b. LIFTING LEADERS FIRST REQUIREMENTS FOR THE ARMY NATIONAL GUARD (PPOM 25-006). In accordance with FRAGO 5 to HQDA EXORD 097-16, the Army National Guard has fulfilled the requirements of the Leaders First strategy, transitioning from Phase 3 (Assignment to Operational Units) to Phase 4 (Sustain and Optimize). In this phase, the Army National Guard achieves full operational capability. Initial entry assignments are based on the needs of the Army. the FY25 AVB program. This program is essential to retain Rated Aviators
critical to the success of the Army's mission. The Rated Aviator
inventory will be reviewed each quarter and the AVB program will be
