S1NET Special Message - PCS Move Impacts in FY23
1. To minimize the year-end impacts to FY23 budget obligations Military Personnel Divisions will pause new orders publications until 1 October 2023.
2. Expedited transfers and compassionate assignments will continue to be executed, as will confinement orders, IET orders, separation orders and amendments to PCS orders issued prior to 15 August 2023.
3. No cost moves will continue to be executed.
4. Soldiers with orders originally published between and including 15 August 2023 and 30 September 2023, with report dates of 1 November 2023 and beyond will have their orders deleted/revoked and republished provided they have not already initiated HHG movement (i.e. packing has not started).
5. Soldiers without amendments to their base orders, will have their orders deleted and republished in IPPS-A after 1 October 2023. No action is required of the Soldier. MPDs will only be required to execute final approval in IPPS-A.
6. For Soldiers whose orders were previous amended, a top of the system revocation will be executed and the assignment reinitiated. Upon notification of the assignment re-initiation in IPPS-A, these Soldiers will then be required to complete a new Member Election in IPPS-A before their new orders can be completed.
7. Each impacted Soldier will receive a direct email notifying them of the situation (examples attached at the above link).
8. Soldiers with individual circumstances should be directed to their HRC talent manager.
9. Soldiers’ units of assignments and report dates will not be changed; however, if this situation causes a hardship due to HHG scheduling, especially for Soldiers with report dates in November 2023, installation MPD have the authority to adjust report dates up to 30 days and anything beyond the 30 days, HRC talent managers will have discretion to adjust report dates.
10. If a Soldier is on a housing wait list at their gaining unit, their place will not change.
11. If a Soldier is on a CYS childcare wait list, their place will not change.
12. If a Soldier has previously approved EFMP family members, their status will not change.
13. If a Soldier already has their HHG Shipment scheduled, but packing has not started:
a. For Solders who did not have an amendment to their base order, their shipment date will not have to be canceled, because their order number will not change. The Soldier will simply need to provide a copy of the new orders, with the new publish order date and FY24 fund cite, dated after 1 October 2023 to the transportation office.
b. For Soldiers who previously had an amendment and whose orders had to be revoked, HHG Shipments will be canceled and reinitiated by the transportation office. Every effort will be made to secure the same shipment dates, but in some cases the exact date may not be possible. Soldiers will need to provide a copy of their new orders, with FY24 fund cite, dated after 1 October 2023 to the transportation office.

On 1 AUG 2023 ArmyIgnitED will place a stopper/hold for Soldiers who requested Army Federal Tuition Assistance funding for two or more courses if their accounts do not already have a personalized Evaluated Degree Plan (EDP) on file.
- The EDP must be specific to each individual Soldier student. Soldiers CANNOT use a generic plan. See attached PDF for details and some example valid EDPs.
- The EDP must include your name, school name, degree name and a full list of courses you're required to complete to earn your degree.
- ROTC Soldiers! If you use a CC FORM 104R, you and your professor of military science must sign the form.

DCSA News Article on Phishing Emails

This email is being provided for your situational awareness and for dissemination to the level you feel is appropriate within your commands.

DCSA has been made aware of a sophisticated malicious phishing email circulating which references the collection of an "SF-86_F" or an SF-86 (an example of the email is below). Please do not engage with this email and advise your staff not to engage with it; you should report it to your security office or cyber security team and delete it immediately if received. This email is NOT coming from DCSA, or any other vetting or Personnel Security entity in the U.S. Government or Department of Defense. IT professionals have confirmed that the email is malicious in nature.
In some cases, the link is associated with an individual who is listed in the DOD phone directory and in a few cases, that individual has turned out to be an actual security manager. This email has a fairly high ability to potentially trick individuals because they may not know that an SF-86F does not exist, and because the site that it leads to as well as the email look legitimate enough to get people to act, especially with the quick suspense date in the subject line.

a. IPPS-A integrates many of our business processes. And connects
the three components in a way that makes us dependent on each other to
understand the implications of our actions. Please use care when working
through actions that have direct ties to pay and benefits — notably
temporary assignments coming from the various orders writing systems. As
we continue to adopt IPPS-A as the system of record, we need to
continue to move forward. We need to move away from comparing what we
could do in our legacy systems to how we must do them in IPPS-A. Our
legacy systems were not integrated. An action on a Soldier often had
little to no impact on any other Soldier or any other action for that
Soldier. This is simply not the case with IPPS-A. Actions have pay and
benefits impacts and even the act of simply changing an arrival or
departure date has impacts on those Soldiers filling that same position
before or after. As you become more familiar with simply completing
actions within the system, I challenge you to then understand how the
pieces all fit together. Until we work through all the remaining
assignments and get to the point where we aren’t working actions that
previously happened, we will not truly reap the benefits of what IPPS-A
has to offer. We will get there together. I appreciate all you are doing
to learn, support our Soldiers and provide feedback to make the system
even better.
b. System Latency. The latency seen over the past weeks has largely
been resolved. Oracle and the IPPS-A infrastructure team continue to
make refinements to the system.
c. Canceled Absences. This job aid assists in updating a canceled
absence request for resubmission. In IPPS-A, Members cannot cancel an
absence request and submit a new request for the same or overlapping
‘To’ and ‘From’ dates.
d. MILPER 23-164: Soldier Actions Initiated Outside of IPPS-A. HRC
recently published MILPER 23-164 hrc.army.mil/Milper/23-164. This MILPER
provides a list of Soldier actions initiated outside of IPPS-A and
their submission procedures, as well as a list of actions to submit via
Personnel Action Request (PAR) in IPPS-A and their corresponding Unit
Distribution List (UDL).
e. Assignment History and Base Name Changes. The new base names are
populating the location tables in IPPS-A. Forts Barfoot, Novosel,
Liberty and Gregg-Adams have all been added as locations and Soldiers’
current assignments are populating with the new names.
f. Email Addresses. IPPS-A receives email addresses from DMDC.
Users also have the option to add personal email addresses to IPPS-A.
IPPS-A requires a business email. If you are a user that uses something
other than your army.mil email address, you must ensure that you have
set that email to your business email.
g. Duty Status Updates. We are aware of an issue where Soldiers’
duty statuses do not revert to PDY after events such as absence, TDY,
hospitalization, etc. On 11 May, we did a fix to resolve some of the
duty status issues, some issues were not resolved. The IPPS-A team is
doing further analysis to resolve the issue completely.
h. Access De-Provisioning Linked to Job Data Updates. Last week, we
enabled functionality to remove elevated access if a member executed a
PCS or PCA. When users make changes to a Soldier’s job data in “correct
history” mode, PeopleSoft adjusts all history after the correction is
made. This can trigger the system to record the change as a PCS/PCA
which terminates the user’s elevated access. A change request is
currently working to adjust this logic to keep elevated users from
reverting to self-service when job data is changed. The current release
date is 25 May 23.
i. Auto De-Provisioning of POIs. As a reminder, elevated users must
access IPPS-A at least every 60 days or their access will be reverted
to self-service.
j. Known Issues & Release Updates. For updates on IPPS-A issues
pertaining to promotions, benefits, assignments, onboarding, and more,
please reference ipps-a.army.mil/ipps-a-known-issues.
k. Military Personnel Division (MPD) SmartBook. Attached at the
link above is a starter template for an MPD SmartBook. We encourage MPDs
to utilize the Word document version to continue to add to the
SmartBook as they see opportunities to do so and share with their
teammates.
l. Resources. We have a lot of great IPPS-A products created by
units located on S1Net. On the left-hand side of the IPPS-A landing
page, find the SUB-TOPICS column, and click “IPPS-A SOPs/Tools”

2. BASIC NEEDS ALLOWANCE (BNA) TRAINING, FY23. From the Army G-9:
Beginning on 7 June 2023, HQDA, DCS, G-9 will conduct BNA training via
MS Teams. Unit commanders, installation Human Resource Offices (HROs),
and S1 personnel will learn about their roles and responsibilities in
the BNA program to include screening, notifying, counseling, and
certifying Soldiers for BNA. Commanders, division staff officers, and
Financial Readiness Centers will ensure that personnel in positions to
assist, process, or certify applications have completed initial BNA

ArmyIgnitED Academic Certs, HTARs, and EDPs

Subject: Academic Certificate Program Education Goal, Historical Tuition Assistance (TA) Request(s) and Evaluated Degree Plan
1. Academic Certificate Programs Available in ArmyIgnitED
a. Eligible Soldiers are now able to select the Academic Certificate
Program Education Goal in the ArmyIgnitED System if they want to pursue
an Academic Certificate. Soldiers are authorized one Academic
Certificate per lifetime with a cap of 21 Semester Hours (SH). These 21
SH do not count against the lifetime caps of 130 SH for undergraduate
and 39 SH for graduate.
b. Soldiers are eligible to pursue an academic certificate if they do not have an approved degree education goal.
c. Soldiers must submit an academic certificate degree plan when
requesting an Academic Certificate Education Goal in the ArmyIgnitED
System.
d. Soldiers without an official/evaluated academic degree plan will
have a blocker (hold) if they already have two approved courses on their
education goal.
e. If Soldiers have questions about the Academic Certificate Program
Education Goal, they should reach out to their Education Center for more
information.
2. Historical Tuition Assistance Requests End Date: 30 June 2023!!
a. Historical TA Requests. If Soldiers want to request tuition
assistance for courses with start dates in FY21 or FY22 but were unable
to request tuition assistance in the previous ArmyIgnitED system,
Soldiers must provide proof of course completion to their Army Education
Center and request a historical TA request. The documentation must
include course code and title, course cost verification, course final
grade, course start and end dates, Soldier name, and Academic
Institution name. (NOTE: If Soldiers have already provided this
information to their Education Center and requested the historical TA
request, there is no requirement to do it again). If Soldiers have any
questions, they should contact their Education Counselor.
b. After the Education Counselor creates the historical TA
request(s), Soldiers must go into their upgraded ArmyIgnitED account (https://www.armyignited.army.mil/student/public/welcome)
and sign the historical TA request(s). Without the signature, schools
are not able to invoice the Army for the TA requests, and this will
create an outstanding balance on the Soldier’s school account.
c. Historical TA requests will no longer be accepted after 2359 EST on 30 June 2023.
3. Tuition Assistance Evaluated Degree Plan Requirement, Effective 1 August 2023
a. Effective 1 August 2023, Soldiers using TA are required to provide
an Evaluated Degree Plan upon submission of two TA funded courses.
Soldiers without an Evaluated Degree Plan will have a TA blocker (hold)
preventing Soldiers from requesting TA for future courses. Soldiers must
provide their Evaluated Degree Plan to the education center prior
to 1 August 2023 to avoid this TA blocker (hold).
b. For questions about the Evaluated Degree Plan requirement, Soldiers should contact their Education Center.
