TRADOC Europe Collection Reports Available

Since February, our CALL
updates have mentioned the TRADOC Europe Collection. Over 50 subject
matter experts from across the TRADOC Centers of Excellence and other
U.S. Army organizations have been observing operations in the USAREUR-AF
area of responsibility in response to the situation in Ukraine. We have
collected hundreds of observations across all warfighting functions
initially on crisis action planning, then shifted to the unique mission
sets for 18th ABN and V Corps as they operated in the competition and
crisis continuum. We worked closely with the TRADOC G-2 to analyze open
source and other information on the actual conflict in Ukraine to
identify the "so what" implications for the U.S. Army. CALL's priority
effort with the TRADOC Europe Collection will continue for the
foreseeable future, and we are starting to disseminate reports once Army
Senior Leaders review the key observations and findings and determine
any follow-up actions related to the reports.

New Products from CALL

CALL’s main effort remains
our TRADOC Europe collection and analysis team (CAAT). We have sent our
third rotation of CAAT members to select locations in Germany to observe
lessons and best practices associated with U.S. Army operations in
response to the situation in Ukraine. Army Senior Leaders are reviewing
our initial reports from this collection, as well as our analysis of
verified open source intelligence from the actual fight. In a few weeks,
I expect the approval to release the reports and we will post them on a
SIPRnet website for access. On 28 July 22, the HQDA DCS G-3/5/7
released HQDA EXORD 193-22 Army Lessons Learned Annual Plan (ALLAP)
Fiscal Year 2023 via electronic message. This is the FY23 start point
for the Army’s lessons learned effort not just for CALL, but also for
the Centers of Excellence and Army units. We know that most plans do not
survive first contact, so there is built in flexibility to adjust our
focus topics and collection efforts based on Army Senior Leader
guidance. While our main focus is on Europe, we are also preparing to
collect during combat training center (CTC) program events this fall. We
will send CAATs to Mission Command Training Program Warfighter Exercise
23-2 (22 Sep – 4 Oct) and National Training Center Rotation 23-02 (Also
known as JPMRC 23-1). CTC events remain an invaluable source of
large-scale combat operations observations and lessons, and we will
continue our close relationship with the CTCs throughout the year. We
are also working in close coordination with Army Futures Command to
inform the modernization effort and will support the Project Convergence
22 exercise at several CONUS locations from 3 Oct to 10 Nov. In
closing, I hope everyone enjoyed some well-deserved vacation time over
the summer. Now it’s time to get back into the business of driving
positive Army change!

JRTC and Fort Polk will conduct a "Large-Scale Combat Operations Panel" 15 September 2022 at 1020-1120 (EST) as part of the 2022 Maneuver Warfighter Conference. The panel will feature former JRTC Commanders of Operations Group: MG(P) Bernabe, MG Doyle, BG Curl, MG LaNeve, BG Gardner, and COL Saslav. Long-term planning is essential to sustaining large-scale combat operations and mitigating the effects of dispersion, disruption of communication lines, and accelerated operational tempo. The 19th Expeditionary Sustainment Command (ESC), the largest forward-deployed ESC in the Army, operates on the Korean peninsula with multiple no-fail, real-world mission sets. The 19th ESC identified a long-range planning horizon shortfall within the organization that hindered the ability to conduct long-term (deliberate) planning and analysis of operations. In April 2022, the 3rd Infantry Division, 1st Cavalry Division, and 40th Infantry Division participated in Warfighter Exercise (WFX) 22-04 as members of the III Armored Corps. A key component of this WFX was Joint Warfighting Assessment (JWA) 2022, sponsored by Joint Modernization Command and supported by the Combined Arms Center. WFX 22-04/JWA 22 was the first of several Army-wide training and assessments to assess the effectiveness, capability, and capacity of the Army-designed Armored Division of 2030 as a decisive unit of action, prioritized for organizational and technological transformation. This publication shares initial lessons identified in the application of enhanced capabilities that enable division-level shaping operations.

U.S. Army South’s SOUTHERN VANGUARD series of exercises are designed to enhance relationships, promote mutual military readiness, improve interoperability, and establish the foundation for lasting integrated deterrence with select partner nations in the United States Southern Command area of responsibility. This second iteration with the Brazilian Army was unique in that this exercise not only committed the largest U.S. Army conventional force ever sent to train in Brazil, but it also integrated two separate national exercises into one. Additionally, it established command and control under a battalion-level combined task force headquarters, versus under a lead nation with normal exchange of liaison officers between armies for interoperability.

New Products from CALL

Rich Totleben here, filling
in for COL Mueller who is in Europe setting the conditions for our
TRADOC Europe collection. CALL is deploying approximately 40 analysts
and subject matter experts from TRADOC's Combined Arms Center, multiple
TRADOC Centers of Excellence, and other supporting Army units, to
observe, collect, and analyze current U.S. Army Europe and Africa
(USAREUR-AF) operations in response to the situation in Ukraine. The
analysts and subject matter experts will observe U.S. Army and NATO
partner units as they conduct missions within USAREUR-AF's designated
area of responsibility, interview key leaders, and report key
observations and findings for further analysis here at CALL (Main). Our
reports will inform Army Senior Leaders on validated observations and
findings which will drive relevant changes to doctrine, organization,
training and leader development, materiel (equipment), and future force
capabilities. The TRADOC Europe collection will be our main effort for
the next few months, and will also involve a good number of analysts
here at CALL (Main). We will continue our normal Army Lessons Learned
Forum battle rhythm and developing products currently in our lessons
learned workflow, but new actions will require an internal troop-to-task
assessment before we can dedicate resources to other efforts. We are
still moving forward with our audiobook project (six CALL products); the
hard copy (print) version of "Company Leadership: The First 100 Days”
is now available from the Army Training Support Center publications
warehouse; and we are working hard to disseminate an update to the very
popular MDMP Handbook. We will keep you posted on these and other
developments.

This report presents CALL’s findings and DOTMLPF-P recommendations from DEFENDER PACIFIC (DP) 21. It also identifies recurring insights and emerging trends common to all Defender exercises. DP21 was the fourth iteration of this contingency readiness deployment exercise and the Headquarters, Department of the Army’s (HQDA's), priority for 2021. This CALL post-exercise report provides insights, lessons, and best practices from the Yama Sakura (YS) 81 command post exercise conducted from 7 to 12 December 2021. YS81 continued the annual U.S. Army, Japan (USAR-J) bilateral exercise series with the Japan Ground Self-Defense Force (JGSDF). The annual YS exercise is designed around the defense of mainland Japan against a peer, or near-peer adversary, to enhance U.S. Army and JGSDF readiness and interoperability while strengthening bilateral relationships.

This bulletin identifies trends for Fiscal Year (FY) 2021 across the combat training centers (CTCs) based on observations from observer coach/trainers (OC/Ts) and CALL CAATs, with support from various Army centers of excellence. This bulletin provides valuable information to units developing and executing home-station training for deployment to a CTC or an operational environment. Each chapter includes recommendations for units to execute identified tasks and provides a reference for emphasis in home-station training plans. Additionally, identifying and analyzing trends allow doctrine writers, training developers, and other Army problem solvers to gain successful techniques and identify gaps in capability for doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) solutions.

This report presents CALL’s findings and DOTMLPF-P recommendations from DEFENDER PACIFIC (DP) 21. It also identifies recurring insights and emerging trends common to all Defender exercises. DP21 was the fourth iteration of this contingency readiness deployment exercise and the Headquarters, Department of the Army’s (HQDA's), priority for 2021. HQDA's goal for DP21 was, “to operationalize its dynamic force employment concept by deploying a combat-credible, division-size force in a rapid response to a large-scale combat contingency.”

This CALL post-exercise report provides insights, lessons, and best practices from the Yama Sakura (YS) 81 command post exercise conducted from 7 to 12 December 2021. YS81 continued the annual U.S. Army, Japan (USAR-J) bilateral exercise series with the Japan Ground Self-Defense Force (JGSDF). The annual YS exercise is designed around the defense of mainland Japan against a peer, or near-peer adversary, to enhance U.S. Army and JGSDF readiness and interoperability while strengthening bilateral relationships.

This article addresses effective division, corps, and joint force land component command airspace control and management techniques used by V Corps during Warfighter Exercise 22-1. The tactics, techniques, and procedures described include: the use of corps-defined battle management areas, Tactical Airspace Integration System knowledge management, effective airspace coordinating measures planning using pre-built kill boxes, and methods to improve airspace staff running estimates and briefings during working groups.

Last month, CALL hosted the
quarterly Army Lessons Learned Forum General Officer Steering
Committee. This event gave us the opportunity to brief senior leaders on
observations from Warfighter Exercise (WFX) 22-1 and Operation Allies
Welcome. You will find the post-exercise report for WFX 22-1 on our
CAC-enabled site, as well as the recently released report from WFX 22-2.
The Operation Allies Welcome report should publish in the near future.
In addition to our new products this month, I would also like to
highlight the products and initiatives provided in our announcements
section. Organizations across the Combined Arms Center are here to
support units and Soldiers with training and leadership resources and
more. We will continue to share these items of interest as they become

The Mission Command Center of Excellence Directorate of Training recently established a Microsoft Teams site with access to all of their Warfighter Training Support Packages, Individual Training Support Packages, and the Training Circular (TC) 6-0 series of products. Examples include TC 6-0, "Training the C2 WfF" the class “How to Drive the Operations Process”; and the “exercise in a box” for a wet-gap crossing. Subject matter experts monitor the site regularly to answer questions. 22-677 Modernization in Army Mobilization.

First Army recently conducted a validation exercise for an Army National Guard Maneuver Enhancement Brigade headquarters (HQ) deploying in support of a U.S. Army Africa Command/Combined Joint Task Force Horn of Africa mission set. Using information age technology, the deploying HQ staff participated in a rigorous, six-day-culminating training event on Fort Hood, linking training HQ, continental United States based observer coach/trainers, and theater subject matter experts with action officers in Europe and Africa. This level of combatant command investment, coupled with available communications technology, decreased the overall time required to prepare a mobilized HQ for deployment and increased understanding of the in-theater mission. This modernization of mobilization operations bridges the timeline gap required for large-scale mobilization of reserve forces in support of multi-domain operations.

The primary audiences are those personnel directly involved in the collection management process at corps, division, and brigade level.
