1. TAG SENDS:  INITIATION OF IPPS-A BROWNOUT/CUTOVER. From BG Gregory S. Johnson, The Adjutant General:  By now, you may have already learned that yesterday the Army initiated IPPS-A Release 3 (R3) pre-Go-Live activities. A “brownout window” of certain Legacy Human Resources (HR) Systems kicked off on 10 November. The “cutover window” was initiated with data from these legacy HR systems converting for use in IPPS-A R3 at Go-Live. It’s important to remember that the exact Release 3 Go-Live date is still conditions based, but I encourage you and your organizations to fully prepare for implementation/Go live prior to the end of the calendar year. As we’ve conveyed in earlier messaging, I continue to ask for your support preparing your organizations and Soldiers for all Brownout and Cutover (BOCO) activities. MEAL ENTITLEMENT MAINTENANCE (MEM) (AUTOMATED MEAL CARD PROGRAM) PROGRAM MANAGER POCS. FROM HQDA, DCS, G-1:  This is a data call to update command POCs for the Meal Entitlement Maintenance (MEM) (Automated Meal Card Program) program managers. The commands listed at the following link are requested to provide primary and secondary program managers, to include a copy of the appointment order. No later than close of business Monday, 21 November 2022, provide the command’s primary and secondary program manager’s first name, last name, military email address, and appointment order to the Army G-1. EVALUATIONS ITEMS. From HRC Evaluations Branch:      a. IPPS-A AND EVALUATION PROCESSING. IPSS-A Brownout/Cutover (BOCO) will not affect the processing of Evaluations. Continue to process your reports as normal. Board cutoff dates remain as published in MILPERS or Board Announcements. The THRU DATE submission to ITAPDB (ORB/ERB Update) will be off during this time.  Once IPPS-A goes live, the record brief service will resume as soon as possible. https://www.milsuite.mil/book/message/1005099      b. EVALUATION ENTRY SYSTEM (EES) AND BROWSER USE. The default browser for EES will convert from Internet Explorer (IE) to Microsoft Edge on 22 Nov 22. Users of EES should discontinue use of IE and use Microsoft Edge as the default browser.  HRC Helpdesk cannot fix this for you. Your local system administrators may need to assist or refresh your image/setup. NCO LEADERSHIP CENTER OF EXCELLENCE ANNOUNCES OPENING OF THE 2023 HALL OF HONORS AND THE INTERNATIONAL STUDENT HALL OF FAME NOMINATIONS. On behalf of Command Sergeant Major Jason Schmidt, Commandant of the NCO Leadership Center of Excellence, we would like to announce the opening of the 2023 NCO Leadership Center of Excellence and Sergeants Major Academy Nominations for the Hall of Honors and the International Student Hall of Fame. Eligible individuals are those who have made significant and enduring contributions to the NCOLCoE, SGM-A, and/or to the Noncommissioned Officer Professional Development System (NCOPDS) or significant contributions to the NCO CORPS.
