a. Purpose. This message announces the FY26/27 Army Special Operations Forces (ARSOF) Officer Accession Process for Civil Affairs (CA), Psychological Operations (PSYOP), and Special Forces (SF). 

b. The ARSOF community invites disciplined, independent, intelligent, adaptable, and combat fit U.S. Army Commissioned Officers to serve our Nation. c. Execution. Eligible officers will complete an application packet for the branch of their choice with the SORB. The SORB forwards applications to the specific Branch Future Readiness Officer (FRO) at Human Resources Command (HRC) for screening. Officers will have the opportunity to indicate primary and alternate Assessment and Selection (A&S) class dates as part of their application packet. Upon application approval, the respective FRO schedules the officer to attend an A&S Class. 

d. Officers must be airborne qualified prior to attending the ARSOF Captains Career Course (CCC). The respective ARSOF FRO will coordinate for officers who successfully complete their A&S Class and are not airborne qualified to attend the Basic Airborne course (BAC) prior to reporting to CCC. 

2. Upon successful completion of the A&S class, the officer will PCS to Fort Bragg to continue training. 

a. Eligibility. Eligible officers for FY26/27 are Year Group(s) (YG) 22-24. Each ARSOF branch determines and describes YG specific timelines in their portions of this MILPER (paragraphs 6-8). Exceptions to policy will be considered and approved to officers applying outside the prescribed YGs on an individual basis. YGs are determined by Permanent Date of Rank (PDOR) to YG22 (1LT PDOR 20230401-20240331) (CA and PO only), YG23 (1LT PDOR 20240401-20250331) (CA and PO only), YG24 (1LTPDOR 20250401-20260331) (CA and PO only). 

b. Application Timing. Interested and eligible officers should contact the SORB to begin the application process immediately, as it can take up to 90-days to complete the application process and influence the class date of an A&S Course.

Selectees must have a qualified commissioning physical or Class 1 flight physical (with no disqualifying medical conditions IAW AR 40-501, unless accompanied by an approved medical waiver). Selectees are to ensure their physicals and security clearances remain current through their scheduled WOCS attendance. Candidates possessing physicals, clearances, or waivers that do not cover scheduled training attendance at WOCS will result in denied enrollment.

MILPER Number: 25-204 Revision of Area of Concentration (AOC) 90A (Logistics) and Deletion of AOC 88A (Transportation, General), 91A (Ordnance, General), and 92A (Quartermaster, General)

1.  Purpose: This message is the first in a series guiding the implementation of the Logistics (LG) branch Area of Concentration (AOC) 90A for Second Lieutenants (2LT) and First Lieutenants (1LT).

2.  Background.

a.  In 2018, the operational force identified a significant training gap among junior logistics officers, particularly 2LTs in Transportation Corps (TC), Ordnance (OD), and Quartermaster (QM). They lacked the necessary multifunctional logistics skills to make competent decisions in complex environments. In response, the Army Sustainment University (ASU) and the Combined Arms Support Command (CASCOM) convened a Critical Task Site Selection Board. They developed a unified curriculum integrating TC, OD, and QM knowledge into a cohesive learning strategy. 

b.  On 11 January 2023, the Army Sustainment University's Commandant approved all three Programs of Instruction (POIs)—8-55-C20B, 8-10-C20B, and 4-9-C20B. Subsequently, the Training and Doctrine Command (TOMA) validated the aligned course content on 26 June 2024. This strategy equips Logistics officers to make informed decisions that align with the objectives set forth by their commanders.

c.  On 11 March 2025, the Office of the Deputy Chief of Staff, G1 approved the request to authorize the reclassification of 2LTs and 1LTs to Logistics branch officers (AOC 90A). This decision consolidates the previously separate branches of the TC, OD, and QM into a unified Logistics branch (AOC 90A).

MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Army Directive 2025-07 (Standardization of Investigation and Personnel Action
Processes)
1. References. See references enclosed.
2. Purpose. This directive updates Army regulatory requirements for investigation processing,
collateral personnel actions, and associated training requirements, including Army
Regulation (AR) 15–6, AR 20–1, and AR 600–8–2.
3. Applicability. This directive applies to the Regular Army, U.S. Army National Guard/Army
National Guard of the United States, and U.S. Army Reserve.
4. Policy. The provisions of this directive are effective 30 days from the date of signature.
Proponents of ARs identified in paragraph 5 of this directive retain authority to approve
exceptions to any requirement of this directive.
a. The following definition applies to AR 15–6, AR 20–1, and AR 600–8–2:
“Credible evidence/information” is “evidence of attributable or corroborated
information, in any form, disclosed to or obtained by an Appointing Authority or
Investigative Authority that—considering the original source, the nature of the
information, and the totality of the circumstances—is sufficient to raise a question
of fact that would cause a reasonable Appointing Authority or Investigative
Authority under similar circumstances to inquire further. Information may be
credible, even though not initially supported by a preponderance of the evidence.
However, to be credible, the information must be based on more than mere
speculation and not clearly contradicted by known and material facts. To be
attributable, the Appointing Authority or Investigative Authority must be able to
authenticate the evidence or information. To be actionable, the original source(s) of
information should be reasonably valid or verifiable.”
b. The following definition applies to AR 15–6, AR 20–1, and AR 600–8–2:
A “subject” is a person about whom some credible evidence exists to believe that the
person is involved in an incident or event under investigation in such a way that
disciplinary or administrative action may follow, the person’s rights or privileges may
be adversely affected, or the person’s reputation or professional standing may be
jeopardized. Although subject and suspect are often used interchangeably, the subject
of an investigation may not be suspected of violating a criminal law, but rather failure

to comply with a duty, obligation, regulation, or other requirement that could result in
adverse administrative action.
c. The following sentence is added to AR 20–1, paragraphs 6–2a and 7–1a:
Inspectors General will not refer complaints without first making a determination that
the complaint is supported by some actionable or credible evidence/information and
warrants further investigation.
d. Limited waiver authority to investigation flagging requirements in AR 600–8–2 is added
for investigations and subjects with no nexus to a “covered offense” as defined in AR 27–10.
The following paragraph is added to AR 600–8–2:
3–3. Limited Waiver Authority. Commanders with at least Special Courts-Martial
Convening Authority (SPCMCA) may override the prohibition on any favorable
personnel action prohibited by paragraph 3–1 for a Soldier under their SPCMCA
except for actions that would result in a voluntary unqualified resignation,
retirement, or discharge as defined in paragraph 3–1h or in any case that involves
an investigation of a Soldier who is the subject of an alleged “covered offense” as
defined in AR 27–10. The SPCMCA may delegate Limited Waiver Authority to
the first colonel in a command position. This authority may not be further
delegated.
5. Proponent. The Assistant Secretary of the Army (Manpower and Reserve Affairs) has
oversight responsibility for this policy. Proponents will incorporate its provisions into ARs
within 2 years of the date of this directive as follows:
a. The Judge Advocate General will update AR 15–6.
b. The Inspector General will update AR 20–1.
c. The Deputy Chief of Staff, G-1 will update AR 600–8–2.

MILPER Number: 25-200 Amendment to U.S. Army Human Resources Command Execution of Army Annual Review of the Brevet Critical Position List (CPL)

1. This MILPER will expire no later than (NLT) 1 year after publishing.

2. Paragraph 4 is amended to add:

a.  All positions that have not been utilized in at least three years (six brevet cycles) must be re-validated each year until they are utilized. Upon utilization the position will not have to be re-validated as long as it is filled. If the position is vacant for three years (six brevet cycles) after a utilization it must be re-validated. This process will continue annually. This applies to all positions that have reached their legal brevet limit or will meet their legal brevet limit with nominations.

SUBJECT: Army Directive 2025-08 (Home of Record Designation or Change Request)
1. References. See references enclosed.
2. Purpose. This directive standardizes the Army's definition of home of record (HOR) and
prescribes Department of the Army (DA) policy and procedures for requesting a change to the
HOR after commission, appointment, enlistment, induction, or order to active duty.
3. Applicability. This directive applies to the Regular Army, U.S. Army National Guard/Army
National Guard of the United States, and U.S. Army Reserve.
4. Policy.
a. On official documents, the HOR is defined in reference le, appendix A, and may be one
of the following:
(1) an address in the United States or a U.S. territory
(2) an address in an authorized overseas enlistment location (Current authorized
overseas enlistment locations are Germany, South Korea, or Japan.)
(3) a U.S. citizen's actual residence in an overseas location, when the applicant is ordered
to active duty (such as Active Duty Operational Support (ADOS)) for the U.S. Army National
Guard/Army National Guard of the United States or the U.S. Army Reserve
(4) a U.S. citizen's actual residence in an overseas location, if the applicant was
transported to an authorized overseas site for commission, appointment, enlistment, induction, or
when ordered to active duty
b. Change to HOR. All requests for changes to a Service member's HOR due to a bona fide
error or break in service as outlined in reference le will be submitted as a personnel action
request through the self-service application in the Army's Integrated Personnel and Pay
System-Army (IPPS-A). All requests will be staffed through the following approval authorities
and contain appropriate justification and support to warrant the change:
(1) The approval authority for HOR change requests for Service members in the grades
of E-1 through 0-4 is the summary court-martial convening authority or the first 0-5 in the
requestor's chain of command. lbis approval authority may not be further delegated.

(2) The approval authority for HOR change requests for Service members in the grades
of 0-5 and above is the first superior commissioned officer in the requestor' s chain of command
or supervisory chain. This approval authority may not be further delegated.
c. Accessioning Systems Update. This directive may impact Army accessioning systems
(such as the Army Recruiting Information Support System (ARISS)). Activities will verify and
complete any necessary accession system changes to comply with this directive within 120 days
ofthe date ofsignature.
5. Proponent. The Assistant Secretary of the Army (Manpower and Reserve Affairs) is the
proponent for this pol icy. Where this directive conflicts with any other Army policy or
procedural guidance, this directive is controlling-including, but not limited to, the definition of
HOR in Army Regulation (AR) 135-133, paragraph 4-2, and other references listed in the
enclosure. The Deputy Chief ofStaff, G-1 will incorporate the provisions of this directive into
AR 135-100, AR 135-133, AR 135-200, AR 135-210, AR 601-210, AR 635--8, and
AR 635-200 within 2 years of the date of this directive.
6. Duration. This directive is rescinded on publication of the revised regulations.

2. Applicability. All Army Reserve TPU AMEDD officers are eligible for the basic branch transfer process; this MILPER provides information and guidance for USAR Troop-Program-Unit (TPU) AMEDD commissioned officers to branch transfer to a basic branch while remaining a USAR commissioned officer. This MILPER does not apply to non-TPU AMEDD officers or to TPU-AMEDD officers seeking reclassification or award of additional skill identifier (ASI) while continuing service as an AMEDD TPU commissioned officer.
