1. ATTENTION ALL NON-ARMY.MIL S1NET MEMBERS (HEALTH.MIL, MAIL.MIL. SOCOM.MIL.      a. DA PAM 611-21 CHANGES TO TABLE 10-2 (JULY 2025) FOR ENLISTED MOS SECURITY REQUIREMENTS. DA PAM 611-21 (Personnel Selection and Classification) provides guidance to individuals, commanders, personnel managers, proponents, and combat and material developers. It contains information on the classification of individuals by identifiers and classification of positions. General: This initiative is an Army Aviation program with the objective to select Officers, Warrant Officers and Non-Commissioned Officers to develop Tactics, Techniques and Procedures (TTPs) and Program of Instruction (POI) for operation, maintenance, and integration of the MV-75 Future Long Range Assault Aircraft (FLRAA). Members of the Operational Development Team (ODT) will provide warfighter representation in operational tests and lead development of tactics, techniques, and procedures during MV-75 development. Through coordination with the Human Resources Command (HRC) Aviation (AV) Branch, the Aviation Center of Excellence (AVCOE) Commanding General will select highly qualified Officers, Warrant Officers and Non-Commissioned Officers to support the MV-75 ODT at AVCOE. 1. References. See enclosure.
2. Purpose. This memorandum emphasizes compliance with Records Management
(RM), Privacy Protections, and the Freedom of Information Act (FOIA) as it pertains to
Artificial Intelligence (AI) products within the Army.
3. Background.
a. AI has the potential to transform operations, optimize processes and procedures,
enhance productivity, and improve decision-making. The same capabilities that enable
swift and flexible workflows can also be utilized to circumvent records management
protocols, privacy safeguards, and compliance with FOIA regulations on a large scale.
b. AI users must comply with RM requirements; protect sensitive and classified
information; and uphold ethical, legal, and transparent AI practices that safeguard
individual rights and maintain public trust.
4. Applicability. This guidance applies to Headquarters Department of the Army
(HQDA) elements, Army Commands, Army Service Component Commands, Direct
Reporting Units, and Army National Guard and Reserve components.
5. Guidance.
a. System owners and application owners must capture, manage, and sustain
records generated through AI systems and low-code/no-code platforms. They must
ensure that all user interactions, including prompts and AI-generated content, are
properly identified, secured, and retained as official records. Interfaces that capture
these interactions must support traceability, auditability, and compliance with records
management standards as outlined in Reference 1a.
b. System and application owners must treat prompts as the foundation for
generating and refining content when using AI systems. They must capture and

feedback, and adaptation, to support efficient and compliant record management.
System and application owners must:
(1) Assess the purpose and scope of AI use to determine its impact on
recordkeeping requirements.
(2) Implement tools or processes to flag, capture, store, and manage prompts
and AI generated content as potential records.
(3) Identify which elements of the prompt response interaction qualify as official
records based on content, context, and purpose.
(4) Evaluate captured prompts and content against applicable records
management policies and retention schedules.
(5) Document the criteria, rationale, and decision-making process used to
classify prompts and content as records.
(6) Collaborate with records management staff to ensure full compliance with
legal, regulatory, and Army guidelines.
6. FOIA Requirements.
a. The public has the right to access government records under FOIA, including
AI prompts and content that qualify as public records. When personnel use AI prompts
and content on official government systems for public business, they must disclose that
information in response to FOIA requests.
b. System and application owners must provide access to AI prompts and
content classified as government records, retrieve them efficiently, and maintain them
properly to support timely and complete FOIA responses.
7. Privacy Requirements.
a. Personnel must:
(1) Follow existing privacy and data protection laws when creating AI prompts
and content.
(2) Lawfully and securely collect, use, access, modify, and store data to reduce
risks to privacy and confidentiality.

(3) Minimize data collection and design AI prompts and content to prevent the

8. Awareness and Training: All Army personnel must complete annual training
requirements on operations security, information security, controlled unclassified
information, information assurance/cyber awareness, and records management. These
training courses ensure compliance with regulations and reinforce the importance of
safeguarding data and records. As AI becomes integrated into operations, personnel
must develop awareness of its responsible use, as outlined in this guidance, to
safeguard data and uphold security standards.
9. Expiration and review. This guidance is effective immediately and remains in effect
until superseded or rescinded. The Office of the Chief Information Officer will review
this guidance annually or no later than 1 October of each calendar year.

2. Purpose. This policy establishes guidelines for granting users authorization and

3. Applicability.
a. Per Army Regulation (AR) 25-2, the Army Chief Information Officer (CIO), on
behalf of the Secretary of the Army, establishes policy, resourcing, and oversight of
Army Cybersecurity. This policy memorandum meets provisions outlined in AR 25-2
where the Army CIO, if applicable, will issue policy memoranda to amplify guidance for

b. This policy applies to all Headquarters Department of the Army (HQDA)
elements, Army Commands (ACOM), Army Service Component Commands (ASCC),

4. Background.
a. The Army has traditionally used the DD Form 2875 (System Authorization Access
Request (SAAR)) This form and the
associated process for granting user access failed to leverage automation to the fullest
extent possible and introduced unnecessary requirements that further delayed the
process.
b. In June/July 2024, NETCOM published CYBER OPORD 240603-10SGS (Policy
Change for Requesting System Access) and follow-on FRAGORD 01 to provide
updated guidance on the new streamlined and automated SAAR process. See
references 1b, c, and d.
5. Policy. Effective immediately:
a. The PDF versions of the DD Form 2875 and DA Form 7789 (Privileged Access
Agreement and Acknowledgement of Responsibilities) are no longer acceptable
mechanisms for system access/privileged access to Army systems on the Non-
classified Internet Protocol Router Network (NIPRNet) and the Secret Internet Protocol
Router Network (SIPRNet).
b. All authorization requests and privileged access agreements (PAAs) will be
submitted via the Army Account Validation System (AVS).
c. All personnel must request system access using the Army Enterprise Service
Management Platform. System access requests will not be approved without a valid
authorization present in AVS and will only be granted for systems at or below the
classification level indicated on the authorization. Additional information can be found

d. Only one authorization is required for authorized users, with a new authorization
required in the following situations:
(1) The user requires access to a system at a classification level higher than
what is indicated on their current authorization.

The user's previous authorization is rescinded (e.g. clearance
downgrade/revocation)
(5) A contract is extended, or a new contract is awarded (applies to Army
contractors only).

SUBJECT: Denial of Authorization to Operate for Internal Controls Over Financial
Reporting Systems that Fail Cyber Audit Inspections

2. Purpose. Due to continued financial audit findings on weak cybersecurity control
implementation and continued cybersecurity threat, the Army is prioritizing specific
cybersecurity controls for focused implementation. Consistent with authorities and
direction in the above references, this memorandum supersedes and updates the
reference 1a controls enclosure, identifies the priority controls for Internal Controls over
Financial Reporting (ICOFR) systems, specifies immediate consequences of failing to
meet these controls, and required remediation approval process.
3. Background. The Army financial audit has reported Notices of Findings and
Recommendations (NFRs) concerning critical cybersecurity controls in Army ICOFR
systems. Several of these findings have been repeated over multiple audit inspections.
System owners (SOs) and authorizing officials (AOs) have taken remedial action to

financial systems is a no-fail mission. Therefore, the Army will more actively inspect the

changing its risk tolerance against cybersecurity and failing systems are being taken off-
line until remedied.
4. Guidance.
a. Financial management (FM) SOs and AOs will implement the critical controls
(see enclosure) as a priority, as well as the full Risk Management Framework (RMF)
system control set based on the baseline categorization and applicable FM overlay.
(1) To obtain and maintain an authorization to operate (ATO), systems must
implement the minimum control set in the enclosure. Discrepancies in roles and
responsibilities or shifting blame to another party allegedly responsible for maintaining
an acceptable operational security posture is intolerable. SOs and their service
providers must comply with the RMF and ensure clear roles and responsibilities are
defined for controls performance and monitoring in a memorandum of understanding,
memorandum of agreement, service level agreement, and/or standard operating
procedures. SOs will be held responsible for failing to do so. A failed inspection will
result in a denial of authorization to operate (DATO).
(2) This does not negate the need to implement the broader control as part of the
RMF.
(3) If a system fails inspection, the CIO will issue a DATO. The CIO will lift the
DATO when the system AO in coordination with the network AO has provided a detailed
way ahead to comply with controls directly to the CIO.
b. Additionally, CIO will mobilize inspection teams to visit each organization using
ICOFR Systems with a one-to-two-week notice and verify compliance where possible.
5. Intent. The purpose of this guidance is to mitigate the risk of financial crimes
stemming from an insider threat or exploitation of a system vulnerability. By
implementing the specified critical controls, organizations strive to protect their ICOFR
Systems from unauthorized access and misuse.

4. (U) DESIRED OUTCOME: THE ARMY’S GOAL IS TO PRODUCE LEADERS,
SOLDIERS, AND TEAMS THAT ARE READY FOR COMBAT. THE CCA PROCESS,
LEVERAGING THE DEOCS, PROVIDES COMMANDERS WITH VALUABLE AND
ACTIONABLE INSIGHT. COMMANDERS WILL FACILITATE POSITIVE
PROFESSIONAL ENVIRONMENTS, BUILT ON DIGNITY AND RESPECT, WHICH
DIRECTLY IMPACTS READINESS, STRENGTHENS OUR FORMATIONS, AND
ENHANCES OUR WARFIGHTING CAPABILITY AND OVERALL LETHALITY.
5. (U) BACKGROUND: THE DEOCS IS A CONGRESSIONALLY MANDATED UNIT-
LEVEL CLIMATE SURVEY THAT PROVIDES COMMANDERS WITH UNIT-SPECIFIC
INFORMATION ON CRITICAL PERSONNEL TOPICS SO THAT THEY CAN TAKE
IMMEDIATE STEPS TO ENHANCE THEIR COMMAND CLIMATE. THE OFFICE OF
PEOPLE ANALYTICS (OPA) REVITALIZED AND MODERNIZED THE SURVEY IN
2019 WITH THREE ACTION AREAS: SURVEY ADMINISTRATION PLATFORM,
SURVEY CONTENT, AND CCA REPORTING TOOL AND TOOLKITS.
ADJUSTMENTS CONTINUE AS OPA RECEIVES FEEDBACK FROM THE FIELD AND
DATA FROM RELATED TOOLS.
5.A. (U) OPA SPEARHEADED RESEARCH AIMING TO REDUCE SURVEY FATIGUE.
AS A RESULT, EACH SOLDIER AND CIVILIAN MUST ONLY BE ASKED TO
PARTICIPATE IN ONE DEOCS ANNUALLY AND SHOULD ONLY BE ASKED TO
PARTICIPATE IN CCA ACTIVITIES AT ONE ECHELON (SEE REF 1.A.).
BATTALIONS OR EQUIVALENT AND HIGHER MAY RECEIVE ASSISTANCE FROM
MEO PROFESSIONALS AND INTEGRATED PRIMARY PREVENTION WORKFORCE
(IPPW) PERSONNEL TO ROLL UP SUBORDINATE UNIT DEOCS RESULTS IN
ORDER TO COMPLETE THEIR CHANGE OF COMMAND OR ANNUAL CCA.
ADDITIONALLY, OPA DEVELOPED DOCP SURVEYS, WHICH CAN INCLUDE UP TO
15 QUESTIONS TO BE USED BY COMMANDERS BETWEEN ANNUAL CCAS AS
NEEDED. EACH SOLDIER AND CIVILIAN SHOULD ONLY BE ASKED TO
PARTICIPATE IN ONE DOCP ANNUALLY. DOCP SURVEYS ARE ONLY AVAILABLE
FOR USE OUTSIDE OF THE DEOCS FIELDING WINDOW. ADDITIONAL DEOCS
AND DOCP INITIATION IS ONLY POSSIBLE BY EXCEPTION UNDER CERTAIN
CIRCUMSTANCES AND REQUIRES APPROVAL.
5.B. (U) DURING THE 2024 DEOCS ANNUAL FIELDING, COMMANDERS INVITED
682,023 PERSONNEL TO TAKE A DEOCS AND ONLY 253,364 PERSONNEL
RESPONDED, A 40 PERCENT RESPONSE RATE. THERE WERE 331
REGISTRATIONS CONSIDERED NON-REPORTABLE, FOR FAILING TO REACH
THE REQUIRED NUMBER OF RESPONDENTS (16). RESULTS WITH RESPONSE
UNDER 30 PERCENT MAY NOT PROVIDE AN ACCURATE PICTURE OF AN
ORGANIZATION’S CLIMATE. UNITS SHOULD STRIVE FOR 50 PERCENT OR
HIGHER. THE ANNUAL CCA SECTION OUTLINES RECOMMENDATIONS FOR
INCREASING DEOCS PARTICIPATION.
5.C. (U) A CCA IS A PROCESS THAT IS CONTINUAL AND FLUID WITH
ACTIONABLE OBJECTIVES TO ASSIST COMMANDERS WITH FACILITATING A
POSITIVE PROFESSIONAL ENVIRONMENT FOR THEIR PERSONNEL. CCA
ACTIVITIES WILL OCCUR THROUGHOUT THE YEAR AND MUST INCLUDE A
DEOCS AND AT LEAST ONE ADDITIONAL SOURCE OF INFORMATION
(INTERVIEWS, FOCUS GROUPS, RECORDS REVIEWS, DOCP, AND SO ON). THE
ANNUAL DEOCS FIELDING WINDOW IS 1 AUGUST THROUGH 20 NOVEMBER
(SEE REF 1.A.). THROUGH THEIR ACTION PLANS, COMMANDERS WILL PROVIDE
INPUT TO CIPP PLAN WHICH IS UPLOADED INTO THE DEFENSE CLIMATE
PORTAL BY THE LOCAL INSTALLATION INTEGRATED PREVENTION ADVISORY
GROUP (I-PAG).
5.D. (U) THE CCA PRIMARILY SERVES AS AN ORGANIZATIONAL DEVELOPMENT
TOOL TO HELP COMMANDERS AND LEADERS BUILD POSITIVE
ORGANIZATIONAL CLIMATES. THE CCA ALLOWS UNIT COMMANDERS AND
ORGANIZATIONAL LEADERS TO IDENTIFY AREAS FOR IMPROVEMENT AND
TAKE APPROPRIATE ACTIONS TO ADDRESS CHALLENGES WITHIN THEIR
ORGANIZATION. CCAS ALSO ALLOW DECISION MAKERS AT THE STRATEGIC
LEVEL TO DIRECT RESOURCES TO THE UNITS, ORGANIZATIONS, OR
LOCATIONS THAT ARE MOST IN NEED OF PREVENTION SUPPORT.
6. (U) CCA (TIMELINE AND PROCESS):
6.A. (U) UNIT COMMANDERS AND ORGANIZATIONAL LEADERS MUST CONDUCT
A CHANGE OF COMMAND CCA WITHIN 90 DAYS OF ASSUMING COMMAND FOR
ACTIVE DUTY UNITS AND WITHIN 120 DAYS FOR USAR AND ARNG UNITS.

TRAINING AS REQUIRED BY REFERENCE 1.A. OFFICER EVALUATIONS OF
COMMANDERS WILL INCLUDE INFORMATION REGARDING COMPLIANCE
CONDUCTING CCA ACTIVITIES. FAILURE OF A COMMANDER TO CONDUCT
REQUIRED CCA ACTIVITIES WILL BE NOTED BY THE COMMANDER’S RATER.

7.A. (U) CCAS HELP COMMANDERS FORM A MORE COMPREHENSIVE AND
ACTIONABLE UNDERSTANDING OF THEIR COMMAND CLIMATE.
7.A.1. (U) UNIT COMMANDERS AND ORGANIZATIONAL LEADERS MUST
CONDUCT AN ANNUAL CCA THAT INCLUDES ADMINISTERING A DEOCS
BETWEEN 1 AUGUST AND 30 NOVEMBER, WITH THE LAST DATE TO BEGIN A
SURVEY BEING NO LATER THAN 31 OCTOBER, AND THE CCA WILL
INCORPORATE MULTIPLE SOURCES OF INFORMATION SUCH AS
ADMINISTRATIVE RECORDS REVIEW, REPORTS, INTERVIEW DATA, FOCUS
GROUPS, OR OTHER EXISTING DATA.
7.A.2. (U) COMMANDERS WILL UTILIZE THEIR DEFENSE EQUAL OPPORTUNITY
MANAGEMENT INSTITUTE TRAINED AND ASSIGNED MEO ADVISOR OR
PROGRAM MANAGER TO DETERMINE THE BEST APPROACH TO ACHIEVE A
COMPREHENSIVE CCA.

7.A.4. (U) THE DEOCS WINDOW STARTS NO EARLIER THAN 1 AUGUST AND
CONCLUDES BY 30 NOVEMBER. THERE ARE NO EXCEPTIONS (SEE REF 1.A.).
WHILE THE ABILITY TO REGISTER A DEOCS MAY OCCUR PRIOR TO 1 AUGUST,
THE START DATE OF A DEOCS IS NOT AUTHORIZED PRIOR TO 1 AUGUST.
7.A.5. (U) THE DEOCS MUST BE INITIATED NO LATER THAN 31 OCTOBER.

WAYS TO MONITOR OR EVALUATE THE EFFECTIVENESS OF THOSE PLANNED
ACTIONS AND ENSURE THEY ARE EXECUTED IN A TIMELY MANNER.
7.A.9. (U) MEO PROFESSIONALS WILL CONTINUE TO DEVELOP COMMAND

2. Purpose. This policy directs the improvement of Military Working Dog (MWD) wellness,
well-being, and quality of life through the implementation of the Canine Holistic Health and
Fitness (K9H2F) Program and its supporting Partner and Wellness (PAW) Program.
3. Applicability. This directive applies to the Regular Army, Army National Guard/Army
National Guard of the United States, and U.S. Army Reserve.
4. Policy.
a. All U.S. Army units responsible for the health and welfare of MWDs will comply with
the health and welfare provisions prescribed in reference 1c, hereby established as the Army
K9H2F Program.
b. The PAW program, hereby established as a subset of the Army K9H2F Program,
mandates handlers and their assigned MWDs to move together during a permanent change of
duty station.

5. Roles and Responsibilities.
a. The Provost Marshal General will approve all Army K9H2F Program and PAW Program
criteria, guidance, and exceptions to policy.
b. Army command, Army service component command, and direct reporting unit MWD
program managers will ensure their subordinate MWD units meet the requirements of the Army
K9H2F program listed in this directive and reference 1c health and welfare requirements,
including the purchase of canine enrichment tools within 90 days of the date of this directive.
c. Commanders of military police MWD detachments will ensure their kennels meet the
requirements established in the Army K9H2F Program in accordance with this directive and
reference 1c health and welfare requirements, including the purchase of canine enrichment tools
within 90 days of the date of this directive.
6. The Provost Marshal General, in coordination with The Surgeon General, will publish
procedural guidance to implement this policy within 90 days of the date of this directive.
7. Proponent. The Assistant Secretary of the Army (Manpower and Reserve Affairs) has
oversight responsibility for the Army K9H2F Program. The Provost Marshal General will
incorporate the provisions of this directive into AR 190–12 within 2 years of the date of this
directive.
8. Duration. This directive is rescinded on publication of revised regulation.

2. (U) PURPOSE: THE PURPOSE OF THIS MESSAGE IS TO CLARIFY POLICY ON
VACCINATION REQUIREMENTS FOR ARMY CHILD AND YOUTH SERVICES (CYS)
PARTICIPANTS, EMPLOYEES, AND VOLUNTEERS.
2.A. (U) EFFECTIVE IMMEDIATELY, ADULTS AND CHILDREN WORKING AND/OR
PARTICIPATING IN ARMY CYS PROGRAMS DO NOT REQUIRE A COVID–19
VACCINE NOR AN IMMUNIZATION WAIVER FOR THE COVID–19 VACCINE. THIS
INCLUDES ALL STAFF, TO INCLUDE THOSE CARING FOR INFANTS, FAMILY
CHILD CARE PROVIDERS, AND VOLUNTEERS.
2.B. (U) ALL OTHER AGE-APPROPRIATE IMMUNIZATIONS REMAIN REQUIRED
FOR ADULTS AND CHILDREN WORKING/PARTICIPATING IN ARMY CYS
PROGRAMS. IMMUNIZATIONS MUST MEET THE AGE-APPROPRIATE
RECOMMENDATIONS OUTLINED IN DOD AND ARMY POLICY NOTED IN
REFERENCES 1.B. THROUGH 1.F. TO ENSURE THE HEALTH AND SAFETY OF
ALL IN CYS PROGRAMS. THOSE SEEKING EXEMPTION SHOULD FOLLOW THE
IMMUNIZATION WAIVER PROCESS FOR APPROVAL OUTLINED IN

SUBJECT: Child and Youth Programs Coronavirus Disease 2019 Vaccination Guidance
To align with Executive Order 14099, "Moving Beyond COVID-19 Vaccination
Requirements for Federal Workers," May 9, 2023, the coronavirus disease 2019 (COVID-19)
vaccine is not required as a condition of employment or to volunteer with any Department of
Defense child and youth program (CYP).
Respiratory viruses like influenza (flu), COVID-19, and respiratory syncytial virus cause
significant hospitalizations, especially during fall and winter. To maintain a healthy workforce,
the Department encourages CYP employees to stay current with vaccinations.
In the event of a contagious disease outbreak, and consistent with Military Department
guidance, individuals without required immunizations may be temporarily restricted from CYP
activities.
