Army National Guard Leave

Due to an interface issue between the National Guard Leave Tracker Program and DJMS-RC payroll system, leave taken by ARNG Soldiers from May 2020 through February 2021 did not post to Soldier's Master Military Pay Account.  The system issue has been resolved and all unrecorded leave will be processed by Wednesday, April 28, 2021.  Impacted Soldiers will see a decrease in their leave availability on their Leave and Earning Statement dated after May 14, 2021.

Sexual Assault Prevention and Awareness Month

To the Soldiers and Airmen of the National Guard

Seventy-three seconds—that’s how frequently experts estimate that someone is sexually assaulted in the United States of America.  The victims are men, women, and children.  They may be at home, at work, with a relative, or at school.  The specifics of each attack are different, but the unconscionable abuse of power is constant. 

Our Armed Forces are no exception.  Every year, hundreds of our National Guard service members report rape, assault, and harassment in our ranks.  It is the tragic and infuriating outcome of diminished leadership, breakdowns in good order and discipline, and the inexcusable acceptance of abusive and toxic behavior.  Sexual assault and the climate that surrounds it irreparably damages our unit cohesion, making us less able to do our jobs and protect the American people.  It is not only legally and morally wrong; it is a threat to our military readiness. 

April is Sexual Assault Prevention and Awareness Month, but too many of our fellow Soldiers and Airmen are all too aware of the effects of sexual assault in their jobs and in their lives.  They are survivors of sexual violence who deserve support and understanding, and we are committed to ensuring they have access to the assistance they need. 

If you need to reach the Department of Defense Safe Helpline—which provides sexual assault support for the military community—visit safehelpline.org or call 877-995-5247.  They can help you report an assault, contact your local Sexual Assault Response Coordinator or Victim Advocate, and access sexual assault response services. 

The National Guard will not tolerate sexual assault.  Together, we must prevent sexual assault from tearing our units apart.  We must hold offenders accountable.  We must foster a culture where respect and dignity—not violence and abuse of power—are the standard.  And we must care for and support sexual assault victims if our prevention efforts fail.  Only with your support can we build a National Guard that stands for safety, dignity, justice, and respect.

Month of the Military Child

To the Soldiers and Airmen of the National Guard:

April is the Month of the Military Child, a time to specifically honor the sacrifices of military families around the world.  No one who wears the cloth of our Nation serves alone; we rely on the support of our families, friends, and loved ones to bear the responsibilities of being a citizen-warrior.  Being a military child comes with its own struggles and sacrifices; they do not choose to serve our Nation, yet they are born into a life of service.  They know the heartbreak of saying goodbye before a long deployment, the frustration of promises that can’t be kept, and the necessity of taking on additional responsibilities at home.  But through their experiences, they gain remarkable resilience.  They see their parents setting an example of hard work and devotion to a cause greater than themselves.  They learn to be proud of their Nation and the men and women who serve.  They learn to be leaders in their communities.  And they learn the power and the beauty in the words “Welcome home.”  This message is for them:

Thank you for being part of our National Guard family and playing a very important role in our success.  Thank you for being tough through deployments, even when you miss your parents or guardians terribly.  Thank you for forgiving us when we miss birthday parties, soccer games, school activities, and recitals.  Thank you for being understanding about the drill weekends that mean less time with the people you love; it’s to help us be ready when our Nation needs us most.

Reinstatement of ETP to Policy TA Funding

Date Published: 19 Apr 21

1.  For classes that start 23 April 2021 and later, HQ ACCESS is reinstating exception to policy (ETP) Tuition Assistance (TA) funding.  Soldiers should enroll in these classes directly with their Educational Institution.

2.  To ensure that there is no gap in TA funding, Soldiers whose classes start on 8 March 2021 and later will be provided ETP TA funding if TA eligible (e.g., not Flagged, have TA remaining for FY).   As such, no gap exists in a TA-eligible Soldier's ability to enroll in classes under this ETP.

3.  When the TA program is back online in ArmyIgnitED, Soldiers should follow the guidance provided in previous messages from HQ ACCESS to request ETP TA for classes beginning 8 March 2021 and later. 

4.  Once the TA program is back online in ArmyIgnitED and Soldiers are able to submit TA Requests into the system, HQ ACCESS will suspend the ETP TA process.  HQ ACCESS will message Soldiers when the TA program returns and when the ETP TA process has been discontinued.

5.  Soldiers with questions about the ETP TA process should contact their Army Education Center/Office directly or submit an ArmyIgnitED helpdesk case AFTER the TA program comes back on line.

S1NET Message Summary - 15 Apr 21

1. FRAGO 5 TO HQDA EXORD 050-21 SARS-COV-2 VACCINE DISTRIBUTION.  The Army G-1 PCC has asked that we highlight the FRAGO 5 requirement that, for COVID-19 Vaccinations, eligible Soldiers and Family Members must be available to receive a full COVID-19 vaccination series from the same manufacturer within a 45-day window at the same duty location. If receiving a 2 dose series, personnel must have 45 days of time on station to receive the first dose of the vaccine. Personnel with less than 45 days of time on station may decline this vaccine to meet the established reporting window at the new duty location. 2. FORCE HEALTH PROTECTION (FHP) GUIDANCE (SUPPLEMENT 20) - DEPARTMENT OF DEFENSE GUIDANCE FOR PERSONNEL TRAVELING DURING THE CORONAVIRUS DISEASE 2019 PANDEMIC, 12 APR 21. This memorandum replaces FHP Guidance (Supplement 14). This memorandum applies to official and unofficial travel and provides updated pre- and post-travel guidance for purposes of force health protection (FHP). Exception to ROM: Unless otherwise required by a more restrictive DoD policy, pre and post-travel ROM is not required for individuals who are 14 days post-completion of COVID-19 vaccination with a Food and Drug Administration (FDA)-authorized vaccine and meet all of the CDC criteria for the specific vaccine administered. Individuals will continue to adhere to public health measures, such as physical distancing to the greatest extent possible and mask wearing, in accordance with reference (h), (this memo).

     b. ROM after arrival at the travel destination may not be required by the destination health authority (e.g., the HN or State or local jurisdiction) if travelers have undergone COVID-19 testing prior to travel. Travelers should check with the MILDEPs, GCCs, State and local public health authorities, and military installations for current information.

     c. Exceptions to Testing: Unless otherwise required by a more restrictive DoD Policy: Individuals fully recovered from a laboratory-confirmed diagnosis of COVID-19 infection within the previous 90 days are not required to undergo viral testing. Individuals recovered from COVID-19 infection and desiring to travel will receive clearance from a healthcare provider or public health official and maintain a copy of the clearance letter in their possession during travel.

     d. Exceptions to Testing: Individuals who are 14 days post-completion of COVID-19 vaccination with a FDA authorized vaccine and meet all of the CDC criteria for the specific vaccine administered, are not required to undergo viral testing prior to travel from the United States to a foreign country.
