MILPER 26-292: Release of the Results for the Fiscal Year Fiscal Year 2026 (FY26), Active Component (AC), Major (MAJ), Medical Corps (MC), and Dental Corps (DC), Promotion Selection Board (PSB)

MILPER Message 25-459, issued 14 November 2025, subject: Fiscal Year 2026 (FY26), Active Component (AC), Major (MAJ), Medical Corps (MC), and Dental Corps (DC), Promotion Selection Board (PSB) Zones of Consideration

1. This message expires no later than (NLT) 11 August 2027.

2. This message announces the release of the results for the Fiscal Year 2026 (FY26), Active Component (AC), Major (MAJ), Medical Corps (MC), and Dental Corps (DC), Promotion Selection Board (PSB).

3. The official promotion list will be released at 0730 EDT, 13 August 2026.

4. Officers selected for promotion will be promoted in order of seniority in accordance with AR 600-8-29, paragraph 3–1. If a data element used to assign a sequence number is incorrect, the MPD/DHR/MHR/S1s must initiate a data element correction and request re-computation of an officer’s sequence number.  Requests must identify the respective promotion list, the erroneous data element, and include supporting documentation.

5. If applicable: 

a. Merit Based (MB) promotion selections will be designated on the promotion list with a “MB” next to their names. This group of officers are tentatively scheduled to be promoted during the 1st month of promotions from the start of this list. 

b. Scroll Withholds:

The names of officers that were selected for promotion but withheld from the promotion scroll by the Secretary of the Army (SECARMY), will appear on the selection list. However, these officers are not listed as a scroll withhold. 

General Officers, that have officers in their command that were withheld by the SECARMY, will receive an email between the date of preposition and the day before the official board release.  The email will identify the officer(s) withheld from the promotion scroll and provide basic withhold reasoning for the General Officer’s situational awareness.

General Officers are encouraged to disseminate the list of withheld officers down to their trusted personnel managers so that commands may counsel them prior to the official release date.

On the official release date, each officer withheld will receive an official email notification from Promotions Special Actions, Promotions Branch, HRC.  The email will include the explanation as reported by the HQDA DCS, G1 for being withheld, notification of the HQDA F (Delay or Removal from a Selection List) flagging action, and instructions for the next step in the promotion delay. 

c. Selective Continuation: Officers recommended for Selective Continuation (SELCON) for military service will receive a memorandum notifying them of their SELCON status from HRC Retirements & Separations Branch.  Upon receipt, the officer will need to accept or decline the continued service period on an election statement provided within the notification and return as instructed within 30 days from receipt.

6. HRC will not knowingly publish the names of selectees that have retired, separated, or departed prior to the official release of the PSB results. 

7. Promotion lists are subject to additional administrative review and are not to be construed as promotion orders.  To preclude promotion of officers who are ineligible under the provisions of AR 600-8-29, Commanders will ensure continuous review of the lists until the lists are exhausted.  Commanders will advise HRC Promotions Branch of any ineligible officers listed and not previously reported.  

8. Senate confirmation of promotion nominations is required before promotion orders, including frocking and brevet promotion orders, may be issued for Active Component officers selected for promotion to major through colonel and Reserve Component officers selected for promotion to colonel.  Officers may monitor the status of Senate confirmation at https://www.congress.gov/. Search by Source: Nominations; enter the officer’s first name, middle initial, and last name.

9. Once approved, fiscal year projections will be posted on the HRC website at https://www.hrc.army.mil/content/Officer%20and%20WO%20Selections%20and%20Promotions and on the S1Net SharePoint at https://armyeitaas.sharepoint-mil.us/teams/S1NETHomePage/SitePages/Promotions-Officer.aspx.

10. Declination of Promotion: HRC will remove from the promotion list the name of any officer who declines promotion under provisions of AR 600-8-29, paragraph 3-10.
