1. TAG SENDS-DD 214 PROCESSING, LOD/FIB, AFGHANISTAN RETROGRADE AWARDS, AND IPPS-A, 25 JAN 23. From BG, Gregory S. Johnson, The Adjutant General of the Army:  This edition contains updates/information on:  Processing DD Form 214’s, LOD and Fatal Incident Briefs, Transition Services Update, IPPS-A Order Format, and Effects of Training in IPPS-A With iPERMS. Some key points follow:      a. Processing of DD Form 214s. The Army is experiencing data processing issues with the Transition Processing System (TRANSPROC) preventing Soldiers across the Army from signing their DD 214. Additionally, there may be delays in processing separation orders for Active and Reserve Component Soldiers. Those impacted should contact their supporting transition center for any updates regarding their documents.       b. IPPS-A Order (and Absence Request) Format. There are several reports that Soldiers were turned away from Housing Offices and/or Transportation Offices because those organizations had never seen the IPPS-A orders/absence formats that Soldiers now possess. This system is a monumental change for the Army. To help us all with the transition, attached is a document that includes photos of the IPPS-A PCS Orders format, an Absence request, and a Promotion order.      c. Effects of training in IPPS-A with iPERMS. While it is awesome that HR Professionals and S1s are conducting IPPS-A training, please do not use the IPPS-A system for training purposes.  Doing so will cause second and third effects in the Soldier AMHRR (iPERMS). IPPS-A provides the Operational Training Environments (OTE) for any IPPS-A training, the links for access are provided with this TAG Sends. 2. INCREASE IN MAXIMUM SGLI COVERAGE IN MAR 23.  From Army G-1 Compensation & Entitlements: Public Law 117-209 (Supporting Families of the Fallen Act) increased the maximum SGLI coverage from $400,000 to $500,000 for all Service members, including those Service members who previously declined or reduced coverage.  By law, when the increase in coverage occurs, all eligible Service members will have their coverage increased to the new maximum. This is to ensure that all Service members can obtain the new maximum coverage without any medical underwriting. Service members who previously declined SGLI coverage will be automatically insured for $500,000 unless they opt out or elect a lesser coverage amount. The earliest date to reduce or decline coverage is 1 March 2023.  Service members should not try to reduce their coverage before 1 March 2023, or the election will be automatically increased the maximum SGLI coverage of $500,000 on 1 March when the change goes into effect. Visit the following link for more information. 3. ARMY DISASTER PERSONNEL ACCOUNTABILITY AND ASSESSMENT SYSTEM (ADPAAS) DPAPM/COR CERTIFICATION MOBILE TRAINING TEAM (MTT). HQDA G-1 Personnel Contingency Cell (PCC) has reinstituted an ADPAAS Mobile Training Team (MTT) in order to train and certify Army Command Disaster Personnel Accountability Program Managers (DPAPMs) and Command Officer Representatives (CORs). HQDA G-1 PCC is hosting three separate 1-day training events between 14-16 FEB 2023 at the 40ID Headquarters on Joint Force Training Base (JFTB), Los Alamitos, CA. We encourage Commands to ensure a DPAPM, and an alternate, and major Command CORs are appointed as soon as possible so personnel are eligible to register for training seats for the course in FEB. DA G-1 PCC is seeking additional MTT training locations. If your Organization is able and willing to host an ADPAAS MTT, please reach out to the HQDA G-1 PCC ADPAAS Team. AGR (USAR) (SFC-SGM) SENIOR ENLISTED PROMOTION SEQUENCE NUMBER REPORT AND BY-NAME PROMOTIONS LIST, FEBRUARY 2023.      c. ACTIVE COMPONENT ENLISTED PROMOTION CUTOFF SCORES AND SGT/SSG BY-NAME PROMOTION LISTS, FEBRUARY 2023. 5. FY23 1ST QTR, USAR AGR NONCOMMISSIONED OFFICER ALC SCHEDULING (PROMOTION POINTS DATA). From HRC Military Schools Branch:  This is the FY23 1st Qtr, USAR AGR NCO ALC Scheduling Report. 6. UNITED STATES ARMY RESERVE (USAR) FY23 CONFEDERATION OF INTERALLIED RESERVE OFFICERS (CIOR)/CONFEDERATION OF INTERALLIED RESERVE MEDICAL OFFICERS (CIOMR) PROGRAMS. Eligible USAR Soldiers (TPU and AGR) may apply for the opportunity to participate in the USAR FY23 CIOR/CIOMR by submitting a complete application packet NLT 18 February 2023. 7. HRC MASTER WORKFLOW TEMPLATE - USER-DEFINED LIST (UDL), A/O 25 JAN 23. Please see the attached (at following link) for the latest version of HRC's Master Workflow Template - UDL List. If the action is not listed in Annex F, IPPS-A User Manual, or not listed in the attached excel, continue to submit it via the legacy processes. 8.  IPPS-A ITEMS.      a. IPPS-A Replays: INITIATE A SUSPENSION OF FAVORABLE PERSONNEL ACTION (SFPA).      b. IPPS-A Replays: REMOVE A SUSPENSION OF FAVORABLE PERSONNEL ACTION (SFPA).      c. IPPS-A Replays: VALIDATE UNIT LEVEL ACCOUNTABILITY. In this episode, MAJ Mclean explains how to Validate Unit Level Accountability Using the Readiness Roster. This action ensures all Soldiers are reflected on the Readiness Roster in their current duty status.      d. (UPDATE) IPPS-A JOB AID: CUTOVER ASSIGNMENTS DEFERMENT PROCESS. IPPS-A requires every day to be accounted for during the Permanent Change of Station period up to the report date. IPPS-A will now automate these assignments to minimize work by HR Professionals. Members will not need to re-create absence requests with their former organizations, and local military personnel directorates will not need to complete duplicate orders. Please review the attached Cutover Assignments Deferment Process guidance.      e. (UPDATE) IPPS-A JOB AID: JUNIOR ENLISTED PROMOTIONS, PCR TO PRR. This Job Aid assists in integrating Service Members to the Promotion Recommended Roster (PRR) from Promotion Consideration Roster (PCR).  Normal timeline for this task is after monthly unit promotion boards held between 10-26th of each month.      f. IPPS-A "A DAY IN THE LIFE" WEBINAR SERIES - DAY 1 POW TASKS: MANAGING ABSENCES 1 FEB 2023. Attached is the CONOP for the IPPS-A "A Day in the Life" Webinar Series - Day 1 POW Tasks: Managing Absences. The FMD Training Team will be conducting two sessions on 1 FEB 23 at 1100 ET and 1900 ET. 9. ARMY RESERVE PAY MESSAGES.      a. ARMY RESERVE PAY MESSAGE 23-02, UPDATED TEMPORARY RESOLUTION FOR DEPENDENCY MISMATCH WHEN PAYING ORDERS IN RADARS. A temporary fix has been implemented to allow the DA Form 5960 that is input into RLAS RM to update the RLAS Personnel module so that the dependency data will match, allowing orders to be paid. It is a known issue that the DA Form 5960 still has a mismatch error for Soldiers with a military spouse.  A fix is being worked.      b. ARMY RESERVE PAY MESSAGE 23-03, DEC 2022 UNIT PAY REPORTS. The Dec 2022 Unit Commander’s Pay Management Report (UCPMR) and the Dec 2022 Master Military Pay Account (MMPA) 2405 reports are available in RLAS for downloading. 10. SPOTLIGHT RESOURCES FOR FAMILY & CAREGIVER SUPPORT. The National Resource Directory (NRD) is a resource website that connects wounded warriors, Service Members, Veterans, their families, and caregivers to programs and services that support them.  It provides access to services and resources at the national, state, and local levels to support recovery, rehabilitation, and community reintegration. The NRD is a partnership among the Departments of Defense, Labor and Veterans Affairs. 11. BRANCH/COMMAND ITEMS.      a. ANNOUNCEMENT OF THE CALENDAR YEAR 2022 ORDER OF DAEDALIANS BG CARL I. HUTTON MEMORIAL AND U.S. ARMY EXCEPTIONAL AVIATOR AWARD. The Order of Daedalians, the national fraternity of military pilots, has presented the two United States Army awards annually to recognize safe flying practices and exceptional Aviators.  In 1978, they established the BG Carl I. Hutton Memorial Award, and in 1999, they established the US Army Exceptional Aviator Award. The deadline for submission this year is 13 March 2023 for all nominations. 12. This message is used for Regular Army reclassification purposes. In/Out calls are changed as needed based on the strength of the MOS and are immediately posted on the Army’s RETAIN system. The In/Out call data on RETAIN takes precedence when a discrepancy exists between RETAIN and the current MILPER message.      c. MILPER MESSAGE 23-034, SELECTIVE RETENTION BONUS (SRB) PROGRAM, ISSUED: [1/24/2023 11:40:22 AM]. This MILPER message announces changes to the Regular Army Selective Retention Bonus (SRB) program.      d. MILPER MESSAGE 23-035, REGULAR ARMY PRECISION RETENTION, ISSUED: [1/24/2023 11:45:23 AM]. Precision Retention is designed to sustain unit readiness and force alignment through the reenlistment and reclassification of Soldiers.      e. MILPER MESSAGE 23-036, AMENDMENT TO FISCAL YEAR 2024 (FY24) WARRANT OFFICER APPLICATIONS FOR ACTIVE DUTY AND RESERVE VETERINARY CORPS (VC) FOOD SAFETY OFFICER (MOS 640A), ISSUED: [1/25/2023 11:14:47 AM]. Paragraph 2 in MILPER Message 22-505, issued 23 Dec 22 is amended to read: A selection board is scheduled to convene on or about 22 Feb 23 to consider officers for promotion to BG in the Chaplain Corps. The BG, Chaplain competitive category is a military education level (MEL) 1 utilization assignment; to be eligible for this board, officers must be MEL 1 graduates.      g.
