1. DEFINING THE TERM “IN GOOD STANDING” FOR RESERVE COMPONENT SOLDIERS RECEIVING RETIREMENT POINTS DUE TO ATTENDANCE RESTRICTIONS RELATED TO COVID-19, 31 OCT 22.  Memo from the ASA M&RA: Section 516 of Public Law 116-283 amended Sections 12732 and 12733 of Title 10 U.S.C. to allow one retirement point to be awarded for the purpose of computing years of service for non-regular retired pay for each day of active service or for each drill or period of equivalent instruction that was prescribed to be performed during the covered emergency period, defined in this memo. Retirement points can be awarded if the Reserve Component (RC) member concerned was prevented from performing such duty due to travel or duty restrictions imposed by the President or the Secretary of Defense. See the memo for specifics. 2. FRAGMENTARY ORDER 017 (UPDATED GUIDANCE) TO OPERATION ORDER 21-075 UNITED STATES ARMY RESERVE COMMAND (USARC) MANDATORY CORONAVIRUS DISEASE 2019 (COVID-19) VACCINATION PROGRAM (CUI), DTG: 281700ZOCT22. This order supersedes USARC OPORD 21-019 and all subsequent FRAGORD, and addresses Secretary of the Army implementation of Reference 3, COVID-19 Vaccination of Department of Defense Service Members, dated 24 AUG 2021. Civilian employees who are also members of the reserve and not on active-duty orders will complete vaccination in accordance with published civilian employee vaccination guidelines. This OPORD does not address federal civilian or contract employees (see USARC OPORD 21-048). 3. (USAR) ARMY RESERVE CAREER GROUP (ARCG) CAREER MANAGEMENT OFFICE - WORKSHOP AND SITE VISIT REQUEST. Would you like an ARCG Career Manager to visit your unit to brief your unit and provide some one-on-one support to your officers?  If so, submit your request per the instructions at the following link. This is a NEW initiative so be prepared to be patient and flexible while we iron out how we approach and improve this initiative going forward. 4. FY23 USAR SELECTED RESERVE INCENTIVE PROGRAM (SRIP) EFFECTIVE 31 OCTOBER 2022. The intent of the yearly SRIP policy of the United States Army Reserve (USAR) is to support leadership in meeting end strength, readiness, and force balancing objectives. It provides recruiting and retention incentives to assist in filling critical shortages. Incentives are implemented to support unit and occupational skill staffing requirements. All incentives are subject to the availability of funds, which may change without notice. 5. IPPS-A ITEMS.      a. IPPS-A R3 ROLES AND PERMISSIONS TRAINING SERIES: PART III – 15 NOVEMBER 2022 (ROLES AND PERMISSIONS INTERNAL CONTROLS). Attached is the CONOP for the IPPS-A R3 Audit and Internal Controls live training Part I – Introduction and Report Review. During Part I of the three-part series, the IPPS-A FMD Audit/Internal Controls team will familiarize users with a deep dive of Army’s Financial Statement Audit.
