Black History Month Letter from CNGB

To the Soldiers and Airmen of the National Guard:

The story of the National Guard is the story of America. It is the story of
the fight for independence, the fight against tyranny, the fight for
democracy, and the fight for freedom. In each of these stories, you will
find Black Americans, because Black history is American history.

It is the story of Salem Poor, who was born into slavery, purchased his
freedom, joined the Massachusetts militia, and distinguished himself at the
Battle of Bunker Hill.

It is the story of William Harvey Carney, who was born into slavery in
Virginia, joined the 54th Massachusetts Volunteer Infantry Regiment, and
ferociously battled the Confederate Army at Fort Wagner, becoming the first
African-American Medal of Honor recipient.

It is the story of Henry Johnson, who joined the National Guard in 1917 and
became part of New York's 369th Infantry Regiment-best known as the "Harlem
Hellfighters." Sent to fight with the 16th Division of the French Army,
Henry Johnson would prove himself a hero in the Argonne forest in
hand-to-hand combat where he sustained 21 wounds himself and became the
first American awarded France's Croix de Guerre with a golden palm.

Since the beginning of our history, Black Americans fought for our Nation,
even when they were denied rights, opportunities, and even basic humanity in
the eyes of the law. They fought for the ideals President Abraham Lincoln
named in the Gettysburg Address: "A new Nation, conceived in liberty, and
dedicated to the proposition that all men are created equal."

Today, in many ways, our Nation still struggles to give all its citizens
equal opportunities. But our story is not finished, and we can work together
to write a history we're proud to leave behind. This Black History Month,
let us learn the stories of the Black Americans who shaped our Nation, and
ultimately become the Nation for which they fought.

1. References.

2. Purpose. People are the Army’s greatest strength, and we hold imperative the care
of the Total Army Family. This directive expands the population authorized to receive
the support of a Casualty Assistance Officer (CAO) and clarifies expectations and
responsibilities for CAOs.
3. Applicability. The provisions of this directive apply to the Regular Army, Army
National Guard/Army National Guard of the United States, and U.S. Army Reserve.
4. Policy.
a. Effective immediately, dependent children of personnel listed in AR 638‒8,
paragraphs 5‒2a(1), (2), (9), and (10), are authorized a CAO on the death of their
non-military parent or legal guardian. Appointment of a CAO to a dependent child can
occur at any time after the death of their non-military parent or legal guardian.
b. The CAO will assist with the following:
(1) obtaining installation access for the guardian
(2) updating dependent child enrollment in Defense Enrollment Eligibility
Reporting System and obtaining a new identification card
(3) updating dependent child enrollment in TRICARE

(4) applying for any outstanding benefits and entitlements authorized pursuant
to Federal statute
(5) coordinating for legal assistance
c. On completion of all the immediate responsibilities, the CAO will transfer the
dependent child and the child’s guardian to the servicing Survivor Outreach
Services (SOS) coordinator for continued long-term case management pursuant to
reference 1c. SOS coordinators will provide milestone management, such as changes
in benefits, entitlements, financial stability, and recertification of enrollment of children in
full-time education. SOS coordinators will refer dependent children and guardians who
require changes to Federal entitlements or benefits, including the Survivor Benefit Plan,
TRICARE elections, and education benefits, to the appropriate agency.
5. Proponent. The Deputy Chief of Staff, G-1 is the proponent for this policy and will
incorporate the provisions of this directive into AR 638–8 within 2 years of the date of
this directive.
6. Duration. This directive will be rescinded on publication of the revised regulation.

Tax Assistance for Military Members

From the Army G-1:  Typically, Soldiers will receive a 45 day post-partum profile after delivery and many health care providers do not typically reissue the profile even through Soldiers are allowed additional time by policy to recover from pregnancy. 2. S1NET Message Summary - 6 Feb 21

1. MILPER MESSAGE 21-044, SUPPLEMENT TO FISCAL YEAR 21 (FY21) NONCOMMISSIONED OFFICER (NCO) EVALUATION BOARDS (MONTHLY PROMOTION SELECTION POLICY), ISSUED: [2/4/2021 1:15:24 PM]. This MILPER message applies to enlisted semi-centralized and centralized promotions for all Regular Army and U.S. Army Reserve (Active Guard Reserve) Soldiers. The Army G-1 announced (in ref B to this message) that the Army will transition to a new monthly promotion selection process for all NCO promotions, Sergeant (SGT) through Sergeant Major (SGM), to publish by-name promotion selects earlier and increase the number of days needed for the preparation and coordination of promotion ceremonies.      a. Starting with the March 2021 board month and effective with the May 2021 promotion month, eligibility for all NCO promotion pin-on selections will be as of the last day of the 2nd month prior to selection. 

     b. Army-level promotion decisions (cutoff scores and by-name selections) will be made using systems data as of 0200 hours Eastern Standard Time on the 1st calendar day of the month. 

     c. Semi-Centralized Enlisted Promotions (Promotions to SGT/SSG).  HRC will publish all monthly cutoff score memorandums (Regular Cutoff Scores and Temporary promotion cutoff scores) and a by-name list to be used for promotable Soldiers in the ranks of SPC/CPL and SGT in accordance with (IAW) reference B, on/around the 15th calendar day of each month.

     d. Centralized Enlisted Promotions (Promotions to SFC-SGM).  HRC will publish all monthly sequence numbers and post it to the HRC website for all MOS/grade combinations on/around the15th calendar day of each month.  Once the Army transitions to promotions from an Order of Merit List (OML), HRC will post that instead of sequence numbers. 

     e. For semi-centralized promotions, on the 3rd calendar day of each month, unit S1s will generate semi-centralized enlisted promotion reports for the commander’s action.

     f. For semi-centralized promotions, upon receipt of the unit commander’s identification of Soldiers for board appearance, the promotion authority will conduct unit-level promotion boards between the 10th and the 26th calendar day of each month. Soldiers recommended for promotion must be integrated onto the promotion standing list no later than the 26th calendar day of the month for promotion consideration on the first day of the second month, following the unit-level promotion board.

2. FY21 CMF42 SERGEANT FIRST CLASS EVALUATION BOARD ANALYSIS AND AAR. Currently in CRM, the assigning and escalating case process is challenging due to the  large amount of Provider Groups available in the IPPS-A system.   Finding the right Provider Group to escalate cases to is time consuming and unclear.
