S1NET Message Summary - 25 Mar 22
By Army National Guard March 25, 2022
1. HQDA EXORD 153-22 ARMY COMBAT FITNESS TEST (ACFT), DTG: 241300Z MAR 22. Some key points in this EXORD: https://www.milsuite.mil/book/docs/DOC-1129937
a. Mission. Starting 1 April 2022, the ACFT will begin to be fully implemented as the Army's official physical fitness test; with record testing beginning 01 October 2022 as follows: Regular Army and United States Army Reserve Active Guard Reserve (RA/USAR (AGR)) personnel completing one record ACFT prior to 1 April 2023, and Army Reserve and Army National Guard component (RC (less USAR (AGR)) personnel completing one record ACFT prior to 1 April 2024.
b. Soldiers are accountable upon executing their first record test. The Army will incorporate the ACFT into personnel policy in a time-phased, deliberate manner, to ensure all Soldiers have the opportunity to train for and take the test.
c. All RA/USAR (AGR) Soldiers will take a record ACFT prior to 01 April 2023 and RC Soldiers will take a record ACFT prior to 01 April 2024.
d. All Soldiers are expected to become familiar with the revised ACFT events and scoring tables, and will take at least one diagnostic ACFT prior to taking their first record ACFT.
e. All ACFT modification templates (in E-profile) for permanent profiles (reference c) must be updated to reflect the ACFT Events permitted and prohibited. Soldiers with a medical restriction in performing the plank or those with an approved legacy ACFT modification profile which restricts performing the leg tuck must have the profile updated immediately to reflect any restrictions to performing the plank event. The least number of events which a Soldier can take based on the provisions of a permanent profile is one aerobic event (run, bike, swim, row or walk). If unable to take a single aerobic event, the Soldier cannot take a test.
f. RA and USAR (AGR). Soldiers will take a diagnostic ACFT (to standard) between 01 April 2022 and 30 September 2022. In any instance where the Soldier passes a diagnostic ACFT prior to 01 October 2022, the Soldier may elect to have that diagnostic test re-characterized as a record ACFT and uploaded to the Digital Training Management System (DTMS) at any time after 01 October 2022. See coordinating instructions for additional information on re-characterizing a test.
g. RC (less USAR (AGR)). Soldiers will take a diagnostic ACFT (to standard) between 01 April 2022 and 31 March 2023. In any instance where the Soldier passes a diagnostic ACFT prior to 01 April 2023, the Soldier may elect to have that diagnostic test re-characterized as a record ACFT and uploaded to the Digital Training Management System (DTMS) at any time after 01 April 2023. See coordinating instructions for additional information on re-characterizing a test.
h. HQDA DCS, G-3/5/7 will publish a subsequent FRAGO to this EXORD announcing when DTMS is ready to receive data, and forward data to personnel systems. Additionally, HQDA DCS, G-3/5/7 will provide detailed instructions on the procedures for re-characterizing a diagnostic ACFT to a record ACFT as outlined in paragraph 3.b.2.d.

We Can Help 24/7/365
By Army National Guard March 25, 2022
Dear Soldier, Sailor, Marine, Airman or Guardian,
I am hoping that you never have to use the information below.
However, in 2018 over 20,000 Service members found themselves in a situation they never expected. Those situations involved an experience of unwanted sexual contact or "sexual assault."
I know you've had your fill of briefings, trainings, and stand downs. But you need to know this last year the Secretary of Defense put new focus on ensuring anyone who wants help with a sexual assault can get it.
Do you know about:
• Catch A Serial Offender Program ("CATCH") - Service members making a Restricted Report of sexual assault may also voluntarily and confidentially provide information about their incident or alleged offender into this program. If there is a match with another Service member's experience, then those members whose information matches will be notified confidentially. Service members can then choose if they want to unrestricted their report and participate in the military justice process or keep their report restricted. Find out more here: https://www.sapr.mil - and look under "Quick Links" for the CATCH Info Sheet. More information is also available from your local Sexual Assault Response Coordinator.
• Vet Center Counseling - Service members are eligible for free, confidential counseling from their local Vet Center. This counseling is not reported back to your unit. Find out more here: https://www.vetcenter.va.gov/
• Sexual Assault Report Documentation - If you've ever made a report of sexual assault, your Sexual Assault Response Coordinator can help you obtain a copy of your DD Form 2910 that you signed to make a Restricted or Unrestricted report. A signed copy of this form can be used in a claim of benefits to the Department of Veterans Affairs. Find out more here: https://www.benefits.va.gov/BENEFITS/factsheets/serviceconnected/MST.pdf
• DoD Safe Helpline - Don't know what to do next? This hotline provides information about reporting options, civilian support services outside your base, and how to connect with someone who can help - right now. DoD Safe Helpline is the sole secure, confidential, and anonymous crisis support service specially designed for members of the Department of Defense community affected by sexual assault. It is available 24/7/365. You can call, click or text for assistance. Find out more here: https://www.safehelpline.org/
Thank you for your Service.
Very Respectfully,
Nate Galbreath, PhD, MFS
Acting Director
DoD Sexual Assault Prevention and Response Office (SAPRO)

In your opinion, has sexual assault in the military become more or less of a problem? Tell us your answer, confidentially, at https://dodsurveys.mil. We need to hear from you.
I am hoping that you never have to use the information below.

New Products from CALL
By Army National Guard March 13, 2022
As we finally start to
think about leaving winter behind, CALL is gearing up for several key
collections this spring. A team will collect observations at Joint
Readiness Training Center rotation 22-05/Joint Pacific Multinational
Readiness Center rotation 22-02 on the efficacy of home-station training
events reinforced with combat training center enablers. These events
are also a prime opportunity to collect on specific proponent topics of
interest for the Centers of Excellence. In April, another team will
participate in Global Defender Phase I which links the Mission Command
Training Program Warfighter Exercise 22-4 and National Training Center
rotation 22-06 for a distributed, multinational,
interoperability-focused exercise. We are excited to see what these
collection teams will observe and write about upon their return.
Finally, we expect to launch the “How We Fight” interactive,
multimedia-training tool for corps and divisions by the end of March.
Stay tuned to CALL’s social media (Facebook and Twitter) and https://hwf.army.mil/ for news and updates on its release.

22-678 Division RDSP in LSCO: Observations and Methods.

JLLIS URL: https://www.jllis.mil/index.cfm?disp=cdrview.cfm&doit=view&cdrid=172170
In recent Warfighter exercises (WFXs), higher headquarters (HQ) affected division planning by placing constraints on division operations. Typically, this was to allow for corps shaping efforts in the corps-level deep fight to ensure synchronization of maneuver efforts or to rebuild combat power. Competing complexities, the enemy vote, and the higher HQ's guidance, drive the same action: division staffs must quickly reassess the situation to determine the viability of the original plan. The complexities of the large-scale combat operations (LSCO) environment drive divisions to execute the rapid decision-making process (RDSP) instead of the military decision-making process (MDMP). Changes to plans occur in such a truncated timeframe that to fight and win at the pace of war, divisions must be able to plan and synchronize operations rapidly. While Army doctrine notes that MDMP seeks the optimal solution, RDSP seeks a timely and effective solution.
