Letter to the Force - Thanksgiving

To the Soldiers, Airmen, and Families of the National Guard

There are as many ways to celebrate Thanksgiving as there are Americans celebrating it.  No matter what’s on the table—turkey or tofu, mashed potatoes or candied yams, your aunt’s famous mac and cheese or your cousin’s famous tamales—the heart of the celebration remains the same: We reflect on all we have, all we have done, and all we hope for each other.  For one day, we are united in gratitude for the blessings in our lives.

However, many of us know what it’s like to spend Thanksgiving far from the family table.  Whether we’re deployed overseas eating off a tray with plastic forks, working frontline jobs that never take a holiday, or are simply separated from the people we care about most by an insurmountable distance, our thanks are mixed with a longing for home.

That’s why it’s no coincidence that November is National Veterans and Military Families Month—because above all, we are thankful for our freedom and for the people in our lives.  Military families are unique.  We have tested love’s ability to endure distance, time, and trauma.  We have blended romance and resilience, involvement and absence, constant change and undying devotion.  And we have seen the power of the family we choose—brothers and sisters not bound by blood, but by a connection and commitment that grows stronger with each year.

We give thanks for our military families—our spouses, children, parents, siblings, grandparents, extended family, and the friends we hold closest.  We say a prayer for the surviving families of the fallen, and rededicate ourselves to ensuring they always feel welcome in our family of arms.  We reach out to those who are celebrating Thanksgiving a town, a time zone, or a continent away from the ones they love.  No matter who, where, or how you celebrate, together we have many reasons to give thanks.

Thank you for serving our National Guard, and thank you to the families who love and support us.  We wish you a safe and happy Thanksgiving.  We are honored and thankful to be “Always Ready, Always There.”

1. FRAGO 10 TO HQDA EXORD 225-21, COVID-19 STEADY STATE OPERATIONS (CUI), DTG: 190336Z NOV 21. Some key items included in this FRAGO: https://www.milsuite.mil/book/docs/DOC-1078792

     a. (3.D.8.B.1.E.) [Change to Read] Soldiers who refuse the mandatory vaccination order, who have not submitted a medical or administrative exemption request, will be flagged and remain flagged under flag code "A", Adverse Actions, IAW AR 600-8-2. Administrative exemption requests include religious exemptions.

     b. (3.D.8.B.1.E.1.) [Add] Soldiers who were previously flagged and whose flags have since been removed, who continue to refuse the mandatory vaccination order, will be reflagged in accordance with annex YYY.

     c. (3.D.8.B.1.E.2.) [Add] Soldiers who were previously flagged and whose flags have since been removed, who have submitted a medical or administrative exemption, will not be reflagged. If the exemption (and appeal when applicable) is denied, the Soldier will be flagged until they are fully vaccinated or separated from service.

     d. (3.D.8.B.1.E.4.) [Add] Flag code "A" is a non-transferrable flag and the Soldier may not be voluntarily transferred to another unit. Soldiers with a non-transferrable flag may be reassigned on a case-by-case basis IAW AR 600-8-2, Para 2-8.

     h. (3.D.15.B.5.) [Add] Personnel with a pending vaccination exemption in the PCS window will need to submit an ETP to the Under Secretary of the Army. Losing unit will need to notify gaining unit and make them aware of Soldier's intent and that an ETP request will be submitted and that they will provide update on decision.

     i. (3.D.15.B.6.) [Add] Personnel with an approved vaccination exemption in the PCS window will not require ETP from the Under Secretary of the Army. Solider will execute PCS IAW FHP 20. Losing unit will notify gaining unit that Solider has an approved vaccine exemption. Thus reducing administrative burden on units and HQDA.

     j. Para 3.D.15.C. and subsequent paragraphs provide requirements for requesting indoor and outdoor meetings, events, and conferences, that are sponsored by the Army with more than 50 participants.

Secretary of the Army memo:  The provisions of this memorandum apply to the Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve. I have determined all Solders who refuse the mandatory vaccination order, and who have not received, and are not pending final decision on, a medical or administrative exemption, will remain flagged under flag code "A." Soldiers who were previously flagged, and whose flags have since been removed, will be reflagged in accordance with this policy. The flag will remain in place beyond completion of any ensuing non-punitive memorandum of reprimand. The Soldier will remain flagged until they are fully vaccinated, receive an approved medical or administrative exemption, or are separated from the Army. 1. CONSOLIDATED EXCEPTIONS TO POLICY CONCERNING ENLISTED PROMOTIONS DURING THE CORONAVIRUS (COVID-19) OUTBREAK, 17 NOV 21. Army G-1 Memo: This is applicable to the Regular Army (RA) and U.S. Army Reserve (USAR). The following exceptions to policy previously established in reference 1b (this memo) are extended until further notice, not to exceed one year from this memorandum:   a) Battalion commanders serving as promotion authorities may utilize virtual promotion boards or rely on input from the battalion command sergeant major to make recommendations regarding promotion of enlisted Soldiers, and b) The established expirations regarding award of promotion points for weapon qualifications, civilian certifications/re-certifications, and the Defense Language Aptitude Test are suspended. https://www.milsuite.mil/book/docs/DOC-1080331

Bonus payments, whether lump sum or paid in installments, are exempt from Federal and State taxes if the Soldier reenlisted with a bonus while in a designated combat zone. 1. FRAGO 9 TO HQDA EXORD 225-21, COVID-19 STEADY STATE OPERATIONS (CUI), DTG: 110221Z NOV 21. This FRAGO provides guidance for Civilian vaccination requirements, attestation and verification procedures for Civilians and Contractors, and publishes additional information related to vaccination administration. A message to the Force - Veteran's Day 2021

In honor of Veterans Day, we thank each and every Soldier and Soldier for Life who has worn the uniform of the United States Army in service to our great Nation. From the members of our greatest generation to the veterans of the post-9/11 era, you represent the best of America and leave behind a legacy of honor and courage for all to emulate.

This year we also commemorate the centennial of Arlington National Cemetery's Tomb of the Unknown Soldier, that hallowed and iconic reminder of the sacrifices of our forebearers.

The Army value of personal courage means facing fear, danger, and adversity. Sometimes that means putting oneself in harm's way, but it also means knowing when to ask for help. This year has been especially difficult for many of our veterans. We ask that you check in on the people in your life who have served. Make sure they have a "squad." If not, invite them into your own.

It remains our honor and privilege to serve with the people of the United States Army, past and present.

Letter to the Force - Veterans Day

To the Soldiers, Airmen, and Families of the National Guard

Only one percent of the American population serves our Nation in uniform.  Only one percent leave their families, their homes, and the small daily comforts of their lives to protect our Nation and defend her from tyranny.  Only one percent knows the sacrifices inherent in our profession of arms—yet fully embraces those sacrifices as necessary to sustain our American way of life.  This Veterans Day, we honor that one percent and salute all who have served our Nation.

But our veterans have never served alone.  Those who see our sacrifices firsthand are our spouses, children, parents, grandparents, family, and friends.  They pick up the slack at home, spend birthdays and anniversaries alone, singlehandedly manage the demands of everyday life, and make numerous sacrifices so we can focus on the defense of our Nation.

Although they may not carry the title of veteran, they are often the ones whose support and sacrifices make our service possible.  We share the honor of this day with them.

On this Veterans Day – and every day – we thank our veterans and remember those whose sacrifices are critical to our service and our Nation’s defense.  As a team, our service members and those who support us ensure we remain “Always Ready, Always There!”
