1. PER DIEM CLAIMS FOR
RESERVE SOLDIERS MOBILIZED ON TCS ORDERS BETWEEN 2014 AND 2017, FILING
INSTRUCTIONS. From HQDA, ARMY G1. On 8 July 2022, our office issued a
message under the same subject announcing a HQDA, Army G1 review of
Reserve Soldiers on TDY (TCS) orders between 2014 and 2017 that could be
entitled to file a claim for per diem payments, provided they were
mobilized/ordered to active duty on TCS (TDY contingency) orders
following completion of a PCS tour (ADOS-AC/ADOS-RC) and remained at the
same duty location after a break in Service of at least one day.
Claims with all supporting documents will be submitted to HQDA, Army
DCS, G1, Pentagon for review and decision to the following MAILBOX:

2. eMILPO MESSAGE 22-28, eMILPO AND DATASTORE CUTOVER TO IPPS-A. eMILPO
and Datastore will be taken offline on 12 Aug 22 at 12 p.m. EST to
facilitate the migration to IPPS-A. After eMILPO has been taken down we
will prepare the system for final processing of transactions between
eMILPO and TAPDB-AE/AO (EDAS/TOPMIS) we will deliver a final database
file to IPPS-A. Once the IPPS-A file is delivered the operations team
will open eMILPO back online approx. 19 Aug for 30 days post Go-Live.

3. VIRTUAL INTEGRATED MANAGEMENT SYSTEM (IMS) TRAINING OPPORTUNITY: The
Office of Business Transformation is offering a virtual IMS training
course from 13-15 September 2022. The IMS course was designed to
develop understanding of the Army’s IMS framework for leading and
managing high-performing organizations. With this understanding,
students will be able to critically assess operations of their own
organizations and provide recommendations for their continuous
improvement. Based on the Baldrige Excellence Framework, the IMS
supports integration of the Army’s people, processes, data, and
information to develop and sustain high performing organizations at all
echelons and accomplish institutional plans, strategies, programs and
initiatives. The ideal participant serves in a leadership and management
role at the GS-13-15 and O-4 to O-6 levels. A course overview with

5. NEW 988 SUICIDE AND CRISIS LIFELINE. From the Army Recovery Care
Program: In 2020, Congress designed the new 988 dialing code to operate
through the existing National Suicide Prevention Lifeline. The Substance
Abuse and Mental Health Services Administration (SAMHSA) is the lead
federal agency, in partnership with the Federal Communications
Commission and the Department of Veterans Affairs, working to make the
promise of 988 a reality for America. Moving to a 3-digit dialing code
is a once-in-a-lifetime opportunity to strengthen and expand the

6. DELEGATION OF AUTHORITY AND PROCEDURES FOR PROMOTION BOARD RESULTS
NOTIFICATION OF ARMY RESERVE TROOP PROGRAM UNIT (TPU) OFFICERS, DATED 29
JULY 2022. The updated policy delegates authority to Readiness
Divisions (RDs) to issue and Major Subordinate Commands (MSCs) to
distribute mandatory selection board notification memoranda to Army
Reserve Troop Program Unit (TPU) officers. This policy also includes
standardized memoranda/documents to be used in the notification process.
