1. This MILPER message will expire no later than (NLT) 13 May 27.
2. Policy:
a. Merit Based Promotions. Pursuant to Title 10, U.S.C. Section 616(h)(3), the board may be authorized to recommend officers of particular merit from those officers recommended for promotion, to be placed higher on the promotion list. This authority better allows the Army to recognize and reward personnel based on their performance and potential.
b. Opting Out of promotion consideration for this COL board is authorized. HRC has published the eligibility criteria and administrative instructions for LTCs requesting to Defer Promotion Consideration (Opt-Out) from this board, within 26-171, 13 May 26.
c. The selection board will convene on or about 20 Oct 26 to consider eligible LTCs on the Active Duty List (ADL) for promotion to COL. The board will recess on or about 5 Nov 26. Officers eligible for consideration have the following Active Duty Grade Entry Dates (GED):
