1. This message updates and clarifies the procedures in reference C and D for High School Senior Stabilizations. This MILPER will expire no later than (NLT) 2 June 2026 and rescinds reference E. The contents of this message will not expire upon the expiration of the message, unless contrary to controlling directive or regulations. The procedures will be published in an Army document, or the message will be reissued.
2. Applicability.
a.
These procedures apply to Regular Army Soldiers as well as Active Guard
Reserve (AGR) of the Army National Guard and the U.S. Army Reserve.
Judge Advocate General (JAG) and Chaplain Areas of Concentration (AOC)
are managed by their proponents which retains disapproval authority.
b. Army personnel assigned to non-Army agencies or units must comply with all directives and regulations that apply to their command before submitting a request (e.g. RA Soldiers assigned to the Defense Courier Service (DCS) must comply with reference A).
