SUBJECT: Army Directive 2022-03 (Supplemental Training for Members of Boards for
Correction of Military Records and Discharge Review Boards)
1. References. See references enclosed.
2. Purpose. This directive updates policy to ensure compliance with section 525 of the
National Defense Authorization Act for Fiscal Year 2020 (NDAA for FY 2020), which
requires the Secretaries of the Military Departments to ensure that members of the Boards
for Correction of Military Records (BCMRs) and the Discharge Review Boards (DRBs)
receive training on sexual trauma, intimate partner violence, spousal abuse, and related
matters.
3. Applicability. The provisions of this directive apply to the Regular Army, Army National
Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Policy. Section 525 of the NDAA for FY 2020 supplements requirements imposed in
section 534 of the NDAA for FY 2017 for the Secretaries of the Military Departments to
develop and implement a comprehensive training curriculum for members of the BCMRs.
a. The Army Review Boards Agency will immediately implement supplemental training
for members of Army BCMRs and DRBs on sexual abuse, sexual trauma, intimate partner
violence, and the various responses of individuals to trauma.
b. The training will be coordinated to support requirements for the Secretaries of
Defense and Homeland Security to jointly ensure the curricula developed and implemented
are, to the extent practicable, uniform.
5. Proponent. The Assistant Secretary of the Army (Manpower and Reserve Affairs) is the
proponent for this directive and will incorporate its provisions into Army Regulations 15–180
and 15–185 within 2 years of the date of this directive.
6. Duration. This directive is rescinded on publication of the updated regulations.
