From the Chief, Security and Background Screening, HRC FSD: Per AR 635-200, Chapter 12, section 7 (c) Soldiers who are under suspension of favorable personnel action under AR 600-8-2 are not precluded from submitting DA Form 2339. Requests for retirement will be considered on a case-by-case basis by the local approval retirement authority. Since the security flag (E), is covered by this regulation, the Soldier can proceed in the submission of the retirement packet. This MILPER message applies to semi-centralized promotion cycle activities for all Active Component (AC) and U.S. Army Reserve Active Guard Reserve (USAR AGR) and Individual Mobilization Augmentee (IMA) enlisted Soldiers, and amplifies processing timeline requirements to support the monthly semi-centralized promotions cycle. The AFT replaces the Army Combat Fitness Test (ACFT) on 1 June 2025. The Army will no longer conduct the ACFT after 31 May 2025. A Soldier's record ACFT taken before 31 May 2025 remain valid in accordance with current Army policies. Failure to have a record AFT in the Digital Training Management System (DTMS) (all Soldiers; general standard, beginning 1 October 2025 / combat specialties; combat standard, beginning 1 January 2026) will result in no promotion points applied toward the AFT category under military training in the promotion cycle.
