S1NET Message Summary - 22 Mar 23

1. IPPS-A UPDATE, 21 MAR 23.  From COL Rebecca Eggers, IPPS-A FMD: Some key points from this update follow.  View the entire update at the following link.       a. Personnel Asset Inventory (PAI). The IPPS-A Go-Live Validation PAI began 15 March and runs until 30 April 2023. Check out the IPPS-A Replays, a bite-sized demo video, on how to Validate Unit Level Accountability (Using the Readiness Roster). This action ensures all Soldiers are reflected on the Readiness Roster in their current duty status.      b. Virtual Over the Shoulder Support (OTSS). While we will begin to stand down our In-Person OTSS, the Virtual OTSS being conducted by Team IPPS-A will extend beyond 31 March 2023 in order to continue transition support. If you have any questions or want to participate, please reach out on the MS Teams Channel in whichever group is applicable to you.      c. PCA versus PCS Assignments. I would like to clear up some confusion related to orders for PCS assignments. Soldiers who came down on CAP Cycle or officers who received RFOs prior to/during brownout require legacy orders published by the MPDs. HRC is loading a PCA assignment for these Soldiers. This PCA assignment routes to the losing S1 Pool. There has been concern that S1s are approving PCS orders. If the assignment is loaded as a PCA, it is a non-funded order and the legacy paper order is the source document. The order published by IPPS-A should be ignored. HRC continues to publish guidance regarding frustrated assignments. Please see the latest guidance attached at the above link.      d. IPPS-A Mobile App Status. The next mobile app update was submitted to TRADOC on 10 March 2023. The new update should be available in stores this month.      e. We’ve noted that the Talent Management (TAM) Workcenter is not displaying properly on the IPPS-A app on phones; tablets, desktops, and laptops have no issues. This is not necessarily a defect, but the testing team is looking into a possible sizing issue for small screens and will correct this issue as soon as possible. Please pass this information to your Soldiers, as they are the ones who regularly access TAM on their smartphones.      f. Army Reserve Annual Training Assignments. Pending Regional Level Application Software (RLAS) Group two-week Annual Training (AT) assignments starting after 1 April 2023 have been removed in IPPS-A from the accounts of USAR Soldiers. This is to minimize future assignments blocking accessions and reassignments as personnel are moved between annexes.      g. Known Issues. For updates on IPPS-A issues pertaining to promotions, benefits, assignments, onboarding, and more, please reference 2. iPERMS NEW OPTICAL CHARACTER RECOGNITION (OCR) FUNCTIONALITY. From HRC Army Soldier Records Branch:  iPERMS is deploying a new capability this Spring that will automatically recognize and file documents processed by Scan Operators that are filed in the Soldier's AMHRR file/folder. The attached "User" guide (at following link) provides Scan Operators the new format for organizing and processing batches. 3. USAR TPU CAREER MANAGEMENT OFFICE (CMO) BOARD TIMELINE CHEAT SHEET. BRANCH/COMMAND ITEMS.      a. OUSD(I&S)/INFLUENCE AND PERCEPTION MANAGEMENT OFFICE, AC, O-5 (PROMOTABLE) OR O-6 VACANCY, ARLINGTON, VA. The Influence and Perception Management Office (IPMO) is DoD’s center of gravity for efforts to deliberately influence foreign defense and intelligence entities to behave in ways which benefit America’s defense-related strategic interests. IPMO has a newly created Active Component (AC) billet for a Senior Military Advisor, open to an Army O-5 (promotable) or O-6, to be filled as a by-name request for a three-year duration; there is no AOC restriction, any component may apply.  Candidates with China-related intelligence expertise or experience in information operations or military information support operations (MISO) are particularly encouraged to apply. 6. Talent Alignment and Development Directorate (TADD) / Force Shaping Directorate (FSD) will adjust the Army Talent Alignment Process (ATAP) 24-01 Distribution Cycle timeline to reduce burden on units, allocate time for data accuracy, and support the Integrated Personnel and Pay System- Army (IPPS-A) Army Wide Personnel Asset Inventory (PAI).  Additionally, TADD/FSD will narrow the population of Officers/Warrant Officers moving during the Distribution cycle into six Essential Move categories to support the same objectives.  Officers and Units should review the key changes listed in this message and prepare accordingly.      b. MILPER MESSAGE 23-099, AMENDMENT TO THE FISCAL YEAR 2023 (FY23) ACTIVE COMPONENT (AC), CHIEF WARRANT OFFICER THREE (CW3), CHIEF WARRANT OFFICER FOUR (CW4), AND CHIEF WARRANT OFFICER FIVE (CW5), PROMOTION SELECTION BOARD (PSB) ZONES OF CONSIDERATION, ISSUED: [3/21/2023 12:06:31 PM]. Under the Merit Based Promotion, Title 10 U.S.C. Section 616(g) (3), the board may be authorized to recommend officers of particular merit from those officers recommended for promotion, to be placed higher on the promotion list. This authority allows the Army to recognize and reward personnel based on their performance.      c. MILPER MESSAGE 23-100, UPDATE TO ARMY SPECIAL OPERATIONS FORCES (ARSOF) PROGRAMS, ISSUED: [3/21/2023 12:30:46 PM]. Effective immediately, Commanders of Army Commands (ACOM), Army Service Component Commands (ASCC), and Direct Reporting Units (DRU) will publicize the Army Special Operations Forces (ARSOF) program and ensure Soldiers have access to ARSOF in-service recruiters and recruiter briefings. Additionally, commanders will work with ARSOF in-service recruiters from the Special Operations Recruiting Battalion (SORB) to schedule assessment and selection course dates to meet both unit and ARSOF operational requirements and the Soldier's career goals.      d.
