1. ARMY DIRECTIVE 2023-08, ARMY BODY FAT ASSESSMENT EXEMPTION FOR ARMY COMBAT FITNESS TEST SCORE, 15 MAR 23. This directive implements immediate changes to the Army Body Composition Program (ABCP) that address findings from the scientific assessment of the program. It provides incentives to Soldiers to maintain physical readiness and establishes the process for body fat assessment exemptions when warranted. Effective immediately, all Soldiers who score 540 points or more on the record Army Combat Fitness Test (ACFT), with a minimum of 80 points in each event, are exempt from the Army body fat circumference-based tape assessment. This policy applies to Soldiers who complete all six primary events of the ACFT; no alternate events are authorized. The exemption is not retroactive. Visit the following link for additional information. 2. FY23 MSG EVALUATION BOARD ELIGIBILITY LIST (AC/USAR AGR/IMA). From HRC Enlisted Promotions:  The FY23 MSG Evaluation Board Eligibility List has been released on the HRC website, and attached at the following link on S1NET. This list contains the identified MSGs who, as of 1 February, meet the Eligibility Requirements of the Evaluation Board. If a Soldier does not see his or her name on the list and does not have a My Board File (MBF), but has determined that he or she should have an MBF, the Soldier must contact Senior Enlisted Promotions to be added to the board. Failing to do so will not result in a later reconsideration. 3. AMHRR FILING OF AWARD CERTIFICATES. From HRC Army Soldier Records Branch: The HRC, Awards and Decorations Branch has revised procedural guidance outlined in AR 600-8-22 as it pertains to authoritative source document requirements filed in the Soldier’s Army Military Human Resource Record (AHMRR).  With the release of IPPS-A R3 on 17 January 2023 as the authoritative source for AAM, ARCOM, MSM, and LOM’s the Army must transition its filing processes for those awards that were not subsumed by IPPS-A. Effective 17 January 2023, award certificates are no longer authorized for filing in the member's AMHRR file/folder. DA 638s are now filed as the actual award received, (e.g., DA 638 for an AAM is filed as an AAM, ARCOM as an ARCOM, etc...). In addition, if an award certificate is a standalone document with a date prior to 17 January 2023, the certificate will be processed as an award document. 4. RE-CERTIFYING A DECLINATION OF SGLI COVERAGE. SGLI Online Enrollment System (SOES) is the system of record for all Servicemembers’ Group Life Insurance (SGLI) updates.  Therefore, Soldiers must use SOES for all requests to change, cancel, restore, or re-certify SGLI coverage.  As of December 2022, SOES has the capability to recertify $0 coverage within the program and a SGLV 8286 is no longer used for this action.  If a Soldier has a problem with their SOES access, they must call the DMDC Support Center for technical support (1-800-477-8227). 5. HRC - G1/S1 TOUCHPOINT AS OF 20230315. The HRC - G1/S1 touchpoint was initiated to provide a platform for G1/S1’s to directly communicate with Human Resources Command (HRC) professionals and the Functional Management Division IPPS-A team (FMD). This forum facilitates the opportunity for G1/S1's to gain shared understanding of concerns and provide feedback on issues/trends experienced since the launch of IPPS-A Go-Live. How can I add or request to add - Professional Licenses and IT Certifications on IPSS-A? 7.  IPPS-A ITEMS.      a. HQDA EXORD 009-16 (FRAGO 5) (MOD 3) BASE ORDER (CUI). This is Mod 3 to FRAGO 5 to HQDA EXORD 009-16 Integrated Personnel and Pay System (IPPS-A) - Increment II. Mod 3 provides updates to the base FRAGO and updates to Annexes B, C, H and I.      b. HQDA EXORD 009-16 (FRAGO 5) (MOD 3) ANNEX B - TEST AND EVALUATION (CUI). This annex provides supplemental guidance and information related to paragraph 3.B.5.C and 3.B.6 in FRAGO 5 pertaining to the Test and Evaluation phase that was completed in November 2022. The annex also provides additional guidance to NGB, USARC, FORSCOM and TRADOC regarding Post Go-Live Surveys) outlined in paragraph 2.A.      c. HQDA EXORD 009-16 (FRAGO 5) (MOD 3) ANNEX C - NEW EQUIPMENT TNG AND DEPLOYMENT PLAN (CUI). This annex provides Release 3 New Equipment Training (NET) and deployment guidance.      d. HQDA EXORD 009-16 (FRAGO 5) (MOD 3) ANNEX H - HUMAN RESOURCES TRANSFORMATION (CUI). This Annex supplements FRAGO 5 and outlines the Human Resources Concept of Support.  It will describe the optimization of Personnel Services Delivery Redesign (PSDR) in a Release 3 (Rel3) environment when IPPS-A subsumes, sends, and/or receives data via interfaces from a multitude of systems across all three Components beginning in Release 3.  The streamlined management of HR operations, business processes and data accuracy will drastically transform HR organizations, relationships, and processes.      e. HQDA EXORD 009-16 (FRAGO 5) (MOD 3) ANNEX I - ASSIGNMENT INTERACTIVE MARKETPLACE (CUI). The purpose of this annex, Annex I of FRAGO 5 for the Integrated Personnel & Pay System-Army (IPPS-A), is to document the transition process of AIM & ASK-EM functionality to the IPPS-A and communicate IPPS-A Release 3 system talent management features, and educate the field on the business process, direction, and detailed capabilities necessary to support the Active Component (AC), Army National Guard (ARNG), and Army Reserve (USAR) in matters specifically related to the Soldier Talent Profile and the Soldier Marketplace. 8. To announce the approval of the Award of the Armed Forces Medal (AFSM) for eligible Servicemembers for qualifying participation in Operations ALLIES REFUGE (OAR) and ALLIES WELCOME(OAW). Amended to add: Approval Authority. Determination of individual eligibility is delegated to the first O-6 commander/civilian equivalent or above. Determination of eligibility for Army Veterans and Retirees is the Commanding General, U.S. Army Human Resources Command.      b. MILPER MESSAGE 23-094, NEW DD FORM 93, RECORD OF EMERGENCY DATA, ISSUED: [3/16/2023 11:19:32 AM]. This message announces the release of the new Department of Defense (DD) Form 93 dated February 2023. If a change is required to any item other than unit (block 3b), Human Resources (HR) Professionals will ensure Soldiers execute a manual DD Form 93 and upload into AMHRR Records Management Application (iPERMS) within 24 hours. When uploading in iPERMS, HR professionals will only upload DD Form 93s to the batch and annotate DD Form 93 Change in the container field.  IPPS-A will reflect the new DD Form 93 on or about 27 April 2023. Once IPPS-A is updated the field will return to self-service.      c. MILITARY PAY E-MESSAGE # 23-011, SUBJECT: Approved Army Incentive Pays for FY23. E-Message for all regarding the approved Army Incentive Pays for FY23.      d. MILITARY PAY E-MESSAGE # 23-012, SUBJECT: Family Servicemembers’ Group Life insurance (FSGLI). The purpose of this message is to provide information regarding current Family Servicemembers’ Group Life insurance (FSGLI) policies and processing. 10. S1NET MEMBER REQUESTS.
