On 13 March 2022, the Army Talent Management Task Force, in coordination with the Task Force’s Strategic Communication Team, launched the Army Talent Attribute Framework (ATAF) webpage at https://talent.army.mil/ataf. DOES ARMY DIRECTIVE 2022-06, PARENTHOOD, PREGNANCY, AND POSTPARTUM, 19 APR 22 HAVE ANY EFFECT ON THE ARMY MILITARY PARENTAL LEAVE PROGRAM?  From the Leave and Pass Action Officer, HRC:  Due to questions from the field on AD 2022-06 concerning its effect on the Army Parental Leave Program, the following clarification is provided: https://www.milsuite.mil/book/docs/DOC-1139781      Q:  In reference to Army Directive 2022-06 (Parenthood, Pregnancy, and Postpartum), are there any updates to parental leave in regard to primary/secondary caregiver leave; or an effective date to implement this guidance; or a time frame to publish the guidance?      A:  The following answer has been provided by HQDA G-1:  Army Directive 2022-06 does not expand/change parental leave in regard to primary/secondary caregiver leave (see AR 600-8-10, para 5-5, "Army Military Parental Leave Program" for the current policy). The definition portion of the Army Directive alludes to future changes that may be coming as outlined in the National Defense Authorization Act (NDAA) 22, but they are not yet effective. Until NDAA 22 becomes effective (in accordance with 10 USC 704a), and the Office of the Secretary of Defense (OSD) has published their guidance (in accordance with 37 USC 1001), the current AR 600-8-10 policy remains the Army policy with regard to caregiver leave. S1NET Message Summary - 17 May 22

1. HQDA EXORD 225-21 (FRAGO 22) COVID-19 STEADY STATE OPERATIONS (CUI), DTG: 122315Z MAY 22. This FRAGO serves as a centralized document that consolidates the guidance and activities related to movement and travel of service members, civilians, and contractors as published in previous Department of Defense and Army policies. It is imperative that leaders ensure command emphasis to enforce compliance with all requirements provided in this order. All prior orders related to travel that have not been rescinded remain in effect until rescinded or replaced. [ADD] IAW Annex MMMM, unvaccinated Soldiers who are pending medical or administrative exemption (to include religious accommodation) will not conduct a permanent change of station (PCS). Refer to paragraph 3.d.15.b.2. For advanced approval for travel. Further, unvaccinated Soldiers who do not have a pending medical or administrative exemption (to include religious accommodation) remain flagged and are therefore ineligible to PCS under current Army policies and in accordance with Annex YYY.      b. (3.C.6.A.) [ADD] Ensure U.S. Army Installation Management Command Military Personnel Divisions (MPDs) review the monthly HQDA DCS, G-1 report of Soldiers ineligible to PCS prior to issuing PCS orders.      c. (3.C.6.A.1.) [ADD] MPDs will not issue PCS orders for Soldiers on the ineligible to PCS report unless the supporting S-1 or personnel work center validates the Soldier is fully vaccinated and medical protection system (MEDPROS) is updated with the appropriate vaccination status. Soldiers who are not fully vaccinated are ineligible to PCS without advance approval from the Under Secretary of the Army. This restriction includes no cost PCS, low-cost PCS, and intrapost transfers.      d. (3.C.6.A.2.) [ADD] If PCS orders were previously issued for Soldiers ineligible to PCS, MPDs will contact the supporting S-1 and defer the Soldier or determine if the Soldier has received advance approval for PCS from the Under Secretary of the Army.      e. (3.C.21.A.) [ADD] Ensure order issuing authorities validate the COVID-19 vaccination status of all Soldiers prior to issuing PCS Orders. Over the years we have collected a very large library of SOPs and other samples (ceremonies, counselings, 4187’s, OPORDs, etc.) donated by members to benefit others, giving them a “starting point” in developing their own.
