MILPER Number: 25-351 Drill Sergeant Academy Deletion/Deferment Authority

1.  This MILPER will expire no later than (NLT) 24 August 2026 and supersedes reference E.

2.  Drill Sergeants play a critical role in the training and development of the Army’s future Soldiers. The negative impact of deletions, deferments, and no-shows of Soldiers on assignment to the Drill Sergeant Academy and Drill Sergeant assignments continue to hamper the Army’s ability to provide the force with trained, ready, and deployable Soldiers. It is critical that leaders at echelon not only assist in reducing deletions, deferments, and no-shows, but also encourage NCOs to become Drill Sergeants.

SUBJ/ALARACT 085/2025 – COMMAND CLIMATE ASSESSMENT
THIS ALARACT MESSAGE HAS BEEN TRANSMITTED BY JSP ON BEHALF OF THE
ASA (M&RA)

SELF-DIRECTED HARM AND PROHIBITED ABUSE OR HARM (AVAILABLE AT
HTTPS://WWW.ESD.WHS.MIL/)
1.C. (U) AR 600-20, ARMY COMMAND POLICY
2. (U) PURPOSE: TO RESTATE MILITARY EQUAL OPPORTUNITY (MEO) POLICY
AND PROCEDURES REGARDING CLIMATE ASSESSMENTS, TO INCLUDE
RESPONSIBILITIES FOR COMMANDERS, COMMANDING OFFICERS, OFFICERS-
IN-CHARGE, AND CIVILIAN EQUIVALENTS (SUBSEQUENTLY REFERRED TO AS
COMMANDERS), TO AFFIRM THE DEPARTMENT OF THE ARMY’S CONTINUED
USE OF THE DEFENSE CLIMATE PORTAL PORTFOLIO OF SYSTEMS (DEFENSE
ORGANIZATIONAL CLIMATE SURVEY (DEOCS), DEFENSE ORGANIZATIONAL
CLIMATE PULSE (DOCP) SURVEY, COMPREHENSIVE INTEGRATED PRIMARY
PREVENTION (CIPP) PLAN), TO PROVIDE GUIDANCE REGARDING COMMAND
CLIMATE ASSESSMENT (CCA) AND DEOCS PARTICIPATION AND FIELDING
WINDOW, AND TO ENSURE COMPLIANCE ALIGNMENT WITH THE LATEST
EXECUTIVE ORDERS AND DOD GUIDANCE.
3. (U) APPLICABILITY: THIS MESSAGE APPLIES TO ALL ARMY PERSONNEL AND
ORGANIZATIONS. (REGULAR ARMY, UNITED STATES ARMY RESERVE (USAR),
AND ARMY NATIONAL GUARD (ARNG)).
4. (U) DESIRED OUTCOME: THE ARMY’S GOAL IS TO PRODUCE LEADERS,
SOLDIERS, AND TEAMS THAT ARE READY FOR COMBAT. THE CCA PROCESS,
LEVERAGING THE DEOCS, PROVIDES COMMANDERS WITH VALUABLE AND
ACTIONABLE INSIGHT. COMMANDERS WILL FACILITATE POSITIVE
PROFESSIONAL ENVIRONMENTS, BUILT ON DIGNITY AND RESPECT, WHICH
DIRECTLY IMPACTS READINESS, STRENGTHENS OUR FORMATIONS, AND
ENHANCES OUR WARFIGHTING CAPABILITY AND OVERALL LETHALITY.
5. (U) BACKGROUND: THE DEOCS IS A CONGRESSIONALLY MANDATED UNIT-
LEVEL CLIMATE SURVEY THAT PROVIDES COMMANDERS WITH UNIT-SPECIFIC
INFORMATION ON CRITICAL PERSONNEL TOPICS SO THAT THEY CAN TAKE
IMMEDIATE STEPS TO ENHANCE THEIR COMMAND CLIMATE. THE OFFICE OF
PEOPLE ANALYTICS (OPA) REVITALIZED AND MODERNIZED THE SURVEY IN
2019 WITH THREE ACTION AREAS: SURVEY ADMINISTRATION PLATFORM,
SURVEY CONTENT, AND CCA REPORTING TOOL AND TOOLKITS.
ADJUSTMENTS CONTINUE AS OPA RECEIVES FEEDBACK FROM THE FIELD AND
DATA FROM RELATED TOOLS.
5.A. (U) OPA SPEARHEADED RESEARCH AIMING TO REDUCE SURVEY FATIGUE.
AS A RESULT, EACH SOLDIER AND CIVILIAN MUST ONLY BE ASKED TO
PARTICIPATE IN ONE DEOCS ANNUALLY AND SHOULD ONLY BE ASKED TO
PARTICIPATE IN CCA ACTIVITIES AT ONE ECHELON (SEE REF 1.A.).
BATTALIONS OR EQUIVALENT AND HIGHER MAY RECEIVE ASSISTANCE FROM
MEO PROFESSIONALS AND INTEGRATED PRIMARY PREVENTION WORKFORCE
(IPPW) PERSONNEL TO ROLL UP SUBORDINATE UNIT DEOCS RESULTS IN
ORDER TO COMPLETE THEIR CHANGE OF COMMAND OR ANNUAL CCA.
ADDITIONALLY, OPA DEVELOPED DOCP SURVEYS, WHICH CAN INCLUDE UP TO
15 QUESTIONS TO BE USED BY COMMANDERS BETWEEN ANNUAL CCAS AS
NEEDED. EACH SOLDIER AND CIVILIAN SHOULD ONLY BE ASKED TO
PARTICIPATE IN ONE DOCP ANNUALLY. DOCP SURVEYS ARE ONLY AVAILABLE
FOR USE OUTSIDE OF THE DEOCS FIELDING WINDOW. ADDITIONAL DEOCS
AND DOCP INITIATION IS ONLY POSSIBLE BY EXCEPTION UNDER CERTAIN
CIRCUMSTANCES AND REQUIRES APPROVAL.
5.B. (U) DURING THE 2024 DEOCS ANNUAL FIELDING, COMMANDERS INVITED
682,023 PERSONNEL TO TAKE A DEOCS AND ONLY 253,364 PERSONNEL
RESPONDED, A 40 PERCENT RESPONSE RATE. THERE WERE 331
REGISTRATIONS CONSIDERED NON-REPORTABLE, FOR FAILING TO REACH
THE REQUIRED NUMBER OF RESPONDENTS (16). RESULTS WITH RESPONSE
UNDER 30 PERCENT MAY NOT PROVIDE AN ACCURATE PICTURE OF AN
ORGANIZATION’S CLIMATE. UNITS SHOULD STRIVE FOR 50 PERCENT OR
HIGHER. THE ANNUAL CCA SECTION OUTLINES RECOMMENDATIONS FOR
INCREASING DEOCS PARTICIPATION.
5.C. (U) A CCA IS A PROCESS THAT IS CONTINUAL AND FLUID WITH
ACTIONABLE OBJECTIVES TO ASSIST COMMANDERS WITH FACILITATING A
POSITIVE PROFESSIONAL ENVIRONMENT FOR THEIR PERSONNEL. CCA
ACTIVITIES WILL OCCUR THROUGHOUT THE YEAR AND MUST INCLUDE A
DEOCS AND AT LEAST ONE ADDITIONAL SOURCE OF INFORMATION
(INTERVIEWS, FOCUS GROUPS, RECORDS REVIEWS, DOCP, AND SO ON). THE
ANNUAL DEOCS FIELDING WINDOW IS 1 AUGUST THROUGH 20 NOVEMBER
(SEE REF 1.A.). THROUGH THEIR ACTION PLANS, COMMANDERS WILL PROVIDE
INPUT TO CIPP PLAN WHICH IS UPLOADED INTO THE DEFENSE CLIMATE
PORTAL BY THE LOCAL INSTALLATION INTEGRATED PREVENTION ADVISORY
GROUP (I-PAG).
5.D. (U) THE CCA PRIMARILY SERVES AS AN ORGANIZATIONAL DEVELOPMENT
TOOL TO HELP COMMANDERS AND LEADERS BUILD POSITIVE
ORGANIZATIONAL CLIMATES. THE CCA ALLOWS UNIT COMMANDERS AND
ORGANIZATIONAL LEADERS TO IDENTIFY AREAS FOR IMPROVEMENT AND
TAKE APPROPRIATE ACTIONS TO ADDRESS CHALLENGES WITHIN THEIR
ORGANIZATION. CCAS ALSO ALLOW DECISION MAKERS AT THE STRATEGIC
LEVEL TO DIRECT RESOURCES TO THE UNITS, ORGANIZATIONS, OR
LOCATIONS THAT ARE MOST IN NEED OF PREVENTION SUPPORT.
6. (U) CCA (TIMELINE AND PROCESS):
6.A. (U) UNIT COMMANDERS AND ORGANIZATIONAL LEADERS MUST CONDUCT
A CHANGE OF COMMAND CCA WITHIN 90 DAYS OF ASSUMING COMMAND FOR
ACTIVE DUTY UNITS AND WITHIN 120 DAYS FOR USAR AND ARNG UNITS.
PERSONNEL ADMINISTERING THE DEOCS, MUST COMPLETE CCA AND CIPP
TRAINING AS REQUIRED BY REFERENCE 1.A. OFFICER EVALUATIONS OF
COMMANDERS WILL INCLUDE INFORMATION REGARDING COMPLIANCE
CONDUCTING CCA ACTIVITIES. FAILURE OF A COMMANDER TO CONDUCT
REQUIRED CCA ACTIVITIES WILL BE NOTED BY THE COMMANDER’S RATER.
FOR PLANNING MATERIALS AND MARKETING MATERIALS VISIT
HTTPS://WWW.PREVENTION.MIL/CLIMATE-PORTAL/.
6.B. (U) MEO PROFESSIONALS WILL PARTNER WITH AND SHARE
ORGANIZATIONAL CCA AND DEOCS RESULTS, INCLUDING THE SURVEY
COMMENTS SECTION AND THE EXECUTIVE SUMMARY AND PLAN OF ACTION,
WITH THE I-PAG PROGRAM MANAGER/SUPERVISORY PREVENTION LEAD. MEO
PROFESSIONALS WILL PROVIDE AN OUTBRIEF TO COMMANDERS AND
LEADERS WITHIN 30 CALENDAR DAYS OF DEOCS COMPLETION. COMPLETION
OUTBRIEFS THROUGH EMAIL AND CONFIRMATION OF RECEIPT ARE NOT
ACCEPTABLE. SUBSEQUENT TO RECEIVING A RESULTS REVIEW,
COMMANDERS MUST BRIEF THEIR SUPERVISOR OR HIGHER HEADQUARTERS
ON THE RESULTS.
6.C. (U) ALL SURVEY ADMINISTRATORS WILL ADD AN IPPW/I-PAG POINT OF
CONTACT IF AVAILABLE AT THEIR INSTALLATION.
7. (U) ANNUAL CCA:
7.A. (U) CCAS HELP COMMANDERS FORM A MORE COMPREHENSIVE AND
ACTIONABLE UNDERSTANDING OF THEIR COMMAND CLIMATE.
7.A.1. (U) UNIT COMMANDERS AND ORGANIZATIONAL LEADERS MUST
CONDUCT AN ANNUAL CCA THAT INCLUDES ADMINISTERING A DEOCS
BETWEEN 1 AUGUST AND 30 NOVEMBER, WITH THE LAST DATE TO BEGIN A
SURVEY BEING NO LATER THAN 31 OCTOBER, AND THE CCA WILL
INCORPORATE MULTIPLE SOURCES OF INFORMATION SUCH AS
ADMINISTRATIVE RECORDS REVIEW, REPORTS, INTERVIEW DATA, FOCUS
GROUPS, OR OTHER EXISTING DATA.
7.A.2. (U) COMMANDERS WILL UTILIZE THEIR DEFENSE EQUAL OPPORTUNITY
MANAGEMENT INSTITUTE TRAINED AND ASSIGNED MEO ADVISOR OR
PROGRAM MANAGER TO DETERMINE THE BEST APPROACH TO ACHIEVE A
COMPREHENSIVE CCA.
7.A.3. (U) PERSONNEL ADMINISTERING THE DEOCS, DOCP, OR CONSULTING
ON A CCA MUST TAKE THE CCA MODULE OF PREVENTION COLLABORATION
FORUM APPROVED TRAINING.
7.A.3.A. (U) ONLY DEFENSE EQUAL OPPORTUNITY MANAGEMENT INSTITUTE
EQUAL OPPORTUNITY ADVISOR COURSE GRADUATES THAT EARNED THE
SKILL QUALIFICATION IDENTIFIER Q OR ADDITIONAL SKILL IDENTIFIER 5T CAN
REQUEST AND ADMINISTER THE DEOCS, ADMINISTER OTHER ASSESSMENT
TOOLS, AND PREPARE ASSESSMENT ANALYSIS FOR COMMANDERS/SENIOR
RANKING OFFICERS (SROS). COMMANDERS DO NOT NEED TO COMPLETE THE
CCA TRAINING BUT SHOULD HAVE A BASIC UNDERSTANDING OF A CCA.
7.A.3.B. (U) IF LOCAL MEO SUPPORT IS UNAVAILABLE, REACH OUT TO YOUR
NEXT LEVEL COMMAND. MEO PROFESSIONALS AND PROGRAM MANAGERS
MAY ALSO SUPPORT ADJACENT UNITS. LOCATE TRAINING THROUGH JOINT
KNOWLEDGE ONLINE COURSE PREV-004, HOW TO CONDUCT A COMMAND
CLIMATE ASSESSMENT AND ADMINISTER THE DEFENSE CLIMATE SURVEY
(5 HOURS).
7.A.4. (U) THE DEOCS WINDOW STARTS NO EARLIER THAN 1 AUGUST AND
CONCLUDES BY 30 NOVEMBER. THERE ARE NO EXCEPTIONS (SEE REF 1.A.).
WHILE THE ABILITY TO REGISTER A DEOCS MAY OCCUR PRIOR TO 1 AUGUST,
THE START DATE OF A DEOCS IS NOT AUTHORIZED PRIOR TO 1 AUGUST.
7.A.5. (U) THE DEOCS MUST BE INITIATED NO LATER THAN 31 OCTOBER.
7.A.6. (U) THE CCA IS CONSIDERED COMPLETE WHEN THE COMMANDER SIGNS
THE EXECUTIVE SUMMARY AND PLAN OF ACTION, BRIEFS THE NEXT HIGHER
COMMANDER, AND CONDUCTS A FEEDBACK SESSION WITH THE
ORGANIZATION WHICH SHOULD OCCUR NO LATER THAN 30 DAYS FOLLOWING
THE CLOSE OF A SURVEY WINDOW.
7.A.7. (U) THE COMMANDER WILL BRIEF THE NEXT HIGHER-LEVEL
COMMANDER ON CCA RESULTS, TO INCLUDE THE CCA ACTION PLAN, NO
LATER THAN 30 DAYS (60 DAYS FOR USAR/ARNG) AFTER RECEIPT OF SURVEY
RESULTS. COMMANDERS WILL RECEIVE ASSISTANCE FROM THEIR MEO
PROFESSIONAL AND OR IPPW PARTNERS/I-PAG TO DEVELOP CCA ACTION
PLANS. COMMANDERS CAN LEVERAGE PREVIOUS CIPP INFORMATION FOR
THEIR ACTION PLANS.
7.A.8. (U) A CCA ACTION PLAN IS A STRUCTURED APPROACH THAT A
COMMANDER USES TO IMPROVE AND MAINTAIN A POSITIVE CLIMATE. IT
SHOULD INCLUDE PLANNED ACTIONS TO ADDRESS AREAS OF CONCERN WITH
WAYS TO MONITOR OR EVALUATE THE EFFECTIVENESS OF THOSE PLANNED
ACTIONS AND ENSURE THEY ARE EXECUTED IN A TIMELY MANNER.
7.A.9. (U) MEO PROFESSIONALS WILL CONTINUE TO DEVELOP COMMAND
CLIMATE ACTIONS PLANS/DEOCS ACTION PLANS. THESE ACTION PLANS ARE
FOCUSED ON THE O-6 LEVEL AND ARE DEVELOPED IN COORDINATION WITH
THE I-PAG AND OTHER PREVENTION PARTNERS. THESE ACTION PLANS
SHOULD BE PROVIDED TO THE I-PAG FOR INCLUSION IN THE CIPP PLAN.
COMMANDERS AT EVERY LEVEL WILL RECEIVE SUPPORT FROM MEO AND
PREVENTION WORKFORCE PROFESSIONALS WITH THEIR ACTION PLANS.
7.B. (U) CHANGE OF COMMAND CCAS.
7.B.1. (U) COMMANDERS MUST CONDUCT A CHANGE OF COMMAND CCA
WITHIN 90 DAYS (120 DAYS FOR USAR/ARNG) AFTER ASSUMING COMMAND
AND ANNUALLY THERE AFTER.
7.B.2. (U) A CHANGE OF COMMAND CCA WILL NOT INCLUDE A DEOCS IF ONE
WAS ADMINISTERED WITHIN THE PREVIOUS 12 MONTHS.
7.B.3. (U) A CHANGE OF COMMAND MAY INCLUDE A DOCP IF CHANGE OF
COMMAND OCCURS OUTSIDE OF THE DEOCS ANNUAL FIELDING WINDOW.
CLIMATE SURVEYS MAY NOT BE INITIATED WITHIN 90 DAYS OF EACH OTHER.
7.B.4. (U) COMMANDERS MUST REVIEW THE UNIT OR ORGANIZATION’S MOST
RECENT ANNUAL CCA ACTION PLAN AND ASSESS THE PREVIOUS
COMMANDER’S PROGRESS IN IMPLEMENTING THE RELEVANT ACTIONS THE I-
PAG FACILITATED CIPP PLAN, AS WELL AS CONSIDER OTHER SOURCES OF
DATA ABOUT COMMAND CLIMATE, INCLUDING THE RISK AND PROTECTIVE
FACTORS FOR HARMFUL BEHAVIORS AS OUTLINED IN REFERENCE 1.A.
7.B.5. (U) IF A CHANGE OF COMMAND OCCURS DURING THE ANNUAL DEOCS
FIELDING WINDOW, COMMANDERS SHOULD CONDUCT A SINGLE DEOCS TO
FULFILL BOTH CHANGE OF COMMAND CCA AND ANNUAL CCA REQUIREMENTS.
8. (U) COMMANDERS MAY FIELD A DOCP SURVEY VOLUNTARILY FOR ANY
REASON OR MAY BE DIRECTED BY THEIR LEADERSHIP TO ADMINISTER A
DOCP SURVEY. FOR EXAMPLE, A DOCP SURVEY MAY BE ADMINISTERED AS
PART OF A CHANGE-IN-COMMAND CCA OR AS A FOLLOW-UP SURVEY TO
COLLECT INFORMATION TO ADDRESS CHALLENGES IDENTIFIED DURING A
UNIT’S OR ORGANIZATION’S ANNUAL DEOCS AND CCA ACTIVITIES. TO
MINIMIZE SURVEY FATIGUE, A DOCP SURVEY MUST NOT BE ADMINISTERED TO
THE SAME INDIVIDUAL MORE THAN ONCE A YEAR OR ADMINISTERED WITHIN
THE 90 DAYS BEFORE OR AFTER A DEOCS. DOCP REGISTRATION IS CLOSED
DURING THE ANNUAL DEOCS FIELDING WINDOW.
9. (U) CCA RESPONSIBILITIES:
9.A. (U) SURVEY PARTICIPATION.
9.A.1. (U) ALL SERVICEMEMBERS AND CIVILIAN EMPLOYEES MUST HAVE THE
OPPORTUNITY TO PARTICIPATE. WHILE PARTICIPATION IS VOLUNTARY,
COMMAND LEADERSHIP SHOULD PROMOTE MAXIMUM PARTICIPATION AND
PROVIDE OPPORTUNITIES FOR ALL PERSONNEL (MILITARY AND CIVILIANS) TO
TAKE SURVEYS DURING WORK HOURS.
9.A.2. (U) EACH SERVICEMEMBER AND CIVILIAN EMPLOYEE MUST ONLY BE
ASSESSED AT ONE ECHELON FOR EACH ASSESSMENT PERIOD (FOR
EXAMPLE, A SERVICEMEMBER MUST BE ASSESSED AT EITHER THE COMPANY
ECHELON OR BATTALION ECHELON, NOT BOTH FOR DEOCS AND DOCP).
9.A.3. (U) FOR SURVEY ADMINISTRATION, COMMANDERS SHOULD
UNDERSTAND THE SURVEY PLAN OF THEIR HIGHER HEADQUARTERS.
FACILITATING PARTICIPATION WITHIN THE HIGHER HEADQUARTERS’ PLAN
MAY BE NECESSARY, ESPECIALLY IF SURVEY ADMINISTRATOR CONSTRAINTS
EXIST. NATIONAL GUARD UNITS MUST REVIEW NATIONAL GUARD BUREAU CCA
AND DEOCS GUIDANCE AND ENSURE COMPLIANCE WITH THEIR STATE'S CCA
PLANS.
9.A.4. IF A UNIT IS PART OF AN ORGANIZATIONAL REALIGNMENT, THE
COMMANDER IS STILL RESPONSIBLE FOR FACILITATING A DEOCS AND CCA
ACTIVITIES. IF A REALIGNMENT OCCURS OR IS EXPECTED TO OCCUR DURING
A SURVEY WINDOW, LEADERS MUST ENSURE COORDINATION WITH THEIR
HIGHER HEADQUARTERS TO ENSURE THE MOST MEANINGFUL RESULTS (SEE
PARA 9.A.1.).
9.A.5. (U) BATTALION OR EQUIVALENT COMMANDS WILL SURVEY BATTALION
STAFF ELEMENT AND COMPANY COMMAND TEAMS AND WILL COMPLETE A
DEOCS PORTAL ROLL-UP OF SUBORDINATE ORGANIZATIONS (COMPANIES OR
EQUIVALENT) SURVEY (DEOCS AND DOCP) RESPONSES AND HISTORICAL
DATA.
9.A.6. (U) BRIGADE OR EQUIVALENT COMMANDERS WILL SURVEY BRIGADE
STAFF ELEMENT AND SUBORDINATE COMMAND TEAMS ONE LEVEL BELOW.
9.A.7. (U) DIVISION COMMANDERS AND ABOVE WILL SURVEY HEADQUARTERS

TYPE ORGANIZATIONS SRO, O-5/GS-14 OR EQUIVALENT WILL SURVEY THE
ENTIRE ORGANIZATION (MINUS THE LEADERSHIP TEAM).
9.A.9. (U) NON-COMMAND TYPE ORGANIZATIONS SRO, COL/O-6, GS-15, OR
EQUIVALENT WILL SURVEY THE STAFF MEMBERS AND SUBORDINATE LEVEL
LEADERSHIP TEAMS AND WILL COMPLETE A DEOCS PORTAL ROLL-UP OF
SUBORDINATE ORGANIZATIONS (COMPANIES OR EQUIVALENT) SURVEY
(DEOCS AND DOCP) RESPONSES AND HISTORICAL DATA.
9.A.10. (U) NON-COMMAND TYPE ORGANIZATIONS SRO, GENERAL OFFICER
(GO)/SENIOR EXECUTIVE SERVICE (SES) OR EQUIVALENT WILL SURVEY STAFF
MEMBERS AND SUBORDINATE LEVEL LEADERSHIP TEAM(S) OF THE
ORGANIZATION OF THE UPCOMING ASSESSMENT ONE LEVEL BELOW AND
WILL COMPLETE A DEOCS PORTAL ROLL-UP OF SUBORDINATE UNIT (O-5/GS-
14 AND O-6/GS-15) SURVEY (DEOCS AND DOCP) RESPONSES AND HISTORICAL
DATA.
9.A.11. (U) ALL O-5/GS-14, O-6/GS-15, AND GO/SES SROS OF HEADQUARTERS,
DEPARTMENT OF THE ARMY (HQDA) ORGANIZATIONS WILL CONDUCT A
CLIMATE ASSESSMENT IN ACCORDANCE WITH REFERENCE 1.A. THE MILITARY
DISTRICT OF WASHINGTON ADMINISTERS SURVEYS FOR HQDA STAFF
ELEMENTS. THE ACTION PLANS FROM THESE HQDA COMMAND CLIMATE
ASSESSMENTS WILL BE COMPILED INTO THE ARMY’S STRATEGIC LEVEL CIPP
PLAN.
9.A.12. (U) COMMANDERS SHOULD CONDUCT A THOROUGH OUTBRIEF TO
THEIR UNITS THAT SIMULTANEOUSLY ADDRESSES SELF-DIRECTED,
PROHIBITED, ABUSIVE, OR OTHER HARMFUL ACTS, INCLUDING PREVENTION
ACTIVITIES OF SAID ACTS. THIS INCREASES FUTURE PARTICIPATION AND
ENABLES A COHESIVE, COMPREHENSIVE APPROACH THAT PROMOTES UNITY
OF EFFORT, AVOIDS UNNECESSARY DUPLICATION, AND LESSENS TRAINING
FATIGUE.
9.A.13. (U) HIGHER VOLUNTARY SURVEY PARTICIPATION RATES INCREASES
COMMANDER CONFIDENCE THAT THE RESULTS REPRESENT THE VIEWS OF
THE ORGANIZATION.
9.A.14. (U) COMMANDERS SHOULD PAY SPECIAL ATTENTION TO THE WRITTEN
COMMENTS IN THE DEOCS AS THEY MAY PROVIDE AWARENESS OF
PREVIOUSLY UNDETECTED ISSUES.
9.A.15. (U) COMMAND TEAMS WILL WORK CLOSELY WITH THEIR MEO
PROFESSIONALS AND PUBLIC AFFAIRS OFFICE TO ENSURE STRATEGIC
MESSAGING EMPHASIZES VOLUNTARY AND CONFIDENTIAL PARTICIPATION IN
THE DEOCS AND DOCP. COMMAND TEAMS WILL EMPLOY A VARIETY OF
STRATEGIC MESSAGING TOOLS TO ENCOURAGE PARTICIPATION IN TAKING
CLIMATE SURVEYS, AS A WAY OF INCREASING THE RESPONSE RATES.
9.A.16. (U) MEO EQUAL OPPORTUNITY ADVISORS AND PROGRAM MANAGERS
WILL PROVIDE COMMANDERS WITH THE RESPONSE RATE ON A WEEKLY OR
BI-WEEKLY BASIS AND CAN EXTEND THE SURVEY END DATE IN THE DEOCS
PORTAL TO GIVE THE PARTICIPANTS MORE TIME TO COMPLETE THE SURVEY,
POTENTIALLY INCREASING THE RESPONSE RATES. NO EXTENSIONS ARE
AUTHORIZED PAST 30 NOVEMBER.
9.B. (U) THE DEOCS PROVIDES DATA ON PROTECTIVE AND RISK FACTORS.
THESE FACTORS PROVIDE INFORMATION ON LEADING INDICATORS OF
SUCCESSFUL MISSION ACCOMPLISHMENT AND THE POTENTIAL FOR
PREVENTING HARMFUL BEHAVIORS SUCH AS SUICIDE AND SEXUAL ASSAULT.

3. HQDA EXORD 270-25 OFFICER CAREER FIELD REVIEW (CUI), DTG: 181844Z AUG 25. The CSA has directed the Army G1 to modernize the Army's approach to officer career field management, ensuring it effectively addresses evolving demands and future capabilities…. Effective immediately, the Army will conduct a comprehensive review while analyzing the functional area (posture) and the non-accession branches, commencing in July 2025 and concluding by December 2025…. This endeavor will align officer management practices, with forthcoming operational and strategic capabilities, to optimize the significant investment in Army Officers and enhance talent across the force. The two goals of this effort are to increase flexibility for basic branch officers to serve in a subset of current functional areas and to modify/reduce/eliminate the number, size, and/or composition of current functional areas (FAs).      a. ALARACT 081/2025, SATELLITE AND BLENDED INTERMEDIATE LEVEL
EDUCATION WAY FORWARD, DTG: R 191600Z AUG 25. On 28 May 2025, the CSA approved the closure of the Fort Belvoir and Redstone Arsenal Satellite ILE Programs and the reduction of the blended TTBM4 ILE program at Fort Leavenworth to only the basic branch credentialing, Advanced Operations Course (AOC). The changes are effective following the end date of current May - August 2025 Fort Belvoir and Redstone Arsenal satellite common core classes, and the July - November 2025 Fort Leavenworth TTBM4 common core class. These changes result in the elimination of all 768 annual in - person common core course opportunities from the satellite and blended ILE programs but sustain in - person AOC opportunities for Active Component (AC) and Reserve component (RC) basic branch officers. Beginning with the FY 2025 Army Competitive Category Major Promotion Selection Board (PSB) convening on or about 18 June 2025, the ILE selection board immediately following, and all subsequent AC and RC major PSB and ILE selection boards, all AC basic branch, functional area, special branch, and RC officers not selected for the 10- month resident course will complete ILE common core by distance learning.  https://armyeitaas.sharepoint-mil.us/teams/S1NETHomePage/Lists/Officer%20Policy/ALARACT%200812025,%20SATELLITE%20AND%20BLENDED%20INTERMEDIATE%20LEVEL%20%20EDUCATION%20WAY%20FORWARD,%20DTG%20R%20191600Z%20AUG%2025

9. MEMBER REQUESTS.

     a. PAY PER MISMATCH REPORT (IPPS-A) SOLUTION GUIDE (RA). Greetings S1NET! I recently discovered the Pay Per Mismatch report in IPPS-A. I have a member of my team building a Pay Per Mismatch Report "Solution Guide", but I figured I would reach out to see what is already developed. Two RFIs: (1) Does anyone have thoughts on where to focus - I am thinking Grade / GED / BASD. (2) Does anyone have a product that: Identifies how to confirm what is right (DJMS-AC vs IPPS-A) (Recommended source documents to use). How to solve, per system, the discrepancy (including submission method, required documents, approval authority, etc). https://actnow.army.mil/forums/html/topic?id=dd7856c7-6640-4ff5-9359-adad06b87ba3

MEMORANDUM FOR Deputy Chief of Staff, G-4, 500 Army Pentagon, Washington, DC 20310-
0500
SUBJECT: Recommendation for Lieutenant General Arthur J. Gregg Leadership Award
1. Recommend the following individual be awarded the Lieutenant General Arthur J. Gregg
Leadership Award.
a. Name: John Smith
b. Rank/Grade: MAJ/O-4
c. MOS/Series: 90A/92A
d. Unit of Assignment/Directorate: HQDA, G-4/Strategic Readiness Division
e. Duty Position: Chief of Current Operation
f. Inclusive Dates: 11 May 2015 – 12 November 2016
g. Justification:
(1) MAJ Smith exemplifies everything the Army and the Logistics Corps values in a
leader and has displayed excellence throughout his stellar career. While assigned as the Chief
of the HQDA, G-4 Current Operations and Strategic Readiness Division, MAJ Smith has spread
the Army message on Operational Materiel Readiness to the Army’s most senior leadership (the
Secretary of the Army, Chief of Staff of the Army, the Under Secretary of the Army and the
Assistant Secretary of the Army, for Acquisition, Logistics and Technology), in an effort to
support the continued evolution of the vital Army materiel enterprise. His leadership and
planning abilities were instrumental to the G-4’s ability to make decisive and informed decision
regarding policies, processes, and resources.
(2) MAJ Smith created process improvements that drove maintenance backorders down
by 31%, far exceeding the other commands. Once MAJ Smith’s processes were adopted by the
entire command, there was a further reduction of 18% across the industrial customer base
within six months. The processes were later adopted by the higher four-star command, who
used this approach to drive improvement across the command’s 25M labor hours and $5B in
repairs annually. MAJ Smith also developed tracking mechanisms that were implemented
theater wide to support the responsible drawdown of every major commodity in theater.
(3) MAJ Smith also managed the activities of 1,440 contractors who operated the Class I
delivery system and operated four defense reutilization and marketing offices in Iraq. MAJ
Smith’s team provided 100% of the class I, III, and IV, and 92% of all other major commodities
in support of three U.S. Army Divisions. These totals included providing more than 1.2 million
gallons of class III and 360 trucks of Class I daily in support of operations. MAJ Smith
supervised $3.4B worth of class I and III for the entire Iraq join operations area, while providing
food to nearly 200,000 military and civilian personnel daily.
