ORGANIZATIONAL CLIMATE SURVEY (DEOCS), DEFENSE ORGANIZATIONAL
CLIMATE PULSE (DOCP) SURVEY, COMPREHENSIVE INTEGRATED PRIMARY
PREVENTION (CIPP) PLAN), TO PROVIDE GUIDANCE REGARDING COMMAND
CLIMATE ASSESSMENT (CCA) AND DEOCS PARTICIPATION AND FIELDING
WINDOW, AND TO ENSURE COMPLIANCE ALIGNMENT WITH THE LATEST
EXECUTIVE ORDERS AND DOD GUIDANCE.
3. (U) APPLICABILITY: THIS MESSAGE APPLIES TO ALL ARMY PERSONNEL AND
ORGANIZATIONS. (REGULAR ARMY, UNITED STATES ARMY RESERVE (USAR),
AND ARMY NATIONAL GUARD (ARNG)).
4. (U) DESIRED OUTCOME: THE ARMY’S GOAL IS TO PRODUCE LEADERS,
SOLDIERS, AND TEAMS THAT ARE READY FOR COMBAT. THE CCA PROCESS,
LEVERAGING THE DEOCS, PROVIDES COMMANDERS WITH VALUABLE AND
ACTIONABLE INSIGHT. COMMANDERS WILL FACILITATE POSITIVE
PROFESSIONAL ENVIRONMENTS, BUILT ON DIGNITY AND RESPECT, WHICH
DIRECTLY IMPACTS READINESS, STRENGTHENS OUR FORMATIONS, AND
ENHANCES OUR WARFIGHTING CAPABILITY AND OVERALL LETHALITY.
5. (U) BACKGROUND: THE DEOCS IS A CONGRESSIONALLY MANDATED UNIT-
LEVEL CLIMATE SURVEY THAT PROVIDES COMMANDERS WITH UNIT-SPECIFIC
INFORMATION ON CRITICAL PERSONNEL TOPICS SO THAT THEY CAN TAKE
IMMEDIATE STEPS TO ENHANCE THEIR COMMAND CLIMATE. THE OFFICE OF
PEOPLE ANALYTICS (OPA) REVITALIZED AND MODERNIZED THE SURVEY IN
2019 WITH THREE ACTION AREAS: SURVEY ADMINISTRATION PLATFORM,
SURVEY CONTENT, AND CCA REPORTING TOOL AND TOOLKITS.
ADJUSTMENTS CONTINUE AS OPA RECEIVES FEEDBACK FROM THE FIELD AND
DATA FROM RELATED TOOLS.
5.A. (U) OPA SPEARHEADED RESEARCH AIMING TO REDUCE SURVEY FATIGUE.
AS A RESULT, EACH SOLDIER AND CIVILIAN MUST ONLY BE ASKED TO
PARTICIPATE IN ONE DEOCS ANNUALLY AND SHOULD ONLY BE ASKED TO
PARTICIPATE IN CCA ACTIVITIES AT ONE ECHELON (SEE REF 1.A.).
BATTALIONS OR EQUIVALENT AND HIGHER MAY RECEIVE ASSISTANCE FROM
MEO PROFESSIONALS AND INTEGRATED PRIMARY PREVENTION WORKFORCE
(IPPW) PERSONNEL TO ROLL UP SUBORDINATE UNIT DEOCS RESULTS IN
ORDER TO COMPLETE THEIR CHANGE OF COMMAND OR ANNUAL CCA.
ADDITIONALLY, OPA DEVELOPED DOCP SURVEYS, WHICH CAN INCLUDE UP TO
15 QUESTIONS TO BE USED BY COMMANDERS BETWEEN ANNUAL CCAS AS
NEEDED. EACH SOLDIER AND CIVILIAN SHOULD ONLY BE ASKED TO
PARTICIPATE IN ONE DOCP ANNUALLY. DOCP SURVEYS ARE ONLY AVAILABLE
FOR USE OUTSIDE OF THE DEOCS FIELDING WINDOW. ADDITIONAL DEOCS
AND DOCP INITIATION IS ONLY POSSIBLE BY EXCEPTION UNDER CERTAIN
CIRCUMSTANCES AND REQUIRES APPROVAL.
5.B. (U) DURING THE 2024 DEOCS ANNUAL FIELDING, COMMANDERS INVITED
682,023 PERSONNEL TO TAKE A DEOCS AND ONLY 253,364 PERSONNEL
RESPONDED, A 40 PERCENT RESPONSE RATE. THERE WERE 331
REGISTRATIONS CONSIDERED NON-REPORTABLE, FOR FAILING TO REACH
THE REQUIRED NUMBER OF RESPONDENTS (16). RESULTS WITH RESPONSE
UNDER 30 PERCENT MAY NOT PROVIDE AN ACCURATE PICTURE OF AN
ORGANIZATION’S CLIMATE. UNITS SHOULD STRIVE FOR 50 PERCENT OR
HIGHER. THE ANNUAL CCA SECTION OUTLINES RECOMMENDATIONS FOR
INCREASING DEOCS PARTICIPATION.
5.C. (U) A CCA IS A PROCESS THAT IS CONTINUAL AND FLUID WITH
ACTIONABLE OBJECTIVES TO ASSIST COMMANDERS WITH FACILITATING A
POSITIVE PROFESSIONAL ENVIRONMENT FOR THEIR PERSONNEL. CCA
ACTIVITIES WILL OCCUR THROUGHOUT THE YEAR AND MUST INCLUDE A
DEOCS AND AT LEAST ONE ADDITIONAL SOURCE OF INFORMATION
(INTERVIEWS, FOCUS GROUPS, RECORDS REVIEWS, DOCP, AND SO ON). THE
ANNUAL DEOCS FIELDING WINDOW IS 1 AUGUST THROUGH 20 NOVEMBER
(SEE REF 1.A.). THROUGH THEIR ACTION PLANS, COMMANDERS WILL PROVIDE
INPUT TO CIPP PLAN WHICH IS UPLOADED INTO THE DEFENSE CLIMATE
PORTAL BY THE LOCAL INSTALLATION INTEGRATED PREVENTION ADVISORY
GROUP (I-PAG).
5.D. (U) THE CCA PRIMARILY SERVES AS AN ORGANIZATIONAL DEVELOPMENT
TOOL TO HELP COMMANDERS AND LEADERS BUILD POSITIVE
ORGANIZATIONAL CLIMATES. THE CCA ALLOWS UNIT COMMANDERS AND
ORGANIZATIONAL LEADERS TO IDENTIFY AREAS FOR IMPROVEMENT AND
TAKE APPROPRIATE ACTIONS TO ADDRESS CHALLENGES WITHIN THEIR
ORGANIZATION. CCAS ALSO ALLOW DECISION MAKERS AT THE STRATEGIC
LEVEL TO DIRECT RESOURCES TO THE UNITS, ORGANIZATIONS, OR
LOCATIONS THAT ARE MOST IN NEED OF PREVENTION SUPPORT.
6. (U) CCA (TIMELINE AND PROCESS):
6.A. (U) UNIT COMMANDERS AND ORGANIZATIONAL LEADERS MUST CONDUCT
A CHANGE OF COMMAND CCA WITHIN 90 DAYS OF ASSUMING COMMAND FOR
ACTIVE DUTY UNITS AND WITHIN 120 DAYS FOR USAR AND ARNG UNITS.
PERSONNEL ADMINISTERING THE DEOCS, MUST COMPLETE CCA AND CIPP
TRAINING AS REQUIRED BY REFERENCE 1.A. OFFICER EVALUATIONS OF
COMMANDERS WILL INCLUDE INFORMATION REGARDING COMPLIANCE
CONDUCTING CCA ACTIVITIES. FAILURE OF A COMMANDER TO CONDUCT
REQUIRED CCA ACTIVITIES WILL BE NOTED BY THE COMMANDER’S RATER.

LEADERS WITHIN 30 CALENDAR DAYS OF DEOCS COMPLETION. COMPLETION
OUTBRIEFS THROUGH EMAIL AND CONFIRMATION OF RECEIPT ARE NOT
ACCEPTABLE. SUBSEQUENT TO RECEIVING A RESULTS REVIEW,
COMMANDERS MUST BRIEF THEIR SUPERVISOR OR HIGHER HEADQUARTERS
ON THE RESULTS.
6.C. (U) ALL SURVEY ADMINISTRATORS WILL ADD AN IPPW/I-PAG POINT OF
CONTACT IF AVAILABLE AT THEIR INSTALLATION.
7. (U) ANNUAL CCA:
7.A. (U) CCAS HELP COMMANDERS FORM A MORE COMPREHENSIVE AND
ACTIONABLE UNDERSTANDING OF THEIR COMMAND CLIMATE.
7.A.1. (U) UNIT COMMANDERS AND ORGANIZATIONAL LEADERS MUST
CONDUCT AN ANNUAL CCA THAT INCLUDES ADMINISTERING A DEOCS
BETWEEN 1 AUGUST AND 30 NOVEMBER, WITH THE LAST DATE TO BEGIN A
SURVEY BEING NO LATER THAN 31 OCTOBER, AND THE CCA WILL
INCORPORATE MULTIPLE SOURCES OF INFORMATION SUCH AS
ADMINISTRATIVE RECORDS REVIEW, REPORTS, INTERVIEW DATA, FOCUS
GROUPS, OR OTHER EXISTING DATA.
7.A.2. (U) COMMANDERS WILL UTILIZE THEIR DEFENSE EQUAL OPPORTUNITY
MANAGEMENT INSTITUTE TRAINED AND ASSIGNED MEO ADVISOR OR
PROGRAM MANAGER TO DETERMINE THE BEST APPROACH TO ACHIEVE A
COMPREHENSIVE CCA.

ON A CCA MUST TAKE THE CCA MODULE OF PREVENTION COLLABORATION

KNOWLEDGE ONLINE COURSE PREV-004, HOW TO CONDUCT A COMMAND
CLIMATE ASSESSMENT AND ADMINISTER THE DEFENSE CLIMATE SURVEY
(5 HOURS).
7.A.4. (U) THE DEOCS WINDOW STARTS NO EARLIER THAN 1 AUGUST AND
CONCLUDES BY 30 NOVEMBER. THERE ARE NO EXCEPTIONS (SEE REF 1.A.).
WHILE THE ABILITY TO REGISTER A DEOCS MAY OCCUR PRIOR TO 1 AUGUST,
THE START DATE OF A DEOCS IS NOT AUTHORIZED PRIOR TO 1 AUGUST.
7.A.5. (U) THE DEOCS MUST BE INITIATED NO LATER THAN 31 OCTOBER.
7.A.6. (U) THE CCA IS CONSIDERED COMPLETE WHEN THE COMMANDER SIGNS
THE EXECUTIVE SUMMARY AND PLAN OF ACTION, BRIEFS THE NEXT HIGHER
COMMANDER, AND CONDUCTS A FEEDBACK SESSION WITH THE
ORGANIZATION WHICH SHOULD OCCUR NO LATER THAN 30 DAYS FOLLOWING
THE CLOSE OF A SURVEY WINDOW.
7.A.7. (U) THE COMMANDER WILL BRIEF THE NEXT HIGHER-LEVEL
COMMANDER ON CCA RESULTS, TO INCLUDE THE CCA ACTION PLAN, NO
LATER THAN 30 DAYS (60 DAYS FOR USAR/ARNG) AFTER RECEIPT OF SURVEY
RESULTS. COMMANDERS WILL RECEIVE ASSISTANCE FROM THEIR MEO
PROFESSIONAL AND OR IPPW PARTNERS/I-PAG TO DEVELOP CCA ACTION
PLANS. COMMANDERS CAN LEVERAGE PREVIOUS CIPP INFORMATION FOR
THEIR ACTION PLANS.
7.A.8. (U) A CCA ACTION PLAN IS A STRUCTURED APPROACH THAT A
COMMANDER USES TO IMPROVE AND MAINTAIN A POSITIVE CLIMATE. IT
SHOULD INCLUDE PLANNED ACTIONS TO ADDRESS AREAS OF CONCERN WITH
WAYS TO MONITOR OR EVALUATE THE EFFECTIVENESS OF THOSE PLANNED
ACTIONS AND ENSURE THEY ARE EXECUTED IN A TIMELY MANNER.
7.A.9. (U) MEO PROFESSIONALS WILL CONTINUE TO DEVELOP COMMAND
CLIMATE ACTIONS PLANS/DEOCS ACTION PLANS. THESE ACTION PLANS ARE
FOCUSED ON THE O-6 LEVEL AND ARE DEVELOPED IN COORDINATION WITH
THE I-PAG AND OTHER PREVENTION PARTNERS. THESE ACTION PLANS
SHOULD BE PROVIDED TO THE I-PAG FOR INCLUSION IN THE CIPP PLAN.
COMMANDERS AT EVERY LEVEL WILL RECEIVE SUPPORT FROM MEO AND
PREVENTION WORKFORCE PROFESSIONALS WITH THEIR ACTION PLANS.
7.B. (U) CHANGE OF COMMAND CCAS.
7.B.1. (U) COMMANDERS MUST CONDUCT A CHANGE OF COMMAND CCA
WITHIN 90 DAYS (120 DAYS FOR USAR/ARNG) AFTER ASSUMING COMMAND

8. (U) COMMANDERS MAY FIELD A DOCP SURVEY VOLUNTARILY FOR ANY
REASON OR MAY BE DIRECTED BY THEIR LEADERSHIP TO ADMINISTER A
DOCP SURVEY. FOR EXAMPLE, A DOCP SURVEY MAY BE ADMINISTERED AS
PART OF A CHANGE-IN-COMMAND CCA OR AS A FOLLOW-UP SURVEY TO
COLLECT INFORMATION TO ADDRESS CHALLENGES IDENTIFIED DURING A
UNIT’S OR ORGANIZATION’S ANNUAL DEOCS AND CCA ACTIVITIES. TO
MINIMIZE SURVEY FATIGUE, A DOCP SURVEY MUST NOT BE ADMINISTERED TO
THE SAME INDIVIDUAL MORE THAN ONCE A YEAR OR ADMINISTERED WITHIN
THE 90 DAYS BEFORE OR AFTER A DEOCS. DOCP REGISTRATION IS CLOSED
DURING THE ANNUAL DEOCS FIELDING WINDOW.
9. (U) CCA RESPONSIBILITIES:
9.A. (U) SURVEY PARTICIPATION.
9.A.1. (U) ALL SERVICEMEMBERS AND CIVILIAN EMPLOYEES MUST HAVE THE
OPPORTUNITY TO PARTICIPATE. WHILE PARTICIPATION IS VOLUNTARY,
COMMAND LEADERSHIP SHOULD PROMOTE MAXIMUM PARTICIPATION AND
PROVIDE OPPORTUNITIES FOR ALL PERSONNEL (MILITARY AND CIVILIANS) TO
TAKE SURVEYS DURING WORK HOURS.
9.A.2. (U) EACH SERVICEMEMBER AND CIVILIAN EMPLOYEE MUST ONLY BE
ASSESSED AT ONE ECHELON FOR EACH ASSESSMENT PERIOD (FOR
EXAMPLE, A SERVICEMEMBER MUST BE ASSESSED AT EITHER THE COMPANY
ECHELON OR BATTALION ECHELON, NOT BOTH FOR DEOCS AND DOCP).
9.A.3. (U) FOR SURVEY ADMINISTRATION, COMMANDERS SHOULD
UNDERSTAND THE SURVEY PLAN OF THEIR HIGHER HEADQUARTERS.
FACILITATING PARTICIPATION WITHIN THE HIGHER HEADQUARTERS’ PLAN
