1. LANGUAGE UPDATES IN IPPS-A. From the HRC Enlisted Language Accession Manager: AHRC utilizes an automated process to update the Integrated Personnel and Pay System - Army (IPPS-A) for regular Army, Reserve and Guard personnel.  This automated process uploads Listening and Reading scores for Soldiers who took a Defense Language Proficiency Test (DLPT) and the speaking score for Soldiers who took an oral proficiency interview (OPI). AHRC uploads DLPT scores to the database within 72 hours. AHRC uploads OPI scores on a monthly basis due to the complexity of the OPI reporting process. Submission of an IPPS-A Customer Relationship Management (CRM) case is the appropriate process for data resolution. Soldiers should allow time for DMDC’s automated process to work. S1NET Special Message – 31 Jan 23 - Expansion of the Military Parental Leave Program (MPLP)

1. ALARACT 007/2023, Expansion of the Military Parental Leave Program (MPLP) Implementation Guidance, DTG: R 311525Z JAN 23, has been released and is available on APD, https://armypubs.army.mil/ProductMaps/PubForm/ALARACT.aspx, and posted at the following link on S1NET.  Some key points in this ALARACT:  https://www.milsuite.mil/book/docs/DOC-1225640      a. All active component Soldiers; reserve component Soldiers performing active guard and reserve duty or full-time national guard duty for more than 12 months consecutively; and reserve component Soldiers performing duty under a call or order to active service for more than 12 months consecutively, referred to collectively in this message as “Soldiers,” are covered by the parental leave policy.      b. Effective date. The parental leave described in this message applies to a Soldier when any one of these events occurs on or after 27 December 2022: the birth of a Soldier’s child, adoption of a minor child by the Soldier, or placement of a minor child with the Soldier for adoption or long-term foster care.      c. All birthparents (Soldiers who physically give birth) are deferred or excused for 365 days after the birth of their child from all continuous duty events that are in excess of 1 normal duty day/shift. These include, but are not limited to:  deployment, mobilization, field training, combat training center program rotations, collective training events away from home station (unit of assignment), pre-mobilization training, unit training assembly away from home station (unit of assignment), and temporary duty.      d. For the birth parent, 12 weeks of parental leave will be authorized in addition to and following a period of maternity convalescent leave from childbirth.      e. Non-birth parents and Soldiers who adopt a minor child or who have a minor child placed for adoption or long-term foster care are authorized 12 weeks of parental leave, either taken in whole or taken in increments during the 1-year period beginning on the date of birth of the child. Additionally, these Soldiers should expect to deploy with their units.  Unit commanders will consider the significance of the event and its impact on readiness (for example a critical deployment or critical training exercise) when considering a Soldier’s request for parental leave.      f. Soldiers may take parental leave in one continuous period or in increments.  Parental leave may be taken together with ordinary leave. Soldiers choosing to take parental leave in more than one increment must request such proposed leave in blocks of at least 7 days each for a maximum of 12 increments and must submit such requests within the timelines established by normal procedures and/or the unit commander.      g. Unit commanders are encouraged to approve requests for incremental periods of parental leave. If the unit commander does not approve taking incremental parental leave, they must allow the Soldier to take the full 12 weeks of parental leave in one continuous period.      h. Parental leave also applies to Soldiers who have unused caregiver leave remaining on 27 December 2022. In such cases, a Soldier is authorized a total of 12 weeks of parental leave, but any unused caregiver leave when combined with parental leave must not exceed 12 weeks.       i. S1NET Message Summary - 26 Jan 23

1. TAG SENDS-DD 214 PROCESSING, LOD/FIB, AFGHANISTAN RETROGRADE AWARDS, AND IPPS-A, 25 JAN 23. From BG, Gregory S. Johnson, The Adjutant General of the Army:  This edition contains updates/information on:  Processing DD Form 214’s, LOD and Fatal Incident Briefs, Transition Services Update, IPPS-A Order Format, and Effects of Training in IPPS-A With iPERMS. The Army is experiencing data processing issues with the Transition Processing System (TRANSPROC) preventing Soldiers across the Army from signing their DD 214. Additionally, there may be delays in processing separation orders for Active and Reserve Component Soldiers. Those impacted should contact their supporting transition center for any updates regarding their documents.       b. IPPS-A Order (and Absence Request) Format. There are several reports that Soldiers were turned away from Housing Offices and/or Transportation Offices because those organizations had never seen the IPPS-A orders/absence formats that Soldiers now possess. This system is a monumental change for the Army. To help us all with the transition, attached is a document that includes photos of the IPPS-A PCS Orders format, an Absence request, and a Promotion order.      c. Effects of training in IPPS-A with iPERMS. While it is awesome that HR Professionals and S1s are conducting IPPS-A training, please do not use the IPPS-A system for training purposes.  Doing so will cause second and third effects in the Soldier AMHRR (iPERMS). IPPS-A provides the Operational Training Environments (OTE) for any IPPS-A training, the links for access are provided with this TAG Sends. 2. INCREASE IN MAXIMUM SGLI COVERAGE IN MAR 23.  From Army G-1 Compensation & Entitlements: Public Law 117-209 (Supporting Families of the Fallen Act) increased the maximum SGLI coverage from $400,000 to $500,000 for all Service members, including those Service members who previously declined or reduced coverage.  By law, when the increase in coverage occurs, all eligible Service members will have their coverage increased to the new maximum. This is to ensure that all Service members can obtain the new maximum coverage without any medical underwriting. Service members who previously declined SGLI coverage will be automatically insured for $500,000 unless they opt out or elect a lesser coverage amount. The earliest date to reduce or decline coverage is 1 March 2023.  Service members should not try to reduce their coverage before 1 March 2023, or the election will be automatically increased the maximum SGLI coverage of $500,000 on 1 March when the change goes into effect. ARMY DISASTER PERSONNEL ACCOUNTABILITY AND ASSESSMENT SYSTEM (ADPAAS) DPAPM/COR CERTIFICATION MOBILE TRAINING TEAM (MTT). HQDA G-1 Personnel Contingency Cell (PCC) has reinstituted an ADPAAS Mobile Training Team (MTT) in order to train and certify Army Command Disaster Personnel Accountability Program Managers (DPAPMs) and Command Officer Representatives (CORs). HQDA G-1 PCC is hosting three separate 1-day training events between 14-16 FEB 2023 at the 40ID Headquarters on Joint Force Training Base (JFTB), Los Alamitos, CA. 1. A MESSAGE TO THE ARMY COMMUNITY ABOUT THE SOLDIER REFERRAL PROGRAM. From the Secretary of the Army, the Chief of Staff of the Army, and the Sergeant Major of the Army (including a memo from the ASA M&RA):   When duty calls, our Army stands ready. Right now, your Army needs you! We face the most challenging recruiting environment since the establishment of our All-Volunteer Force in 1973, but our goal has not changed: to recruit America's best and brightest volunteers. We call on you to ensure quality Soldiers serve on our team and continue the legacy of service so that we remain the best trained, best led, and best equipped Army in the world. Army mission success depends on our ability to remain manned, ready, and able to fight and win! We have created a network of initiatives to help recruit and retain our Nation's best talent, including two referral incentives driven by Soldier suggestions: https://www.milsuite.mil/book/docs/DOC-1223766      a. Army Recruiting Ribbon (see para 2 below). All Soldiers will be eligible to earn the new Army Recruiting Ribbon for a valid referral of someone who both enlists and ships to Army Initial Military Training (IMT). Soldiers in the grades of E-4 or E-5 receive 10 promotion points for each award of the ribbon, up to a total of 40 promotion points.      b. Early Promotion. Under the Soldier Referral Program (SRP) Pilot, Soldiers in the grades of E-1, E-2, and E-3 may receive one rank advancement for providing a valid referral of someone who both enlists and ships to Army IMT. Soldiers may receive only one advancement for participation in this initiative throughout their entire careers, initiated within 60 days of the referred Soldier shipping to IMT.      c. You are our greatest asset. We ask you to tell the Army story-to tell your story and help other Americans understand the valuable opportunities our Army has to offer. We remain committed to maintaining our standards, investing in America's youth, and recruiting the quality Soldiers our Army needs to fight and win our Nation's wars.      d. Implementation guidance is forthcoming via MILPER message. 2. ARMY DIRECTIVE 2023-01, ARMY RECRUITING RIBBON PROGRAM, 20 JAN 23. This policy incentivizes support to recruiting efforts through the award of the Army Recruiting Ribbon and associated promotion points. This program provides increased recruiting awareness throughout the Army and encourages Soldiers to embed themselves within their communities to share their Army stories. CW5 Bowen is an exceptional AG Warrant Officer with an incredible reputation, and brings to the position over 32 years of experience and expertise while serving in a wide variety of operational positions across the globe.
