers will remain in the Performance folder and will be seen by the board. The Board Support Team cannot directly update systems like the My Board File, IPPS-A, or Data Cards. However, if you discover duplicate, inverted, misfiled, or incorrectly masked documents in iPERMS, submit a Board Correction Form to usarmy.knox.hrc.mbx.iPERMS-board-support@army.mil.
d. Evaluation Reports:
(1) To be considered by the board, all mandatory and optional Officer or Academic Evaluation Reports (OERs/AERs) must be received error-free by the HRC Evaluations Branch by the suspense dates in paragraphs 2 through 4. Submit evaluations on the DA Form 67-10 series via the Evaluation Entry System (EES) at https://evaluations.hrc.army.mil. Email submission is strictly limited to deployed units. Non-deployed units unable to use EES must mail hard copies to: Commander, USA HRC, ATTN: AHRC-PDV-ER, 1600 Spearhead Division Ave, Dept #470, Fort Knox KY 40122-5407.
(2) A Complete-the-Record OER (Code 09) is optional if the officer meets the criteria in AR 623-3, paragraph 3-57, and must use the “Thru Date” established in paragraphs 2 through 4. All other reports must use the event date as the “Thru Date.” Promotion Reports (Code 11) are explicitly not authorized for the CSL Board.
(3) Error-free evaluations received by HRC by the suspense date will process into the Army Military Human Resource Record (AMHRR) and board file before the board convenes. If an evaluation is missing, check its status in EES or ERS for errors or rejections before contacting the Evaluations Branch at usarmy.knox.hrc.mbx.tagd-eval-policy@army.mil. Talent managers, iPERMS, and board support personnel cannot bypass HRC Evaluations Branch to place evaluations directly into the AMHRR; all evaluations must be profiled through normal HRC channels to be seen by the board.
10. CSL Board. The CSL Board produces an Order of Merit List (OML). The OML provides the Army an ordered 1-N ranking of officers across the entire CSL cohort and is used to determine principal and alternate selects based on the number of requirements for that FY.
a. If an officer is selected as a principal on two boards, the order of precedence is Special Mission Unit (SMU) CSL, Open CSL, then Professor of Military Science (PME).
b. The CG, HRC (ACC and AMEDD LTC) and VCSA (ACC and AMEDD COL) determines which selection list an ACC or AMEDD officer will remain on if the officer has been selected as a principal by two or more CSL boards.
c. Officers selected as a principal on the FY27 ROTC Professor of Military Science Board and subsequently selected as a principal on the FY28 COL or LTC CSL Board who desire to remain on the PMS path must either submit a CSL Declination with Prejudice or request a personal deferment.
d. Officers selected as a principal or activated from the FY28 COL or LTC CSL Board are not eligible to compete for the FY28 ROTC Professor of Military Science Board.
11. Slating. Officers will be slated to a CSL billet or command position based on OML, Knowledge, Skills, Behaviors and Preferences (KSB-Ps), and slating guidance. Officers can only be selected as a principal to one command or general staff billet. Officers not selected as principals may be selected as an alternate and considered for activation to any eligible command based on KSB-Ps to optimize Army readiness.
