As authorized per reference, effective with the October 2025 promotion month, this memorandum establishes Fiscal Year 2026 (FY26) minimum time in grade (TIG) and time in service (TIS) promotion pin-on eligibility criteria for Regular Army (RA) and US Army Reserve (USAR) NCOs. The following minimum TIG/TIS requirements will apply when selecting RA and USAR Soldiers for promotion (pin-on) during FY26 from an approved order of merit list (OML) stemming from an NCO Evaluation Board.
