2. Concept. The CSL27 process will occur in four phases to develop the OML. The first phase begins on 08 May 2025 when eligible officers will have the opportunity to OPT-IN to CSL27. Once officers have elected to compete for CSL, the Army will determine the invitation list for CCAP 27 using each officer’s past performance against the total requirements for each branch. The second phase consists of participating at CCAP 27 from 9-21 October 2025. The third phase consists of the Job Performance Panel (JPP) which considers officers who are certified for command (CFC) at CAP27 and considers the totality of their file and CAP scored assessments to determine the OML. The fourth and final phase is the CSA’s approval of the OML which informs slating.
