1. TRANSITION ASSISTANCE FOR INVOLUNTARY SEPARATIONS. From Army Transition Assistance Program (TAP), U.S. Army Human Resources Command (HRC): All Soldiers transitioning from active duty are entitled to and required to complete Career Readiness Standards provided by the Transition Assistance Program (TAP). Soldiers pending involuntary separation, to include vaccine refusal, need to visit their local TAP center as soon as possible. Soldiers who are unable to complete all requirements prior to their separation date have an additional 180 days post transition to utilize TAP services. Soldiers located more than 50 miles from a TAP center can utilize the TAP Virtual Center, 1-800-325-4715. To learn more about the program and resources available visit the TAP website at   2. The purpose of the Financial Literacy Training Program is to implement policy and procedures for ensuring Soldiers receive mandated training at the required milestones and to provide Soldiers, commanders, and leaders with tools required to improve the financial readiness of the force. This ALARACT message announces specific changes to execution requirements in support of the Army’s Financial Literacy Training Program as promulgated by Fragmentary Order (FRAGO) 1 to HQDA EXORD 140-21.      b. ARMY DIRECTIVE 2022-01, PERSONAL COMMERCIAL SOLICITATION ON ARMY INSTALLATIONS TO SUPPORT FINANCIAL EDUCATION, 11 FEB 22. This directive establishes policy for the financial literacy education and training provided by non-Federal entities (NFEs). It defines the criteria, outlines the roles and responsibilities, and provides direction on the acquisition of financial literacy education provided by NFEs on Army installations. 6. Before being released from the RA / USAR AGR, each Soldier will enter into a contractual agreement under which the Soldier agrees to be recalled / enlisted back to the RA / USAR AGR, as applicable) for a period of not less than two months for every month of program participation following the Soldier’s return to active duty (Soldiers entering the CIP after 26 December 2021 incur a service obligation of one month for each month of program participation). Participation in the program may not exceed three years from the date of release from the RA / USAR AGR.
