2. RECOMMENDATIONS FOR ARMY TALENT ATTRIBUTE FRAMEWORK (ATAF) USE IN THE MARKET. 4. INTEGRATED AUTOMATED TRAVEL SYSTEM (IATS) 8.0 RELEASE MIGRATION TO MS SQL, CAC ENABLING, AND DATA CALL/ (TRAVEL TECHNICAL MESSAGE (TTM) 21-04). From USAFMCOM: (Reminder) On April 6, 2021, the Defense Finance and Accounting Service (DFAS) distributed the attached (at following link) TTM 21-04 to the financial management community. The TTM announced the IATS 8.0 release migration from the current Sybase data management software to Microsoft SQL server and change of common access card (CAC)/personal identity verification (PIV) authentication for login purposes.  Army IATS users must comply with the attached TTM 21-04, and should have already provided DFAS the data call outlined in paragraph 10 of the TTM.  It is vital that in order for IATS 8.0 release to perform properly, all IATS user sites must upgrade to IATS version 7.3.1 NLT August 31, 2021. https://www.milsuite.mil/book/docs/DOC-1036283

5. ARMY RESERVE PAY MESSAGE 21-14, NEW DA FORM 5960 DATED JUL 2021. Effective 26 August 2021 IAW AR 637-1, the DA Form 5960 (JUL 2021) will be required to be completed outside of RLAS (Fillable Adobe Form).  The new DA Form 5960 (JUL 2021) is the only 5960 authorized to upload to iPERMS or to be provided to the Soldier. Note the new form requires the Soldier’s DOD ID in place of the SSN as well as the spouse’s, if applicable.  All previous versions of the DA Form 5960 are obsolete.      a. MILPER MESSAGE 21-307, FY2021 PRE-CUTOVER ARMY WIDE PERSONNEL ASSET INVENTORY (PAI), ISSUED: [8/20/2021 3:29:40 PM]. All Active Component (AC), Deployed and Garrison Units including Community Based Health Care Organizations (CBHCO) and Medical Retention Processing Units (MRPU), will conduct their annual Personnel Asset Inventory (PAI) between 15 AUG 21 and 15 SEP 21. The Pre-Cutover PAI is intended to provide the cleanest possible accountability data for conversion into Integrated Personnel and Pay System-Army (IPPS-A) Release 3 and timed to support the end of fiscal year strength reporting starting 1 OCT 21. Para 5: Changed to read: The exiting OMLs for SSG, SFC and MSG were revised to reflect Soldier’s new MOS and CPMOS to incorporate the changes.
