S1NET Message Summary - 5 Aug 21

1. FRAGO 2 TO HQDA EXORD 225-21 COVID-19 STEADY STATE OPERATIONS (CUI), DTG: 301555Z Jul 21. Updates in this FRAGO include:

     a. (3.D.2.B.) [Change to Read] COVID testing is no longer provided by the DOD at the aerial port of embarkation (APOE) locations (e.g., BWI and SEA-TAC airports). A negative COVID-19 test within 72 hours is still required in order to board the international flight. Personnel should arrive at the APOE with a current negative test. Testing is available at Army MTFs for Soldiers, family members, and DA civilians on official travel. Commanders and supervisors will conduct pre-travel risk assessment counseling and inform the traveler that COVID-19 testing is no longer provided by the DOD at APOEs, and testing should be conducted at the losing installation. If the traveler cannot obtain a COVID-19 test through a federal dispensary, MTF, or otherwise covered by insurance then reimbursement may be authorized as a miscellaneous expense on the PCS travel voucher.

     b. (3.D.2.B.1.) [Add] IAW Annex G, FHPG Supplement 20, Soldiers, DA civilians, and family members conducting official international air travel to or from the United States require a negative COVID-19 test within 72 hours prior to departure. If the destination country requires a specific test or test timing, personnel must follow the destination location requirements. All personnel must maintain proof of the negative test result during travel.

     c. (3.D.5.) [Change to Read] Annex V is rescinded. Read and comply with Deputy Secretary of Defense memorandum Updated Mask Guidance for All DOD Installations and Other Facilities, 28 July 2021, Annex BB. In areas of substantial or high community transmission, DOD requires all service members, federal employees, on-site contractor employees, and visitors, regardless of COVID-19 vaccination status, to wear masks indoors on DOD installations/facilities… Senior commanders and managers of installations/facilities in areas where community transmission is low or moderate will determine if masks are necessary for fully vaccinated personnel.

     d. (3.D.5.A.) [Add] Read and comply with FHPG supplement 17, Revision one (1), for the use of masks, personal protective equipment, and non-pharmaceutical interventions, 22 June 2021, Annex T. Service members should be prepared to show proof of vaccination (CDC vaccination card or other medical documentation) if unmasked on DOD installations. Commanders or supervisors may not inquire about or verify the vaccination status of civilian employees. Unmasked civilian employees may be asked to confirm vaccination status only if the commander or supervisor has a reasonable basis to believe the unmasked employee has not been fully vaccinated, based on reliable evidence such as firsthand knowledge of voluntary employee statements.

2. UPDATED ENTRY REQUIREMENTS FOR GERMANY, JAPAN AND SOUTH KOREA, 2 AUG 21. From IMCOM:  Official travel with a tourist passport will no longer be allowed for DOD sponsored dependents traveling to Germany, Japan, and South Korea. Travelers must obtain a Special Issuance Passport (SIP) prior to entering the destination country on official travel. As a temporary exception, travelers not in receipt of a SIP prior to departure must carry the regular (blue) passport and a memorandum from a DOD passport agent stating the SIP application has been submitted. A sample SIP exception memorandum can be found on the Passport Matters and Foreign Clearance Guide websites. This exception expires 30 September 2021.


     a. IPPS-A DATA CORRECTNESS CAMPAIGN – 9 AUG 2021. Attached is the CONOP for upcoming IPPS-A Data Correctness Campaign training with an emphasis on DQAR Analysis. All HR professionals, with a special focus on BDE/BN S1 personnel, should attend this session.

     b. UPCOMING IPPS-A LIVE TRAINING, AUGUST 2021. See the following link for a summary of upcoming IPPS-A live training with meeting links. This summary details training currently scheduled for August 2021. Unique training CONOPs are posted as training details come available.

4. ARMY RESERVE PAY MESSAGE 21-12, JUL 2021 UNIT PAY REPORTS. The Jul 2021 Unit Commander’s Pay Management Report (UCPMR) and the Jul 2021 Master Military Pay Account (MMPA) 2405 reports are available in RLAS for downloading.


     a. COMMAND FAMILY READINESS REPRESENTATIVE (CFRR) BOOT CAMP. The 99th RD Family Programs Team is happy to announce that we will be hosting two virtual CFRR Boot Camp sessions in September!  The CFRR Boot Camp will be an introductory session for CFRRs to learn the basics of their position and have an opportunity to ask the Family Programs Team any questions they may have.  CFRRs have the option to register for one session either on Saturday, 11 September or on Tuesday, 21 September.  Both sessions are set to begin at 1330.  Registration is mandatory, so reserve your spot today!

     a. ALARACT 063/2021, CONTINENTAL UNITED STATES REPLACEMENT CENTER RESERVATIONS (CUI), DTG: R 041215Z AUG 21. This message outlines the CRC reservation process. This ALARACT applies to all Soldiers, Department of Defense (DOD)/army civilians, government employees, non-logistics civil augmentation program (LOGCAP) contractors, and non-government employees entering theater through CRC. All personnel ordered to mobilize at Ft Bliss (CRC) must complete a reservation in the CRC reservation system prior to arrival at mobilization station to facilitate outside the Continental United States travel on chartered flights and commercial air. Personnel seeking to change their mobilization station must contact First Army.

     c. MILPER MESSAGE 21-283, UTILIZATION OF ARMY DIRECTIVE 2018-16 (SUITABILITY CRITERIA FOR MILITARY PERSONNEL IN SPECIFIED POSITIONS), 8 NOVEMBER 2018, FOR SUITABILITY SCREENING AND DETERMINATIONS FOR PERSONNEL NOMINATED TO SPECIFIED POSITIONS, ISSUED: [8/4/2021 7:24:49 AM]. This message directs the utilization of Army Directive 2018–16 (Suitability Criteria for Military Personnel in Specified Positions) for screening of personnel nominated for the positions listed in this message.

     d. MILPER MESSAGE 21-284, FISCAL YEAR 2022 (FY22) ENLISTED AIDE SELECTION PANEL ANNOUNCEMENT MESSAGE, ISSUED: [8/4/2021 7:29:58 AM]. A selection panel will convene no earlier than (NET) 15 October 21 to consider eligible Active Component (AC) Soldiers in the rank of Sergeant (promotable only), Staff Sergeant, Sergeant First Class and Master Sergeant that apply for consideration into the Enlisted Aide Program.

     e. MILPER MESSAGE 21-285, SERGEANT MAJOR ASSESSMENT PROGRAM (SMAP) - BRIGADE PARTICIPANT ATTENDANCE IAW THE FISCAL YEAR 2021 (FY21) COMMAND SERGEANT MAJOR (CSM)/ SERGEANT MAJOR (SGM) EVALUATION BOARD, ISSUED: [8/4/2021 7:35:31 AM]. Selection for BDE CSM positions is one of the most important decisions the Army makes. CSMs at this level are critical to the accomplishment of the Army's mission. Further, these CSMs play a crucial role in the retention of our finest Soldiers. For these reasons, the Army must select the very best from its ranks for these critical roles. Therefore, The SMA is incorporating an additional step to the CSM/SGM Slating process, the Sergeant Major Assessment Program (SMAP). All Brigade-level candidates (those holding PDPC 6C or 6P) will report to Fort Knox for a formal assessment prior to finalizing the CSM/SGM slate, as outlined in the body of this message.

     f. MILPER MESSAGE 21-286, U.S. ARMY RESERVE ACTIVE GUARD RESERVE (USAR AGR) SEPARATIONS AND RETIREMENTS PROCESSING GUIDANCE, ISSUED: [8/4/2021 7:38:47 AM]. This message announces procedures for requesting separations, including Soldiers who reach their expiration term of service (ETS), Soldiers who request Release from Active Duty (REFRAD), and retirements (both Active Federal Service (AFS) and non-regular) for U.S Army Reserve Active Guard Reserve (USAR AGR) Soldiers.

9. FORSCOM WIAS POSITIONS (UPDATED A/O 9 JUL 21). Hot openings listed at the following link.   

     a. Three positions for Psychological Operations officers and NCOs in support of CJTF-OIR Combined Joint Effects. Positions are for a MISO Chief, MISO Planner, and MISO OPS. Interested service members must be 37A / O3-O6 or 37F / E4-E7 with TS/SCI clearances. Location: Arifjan, Kuwait.

     b. One position for Joint Personnel Recovery Center Deputy Director in support of CENTCOM AOR to include OIF, OEF, and CJTF-HOA.  Acts as the subject matter expert (SME) on tactics, language, and culture relating to PR operations.  Must be O3/O4 with TS/SCI clearance. Location: Qatar.

     c. Two positions for Ops Officers, 11A and O2A O4.  Lead the development of crisis action, intermediate and long range plans. Interact with all elements of the TF (maneuver, fires, intelligence, logistics) and able to take their inputs to develop future concepts of operations and supporting orders.  Location: Ft. Bragg.
