1. CSM MICHAEL WEIMER SELECTED AS 17TH SERGEANT MAJOR OF THE ARMY. Army News:  Chief of Staff of the Army Gen. James C. McConville announced today (12 Dec 22) that CSM Michael R. Weimer will serve as the 17th Sergeant Major of the Army. SGM Weimer will assume responsibility from SMA Michael Grinston in August 2023. Until then, SGM Weimer will continue to serve as the senior enlisted leader of the U.S. Army Special Operations Command. 2. NONCOMMISSIONED OFFICER PROFESSIONAL DEVELOPMENT SYSTEM (NCOPDS) COURSE SCHEDULING PROCEDURES. From HRC Military Schools Branch:  Update to our course scheduling procedures published in MILPER Message 22-489, summarized in para 8d below. Please understand these procedures will be vastly different in terms of deferment procedures once IPPS-A goes live. We will publish a new message ahead of any required changes. As of now, the templates on our website are on the old DA Form 4187. Please use that format on the new DA Form 4187. We will not kick back any requests on the old version if it was signed prior to 1 Dec 22. 3. DA FORM 4187, PERSONNEL ACTION, DEC 22. A new DA Form 4187 was published on APD as of 1 Dec 22, and is available at the following link.  Previous editions are obsolete. 4. REGULAR ARMY NCO SLC AND MLC SCHEDULING AS OF NOVEMBER 2022. From HRC Military Schools Branch: To provide transparency and manage expectations, Military Schools Branch releases monthly statistics of Soldiers scheduled for SLC by MOS and the Evaluation Board Order of Merit List (OML). These numbers reflect the last OML number that has been used to schedule a Soldier in November 2022 by MOS. In those instances where no training seats are available, the number shown is zero. 5. IPPS-A ITEMS.      a. RELEASE 3 (R3) IPPS-A USER MANUAL - VERSION 5. Version 5 of the IPPS-A R3 User Manual, attached at the following link, is now available for review and feedback.      b. IPPS-A FUNCTIONAL TRAINING: ON-DEMAND RESOURCES. The attached (at following link) Training Resources slide highlights and links important training recordings, demos, and resources directly related to Go Live tasks for HR Professionals, Leaders, and Commanders. 6. CHIEF ARMY RESERVE (CAR) GUIDANCE AND PRIORITIES AS OF 20221213. BRANCH/COMMAND ITEMS.      a. 81ST READINESS DIVISION PRE-RETIREMENT TRAINING - 28 JANUARY 2023, PUERTO RICO. The 81st RD Retirement Services Team will be conducting a Pre-Retirement Training on Saturday 28 January 2023. The training is open to all Soldiers, Retirees and Family Members. 8. The theme for 2Q/FY23 (January 2023 - March 2023) is Antiterrorism’s Role in Supporting Army Readiness. The primary audience for this theme includes Army leaders, antiterrorism officers, and antiterrorism coordinators responsible for antiterrorism plans/programs. 9. The United States Army Medical Command will award the 2022 LTC Karen Wagner Leadership Award (KWLA) to three Army Medical Department (AMEDD) Human Resource Managers-70F and two DA Civilians. The purpose of the KWLA is to recognize One Regular Army, One Army Reserve, One Army National Guard Officer and Two DA Civilians (1 Military HR & 1 Civilian HR) who have demonstrated principles for which LTC Wagner stood for; leadership, technical competence, professionalism, and customer service. MILPER MESSAGE 22-489, NONCOMMISSIONED OFFICER PROFESSIONAL DEVELOPMENT SYSTEM (NCOPDS) COURSE SCHEDULING PROCEDURES, ISSUED: [12/13/2022 2:08:36 PM]. This message applies to the Regular Army (RA) and U.S. Army Reserve Active Guard Reserve (USAR AGR). HRC centrally manages RA and USAR AGR Soldiers’ attendance at the Advanced Leader Course (ALC), Senior Leader Course (SLC), and Master Leader Course (MLC). HRC only manages the Basic Leader Course (BLC) attendance for the USAR AGR. This message provides scheduling methodology and priorities.      e.
