2.  This MILPER message describes the process and specific eligibility criteria which allows officers to request to defer promotion consideration (opt-out) from the Fiscal Year 2027 (FY27), Army Competitive Category (ACC), Colonel (COL/O6), Promotion Selection Board (PSB). This message only applies to officers who are In Zone (Primary Zone) of consideration. Officers may submit their request to opt-out from 20 May 2026 to 28 June 2026. The application portal closes at 2359 hours eastern standard time (EST) on 28 June 2026 and will not be re-opened for late submissions.

2. Policy:

a. Merit Based Promotions. Pursuant to Title 10, U.S.C. Section 616(h)(3), the board may be authorized to recommend officers of particular merit from those officers recommended for promotion, to be placed higher on the promotion list.  This authority better allows the Army to recognize and reward personnel based on their performance and potential.

b. Opting Out of promotion consideration for this COL board is authorized.  HRC has published the eligibility criteria and administrative instructions for LTCs requesting to Defer Promotion Consideration (Opt-Out) from this board, within 26-171, 13 May 26.
