2. PROMOTION RULES – GUIDE FOR FAILED ELIGIBILITY. From the IPPS-A
Functional Management Division: There are 40 different rules that are in
use across the three components. Of those rules, 29 rules produce error
messages for failure. Not all rules are used for every component or
grade combination, but this guide is all inclusive such that if you run
into a Soldier who is ineligible on the roster, you will know what it

1. IPPS-A UPDATE, 21 MAR

a. Personnel Asset Inventory (PAI). The IPPS-A Go-Live Validation PAI began 15 March and runs until 30 April 2023. Check out the IPPS-A Replays, a bite-sized demo video, on how to Validate Unit Level Accountability (Using the Readiness Roster). This action ensures all Soldiers are reflected on the Readiness Roster in their current duty status.
b. Virtual Over the Shoulder Support (OTSS). While we will begin to stand down our In-Person OTSS, the Virtual OTSS being conducted by Team IPPS-A will extend beyond 31 March 2023 in order to continue transition support. If you have any questions or want to participate, please reach out on the MS Teams Channel in whichever group is applicable to you.
c. PCA versus PCS Assignments. I would like to clear up some confusion related to orders for PCS assignments. Soldiers who came down on CAP Cycle or officers who received RFOs prior to/during brownout require legacy orders published by the MPDs. HRC is loading a PCA assignment for these Soldiers. This PCA assignment routes to the losing S1 Pool. There has been concern that S1s are approving PCS orders. If the assignment is loaded as a PCA, it is a non-funded order and the legacy paper order is the source document. The order published by IPPS-A should be ignored. HRC continues to publish guidance regarding frustrated assignments. Please see the latest guidance attached at the above link.
d. IPPS-A Mobile App Status. The next mobile app update was submitted to TRADOC on 10 March 2023. The new update should be available in stores this month.
e. We’ve noted that the Talent Management (TAM) Workcenter is not displaying properly on the IPPS-A app on phones; tablets, desktops, and laptops have no issues. This is not necessarily a defect, but the testing team is looking into a possible sizing issue for small screens and will correct this issue as soon as possible. Please pass this information to your Soldiers, as they are the ones who regularly access TAM on their smartphones.
f. Army Reserve Annual Training Assignments. Pending Regional Level Application Software (RLAS) Group two-week Annual Training (AT) assignments starting after 1 April 2023 have been removed in IPPS-A from the accounts of USAR Soldiers. This is to minimize future assignments blocking accessions and reassignments as personnel are moved between annexes.

2. iPERMS NEW OPTICAL CHARACTER RECOGNITION (OCR) FUNCTIONALITY. a. Personnel Asset Inventory (PAI). The IPPS-A Go-Live Validation PAI began 15 March and runs until 30 April 2023. This action ensures all Soldiers are reflected on the Readiness Roster in their current duty status.
b. Virtual Over the Shoulder Support (OTSS). While we will begin to stand down our In-Person OTSS, the Virtual OTSS being conducted by Team IPPS-A will extend beyond 31 March 2023 in order to continue transition support. If you have any questions or want to participate, please reach out on the MS Teams Channel in whichever group is applicable to you.
c. PCA versus PCS Assignments. I would like to clear up some confusion related to orders for PCS assignments. Soldiers who came down on CAP Cycle or officers who received RFOs prior to/during brownout require legacy orders published by the MPDs. HRC is loading a PCA assignment for these Soldiers. This PCA assignment routes to the losing S1 Pool. There has been concern that S1s are approving PCS orders. If the assignment is loaded as a PCA, it is a non-funded order and the legacy paper order is the source document. The order published by IPPS-A should be ignored. HRC continues to publish guidance regarding frustrated assignments. Please see the latest guidance attached at the above link.
d. IPPS-A Mobile App Status. The next mobile app update was submitted to TRADOC on 10 March 2023. The new update should be available in stores this month.
e. We’ve noted that the Talent Management (TAM) Workcenter is not displaying properly on the IPPS-A app on phones; tablets, desktops, and laptops have no issues. This is not necessarily a defect, but the testing team is looking into a possible sizing issue for small screens and will correct this issue as soon as possible. Please pass this information to your Soldiers, as they are the ones who regularly access TAM on their smartphones.
f. Army Reserve Annual Training Assignments. Pending Regional Level Application Software (RLAS) Group two-week Annual Training (AT) assignments starting after 1 April 2023 have been removed in IPPS-A from the accounts of USAR Soldiers. This is to minimize future assignments blocking accessions and reassignments as personnel are moved between annexes.

The Transfer of Education Benefit Process
A Transfer of Education Benefit (TEB) request is an incentive for continued service offered to Service Members who qualify for the Post-9/11 GI Bill.
HOW DO YOU QUALIFY?
- Must be eligible for Post 9/11 Chapter 33. If you are not sure of your eligibility, you can contact us to find out or see the attached flyer.
- Be currently serving and have more than 6 years of total service completed.
- You must not be flagged for adverse action, ACFT/ABCP failure, or as an unsatisfactory participant.
- You must agree to a 4-year service obligation. This obligation runs concurrent with your contract. If you have more than 4 years remaining before you ETS/MRD/RET/MSO you will not need to extend, but if you have less than 4 years remaining on the day you apply, you will have to extend.
- When your request to transfer is approved, you will incur an Obligation End Date (OED).
- This OED must be monitored. You cannot voluntarily leave the military service before that date! If you do, the transfer is revoked for your dependents and any funds paid to them will be recouped by the Department of Veterans Affairs.
ARE YOUR CHILDREN ELIGIBLE TO RECEIVE BENEFITS?
You can transfer education benefits to children ages 21 and 22 only if they are dependent students. The student status determination must be made at a military ID card issuing facility.
- Dependent students are full-time students who are dependent on you for more than 50% of their support. Full-time student status cannot be determined more than 90 days prior to your child's twenty-first birthday. If student status is not determined in time, all DoD benefits will be terminated in DEERS. Therefore, you will not be able to request a transfer of education benefits on the TEB page. However, student status determination can be added after benefits are terminated in DEERS, which triggers eligibility on the TEB page.
- Children who are dependent students past the age of 22 with transfer months assigned are still displayed as eligible, because they can continue to use their already transferred benefit up until 26 years of age. However, students over the age of 22 are no longer eligible to receive additional transferred benefits. In addition to benefit months, your children are eligible for a monthly living stipend and a books and supplies stipend whether you are serving on Active Duty or not.
- If your children are not 18 but have attained a secondary school diploma (or equivalency certificate), they can use the transferred benefits. This includes some vocational or technical training programs, graduate and undergraduate training, as well as on-the-job training, apprenticeships, or non-college degree programs.
ADJUSTMENTS/MODIFICATIONS
- You can modify and/or revoke months for any dependents you originally transferred month of benefits to – even after you separate from service on https://milconnect.dmdc.osd.mil/milconnect/.
- IMPORTANT! You must be currently serving to designate months of benefit to a "new" dependent.
- You will need a DS LOG-ON to enter the site when you separate. Please create one!
HOW DO I APPLY?
- Contact the VA at 1-888-GIBILL-1 to determine the number of months of benefits you have remaining.
- If you have less than four years of service remaining, complete extension.
- Go https://milconnect.dmdc.osd.mil/milconnect/ and complete your TEB application. Please make sure your contact information is correct on DMDC.
- Access your Military email and follow email instructions.
- When ready to attend school, your approved dependent(s) apply at: www.va.gov to receive their approval letter or Certificate of Eligibility (COE). The student will give this letter to the VA Certifying Official at the school. The student will need to certify enrollment each month via text message, email or calling, 1-888-GIBILL1 or (1-888-442-4551).

15 MAR 23. This directive implements immediate changes to the Army Body
Composition Program (ABCP) that address findings from the scientific
assessment of the program. It provides incentives to Soldiers to
maintain physical readiness and establishes the process for body fat
assessment exemptions when warranted. Effective immediately, all
Soldiers who score 540 points or more on the record Army Combat Fitness
Test (ACFT), with a minimum of 80 points in each event, are exempt from
the Army body fat circumference-based tape assessment. This policy
applies to Soldiers who complete all six primary events of the ACFT; no

3. AMHRR FILING OF AWARD CERTIFICATES. From HRC Army Soldier Records Branch: The HRC, Awards and Decorations Branch has revised procedural guidance outlined in AR 600-8-22 as it pertains to authoritative source document requirements filed in the Soldier’s Army Military Human Resource Record (AHMRR). With the release of IPPS-A R3 on 17 January 2023 as the authoritative source for AAM, ARCOM, MSM, and LOM’s the Army must transition its filing processes for those awards that were not subsumed by IPPS-A. Effective 17 January 2023, award certificates are no longer authorized for filing in the member's AMHRR file/folder. DA 638s are now filed as the actual award received, (e.g., DA 638 for an AAM is filed as an AAM, ARCOM as an ARCOM, etc...). 4. RE-CERTIFYING A DECLINATION OF SGLI COVERAGE. SGLI Online Enrollment System (SOES) is the system of record for all Servicemembers’ Group Life Insurance (SGLI) updates. Therefore, Soldiers must use SOES for all requests to change, cancel, restore, or re-certify SGLI coverage. As of December 2022, SOES has the capability to recertify $0 coverage within the program and a SGLV 8286 is no longer used for this action. From HRC Army Soldier Records Branch: The HRC, Awards and Decorations Branch has revised procedural guidance outlined in AR 600-8-22 as it pertains to authoritative source document requirements filed in the Soldier’s Army Military Human Resource Record (AHMRR). With the release of IPPS-A R3 on 17 January 2023 as the authoritative source for AAM, ARCOM, MSM, and LOM’s the Army must transition its filing processes for those awards that were not subsumed by IPPS-A. Effective 17 January 2023, award certificates are no longer authorized for filing in the member's AMHRR file/folder. DA 638s are now filed as the actual award received, (e.g., DA 638 for an AAM is filed as an AAM, ARCOM as an ARCOM, etc...). 4. RE-CERTIFYING A DECLINATION OF SGLI COVERAGE. SGLI Online Enrollment System (SOES) is the system of record for all Servicemembers’ Group Life Insurance (SGLI) updates. Therefore, Soldiers must use SOES for all requests to change, cancel, restore, or re-certify SGLI coverage. As of December 2022, SOES has the capability to recertify $0 coverage within the program and a SGLV 8286 is no longer used for this action. Diwa and WO1 Samantha Bonds, is recommended by the IPPS-A Team. “Attached at the following link is a tool (Guide to IPPS-A Organizational Library and examples of PAR and Absence Templates) we are using to assist Unit S1s/G1s and MPD to standardized Personnel Action Request Templates, as well as Absence Request Templates. The tool is a way to message the template formats to Soldiers and Commands. In addition, the tool also has Personnel Asset Inventory (PAI) features to assist with the upcoming and future unit PAIs. Campaign and war service streamers awarded for active Confederate military service during the Civil War as an exception to the requirement for active Federal military service are no longer authorized for display by any unit in the U.S. Army.
