3. (UPDATED) EMERGENCY LEAVE OF ABSENCE (ELA). From Army G-1
Compensation and Entitlements: According to AR 600-8-10, advance leave
is granted based on the amount of leave a Soldier will accrue during
their remaining active-duty period. Additionally, DoD Policy (DoDI
1327.06) states that Emergency Leave of Absence is intended to prevent
Servicemembers from entering advanced or excess leave status, which
could result in recoupment of pay and allowances. A request for ELA must
include the following documents: DA Form 4187 (preferred), memorandum,
or IPPS-A PAR requesting ELA, number of leave days, and leave period;
Red Cross Message; signed letter from primary care physician; Advance
Leave Counseling; current LES. The documents are not to be attached to
the PAR or processed in IPPS-A. The packet should be submitted in PDF

4. MILPAY E-MESSAGES SITE AND INSTRUCTION. We have received questions on where MilPay messages are posted now. With the decommissioning of milSuite, DFAS moved the location for posting of MilPay E-Messages to a DOD 365 SharePoint site.
