1. FRAGO 2 TO HQDA EXORD 225-21 COVID-19 STEADY STATE OPERATIONS (CUI), DTG: 301555Z Jul 21. Updates in this FRAGO include: https://www.milsuite.mil/book/docs/DOC-1012573

     a. (3.D.2.B.) [Change to Read] COVID testing is no longer provided by the DOD at the aerial port of embarkation (APOE) locations (e.g., BWI and SEA-TAC airports). A negative COVID-19 test within 72 hours is still required in order to board the international flight. Personnel should arrive at the APOE with a current negative test. Testing is available at Army MTFs for Soldiers, family members, and DA civilians on official travel. Commanders and supervisors will conduct pre-travel risk assessment counseling and inform the traveler that COVID-19 testing is no longer provided by the DOD at APOEs, and testing should be conducted at the losing installation. If the traveler cannot obtain a COVID-19 test through a federal dispensary, MTF, or otherwise covered by insurance then reimbursement may be authorized as a miscellaneous expense on the PCS travel voucher.

     b. (3.D.2.B.1.) [Add] IAW Annex G, FHPG Supplement 20, Soldiers, DA civilians, and family members conducting official international air travel to or from the United States require a negative COVID-19 test within 72 hours prior to departure. If the destination country requires a specific test or test timing, personnel must follow the destination location requirements. All personnel must maintain proof of the negative test result during travel.

     c. (3.D.5.) [Change to Read] Annex V is rescinded. Read and comply with Deputy Secretary of Defense memorandum Updated Mask Guidance for All DOD Installations and Other Facilities, 28 July 2021, Annex BB. In areas of substantial or high community transmission, DOD requires all service members, federal employees, on-site contractor employees, and visitors, regardless of COVID-19 vaccination status, to wear masks indoors on DOD installations/facilities… Senior commanders and managers of installations/facilities in areas where community transmission is low or moderate will determine if masks are necessary for fully vaccinated personnel.

     d. (3.D.5.A.) [Add] Read and comply with FHPG supplement 17, Revision one (1), for the use of masks, personal protective equipment, and non-pharmaceutical interventions, 22 June 2021, Annex T. Service members should be prepared to show proof of vaccination (CDC vaccination card or other medical documentation) if unmasked on DOD installations. Commanders or supervisors may not inquire about or verify the vaccination status of civilian employees. Unmasked civilian employees may be asked to confirm vaccination status only if the commander or supervisor has a reasonable basis to believe the unmasked employee has not been fully vaccinated, based on reliable evidence such as firsthand knowledge of voluntary employee statements.

2. UPDATED ENTRY REQUIREMENTS FOR GERMANY, JAPAN AND SOUTH KOREA, 2 AUG 21. From IMCOM:  Official travel with a tourist passport will no longer be allowed for DOD sponsored dependents traveling to Germany, Japan, and South Korea. Travelers must obtain a Special Issuance Passport (SIP) prior to entering the destination country on official travel. As a temporary exception, travelers not in receipt of a SIP prior to departure must carry the regular (blue) passport and a memorandum from a DOD passport agent stating the SIP application has been submitted. All personnel ordered to mobilize at Ft Bliss (CRC) must complete a reservation in the CRC reservation system prior to arrival at mobilization station to facilitate outside the Continental United States travel on chartered flights and commercial air.
